and Political field and highlight their achievements.
I can contribute by naming a politician from Orissa, Mangala Kisan
of BJD is a Rajya Sabha Member. He was 6-7 times MLA also earlier. He
is one of the best examples of honesty. As a Minister of Water Resources
in the State, I recall he never had even a pucca house. The nation should
salute such living politicians.

The present lot of Cabinet Ministers go over my head directly to you

to be endured........Madam can I get the Cabinet Reshuffle list a little
in advance......in the past the list has been handed to me at the Rashtrapati
Bhavan just before the swearing in ceremony...... as I have no info
I avoid the Press and just flash V signs!!! And on improvement of Congress's
image/woes...... Madam Ji I feel the only avenue open to us is paint
the Opposition blacker!!! Sorry I cannot cover Congress's taint.....my
taint cleaner has lost its potency!!

Pradeep Kumar is all set to be the new CVC. Consensus on the name of
1972 batch Haryana cadre IAS officer, Kumar, for the coveted post was
reached at a high level meeting which was held Saturday morning. Formal

D K Singh has joined the Government of India as Additional DG Foreign

Hardip Singh Kingra has taken over as Chairman and Managing Director
(CMD) of the National Scheduled Caste Finance and Development Corporation(NSCFDC).
He is an Indian Forest Service (IFS) officer of 1980 batch who belongs
to Himachal Pradesh cadre. He did an outstanding work during last year's
Common Wealth Games (CWG) that were held in Delhi last year. He is also

Secretary DoPT calls upon Civil servants to
promote good governance
The Secretary, Department of Personnel & Training (DoPT) Mrs. Alka
Sirohi on Saturday called upon the officers of the All India and Central
Services, and the Defence Forces to promote good governance and ethics
in the public life. Inaugurating the 37TH Advanced Professional Programme
in Public Administration (APPPA) at the Indian Institute of Public Administration,
she lauded the Programme design and also exhorted the participating
officers to take advantage of the opportunity to promote their knowledge,
skills and attitude towards accountable and transparent public administration.
As many as 41 officers are participating in the programme. Presiding
over the function, T.N. Chaturvedi - former Governor, Karnataka and
Kerala and Chairman IIPA - indicated the need to address the basic needs
and requirements of poor in the overall context of equity and social
justice. He also emphasized the need to build downward accountability
and use existing instruments of governance to the best of our ability.
Dr.Rakesh Hooja, Director IIPA elaborated the objectives of the programme
and said that the programme is designed to address capacity building
of senior government officers to operate as change agent in the context
of overall governance and public administration in India.
This is a flagship Programme of IIPA of nine month duration and is being
Directed by Prof. K.K. Pandey. The Programme consists of several streams
focusing on Politics, Economy, Public Administration, Law, Environment
and Public Policy among others. Visits to rural urban areas and two
countries are special components of the Programme. After the successful
completion of the Course, the participants are awarded diploma by IIPA
and those who have Masters Degree with 50% are awarded M. Phil. Degree
of Punjab University.

Gujarat tourism organizes road show in Mumbai
to promote Saputara Monsoon Festival
In the run up to the Saputara Monsoon Festival - a month long event
where variety of activities and attractions will be on offer for the
tourists -Gujarat Tourism on July 1, organized a Road Show in Mumbai
to promote the upcoming event which will be held from July 30th to August
30th, 2011.
The festival among others would include events like water sports, adventurous
activities, laser show, photography exhibition, heritage walk, cultural
evenings, food festival, contests, etc. The idea is to keep the tourists
engaged for the entire month through one activity or another in the
best manner possible.
The Chief Guest of the event was Jay Narayan Vyas, Minister of Tourism,
Gujarat. Kamlesh Patel, Chairman, Tourism Corporation of Gujarat Limited
(TCGL) presided over the function and interacted with tour operators/hoteliers
present at the event. Sanatan Pancholi, Resident Manager, Mumbai Office
of TCGL made a colorful presentation on the upcoming Monsoon Festival
in the presence of Vipul Mittra, Secretary, Tourism Department, Gujarat.
The prominent selling points of the road show included : At the Southern
tip of Gujarat, folded into the densely wooded hills of the Sahayadris

India (CCI) has lost his father-Ami Chand Sagar(76). The latter was

Regularisation of Ad-hoc Service of Gr.D Stenos of 1983 batch.
The lack of information available with CS Division of DOPT during decentralization
regime about the vacancies of PA's in Central Government, the Gr.D Stenos
of 1983 batch were promoted on Ad-hoc basis from 1996-97 and rendered
ad-hoc service till 2006-07 (more than 10 years). Due to this act of
CS Division, the 1983 batch of Gr.D Stenos were great sufferers as they
were actually promoted as PAs in 2006-07, i.e., after 23 and 24 years
of regular serve as Gr.D. Steno. We are regularly reminding the CS Division
of DOPT through various representations that the services of Ad-hoc
PAs may be regularised from 1996-97 and accordingly centralized list
of PAs and PSs may be corrected but all our efforts have gone in vain.
I am preferring this forum to bring the above fact to a larger section
of this service and appeal to the concerned authorities to do the justice
to the sufferers.

The timing is not right there are lots of good schemes on the anvil

Lokpal bill is not an attempt to help poor people
I disagree that Lokpal bill is an attempt to bring all three things
(transparency, accountability and fairness) to the level which will
help poor people in long run. Because transparency, accountability and
fairness is impossible in India unless each Indian purifies his/her
soul especially the political and civil service set up. What is the
gaurantee that Loka Pal deliver.

Details of travel
Certain information (such as, passport & travel document; emergency
certificate; certificate of identity; passport application along with
supporting documents; police verification report; VISA details etc.)
in relation to the passports issued to four persons were denied on the
ground that disclosure would cause unwarranted invasion of privacy of
the third parties. The appellant submitted that these third parties
have been directed by the court to remain present in the city as per
conditions mentioned in the bail order. The CIC directed the respondent
to provide the available information to the appellant if he is able
to provide the documentary evidence proving his allegations against
third parties.
Comments
Personal information is ordinarily exempt from disclosure u/s 8(1)(j).
However, if larger Public Interest is served, then the information can
be accessed under Section 8(2).
