Aaj Ki Aawaz

As expected Government has come up with a Jokepal Bill...though some will say Congress has shot itself in the foot!!! If you note all other Parties, though in actuality opposed to a strong Lokpal, have publically taken a different stand!! The message that has gone to the Public is Congress is not serious on fighting corruption!!!! Anna's going to go on a fast....... if India's Middle Class backs him there are chances Government will be forced to rethink!!! Congress's 'Dirty Tricks Department' now 'ably' headed by PC and Sibal are already on the job!!!!

Picture abhi baaki hai!!!!

Congress think tank feels Civil Society 'ghulti huee saboon ki chaaki hai'!!

It looked like a Fashion Icon and not Pakistan's Foreign Minister visited India!! I think our Media realized her being a 'front' Foreign Minister....... a beautiful and young mask for Pakistan's 'ugliness'..... after all as Foreign Minister she represents Pakistan!! Barkah Dutt who changes her hairstyle every hour and is besotted with fashion led the Media in its 'fixation with Khar's appearance, clothes and accessories'....she even went to meet Khar just to see her bag and watch!! Rather than meeting the hardliners Khar should have met Omar..... but then in Pakistan they too have inputs on our Leaders.... and Omar has the image of being a partying nincompoop... so then she should have met Vohra!!! K is very much top on Pakistan's agenda and CBM's just build the confidence of the Terror lot as they use the CBM measures to attack India..... be it tourism or trade!!

The Shrines she visited better get the Indian Currency she 'offered' checked for fakes!!!!

Everyday in lakhs fake notes Pakistan makes!!

Yeddy will take his pound of flesh!!!! He will decide who will be the next CM......he wants to control BJP in Karnataka and as he wants some trappings of power so he's demanding that he be made President of Karnataka BJP!!!! BJP knows if he's made President of Karnataka BJP the taint will remain and it will dent its stand in Parliament on Congress's corruption!! So maybe BJP will Yeddy to appoint one of his guy's as President and indirectly call the shots be it the Party of the Karnataka Government!! On the trappings of power..... Rajanth or Jaitley will wink and tell Yeddy... ' now toh you can afford it on your own'..... but then there is nothing more sweeter for a Neta than living 'on the house'!! So this issue will have to be sorted out!! Yeddy and family had bid dreams!!!

Ek Bangla banne niyaara..... sonne ka bangla!!

Which has a chaandi ka janglaa!!

Now Kalmadi says ' I'm not going bonkers'!!!!! However we now have an insight to his strategy!!!! His lawyers may say ' only a mad man would think he'll not get away with this kind of chori'!!! The Lawyers of the other OC guys in jail will say ' a madman called the shots in OC and my client's only crime is that he trusted that Kalmadi was acting in the best interests of the Games'!! Kalmadi is a seasoned crook and he has plans for various scenarios in place.... the going bonkers plan is for the worst scenario!!!

Kalmadi is not satkela .... he's a shaana!!!!

Only he overlooked ' after khaana comes pachaana'!!

PS...... Congressmen use dementia as an excuse to get off the hook and also to abuse!!!! Amrinder says Badal suffers from dementia!! Badal just may be tempted to respond ' your Grandpa suffered from dementia because he kept on forgetting that he was married and kept getting married...... a trait that you (Amrinder) too are showing'...... Parneet, Kanwal Sekhon and now soon to be bride...... Arusa!!!! Court asks Kalmadi on his plea to attend Parliament to let the Court know how many times he's attended Parliament... Kalmadi responds... I forget!!! Court tells Kalmadi that he has a pathetic Parliament attendance record so why does he want to now attend Parliament??? Kalmadi responds, 'Have I entered this plea... sorry I forget doing this'!!! Court rejects his plea and Kalmadi starts abusing the Judge... Judge admonishes Kalmadi that he should know he's in Court.... Kalmadi responds, 'I forget where I am'!!

Pakistan : Yet another land scam
Pakistan is in the middle of yet another land scam. This time it is the National Institute of Health (NIH) which leased 100 kanals of its prime land in Islamabad to a minor for planting fruit trees for his own profit and growing grass for supplying fodder for the cattle belonging to the farm and animal husbandry wing of NIH in return. The seventeen year old lessee who incidentally happens to be the son of one of the institute's employees has proved too smart for NIH as he has constructed a swanky shopping complex and also occupied 140 kanals instead of 100 kanals leased to him. The case has been noticed by the Auditor General who has advised cancellation of the lease and criminal investigations in the case.

Promotions in Civil Services be by rank in exam

Promotions in the Civil Services should be by rank obtained in the Civil Services Examination. When an IAS officer of 1998 batch ranked 158 is promoted as Joint Secretary to Government of India, all officers in all Services who have higher ranks in the 1998 Civil Services Exam should be promoted to the same grade, rank and pay, whichever Service they may be in. After all, rank is Civil Services is what determines inter se seniority. This should be done for post 1979 batches who have come through the same examination. What can be more fair than this? Why should officers who obtained higher ranks suffer merely because they are in a different Service?

Lok Pal Bill

About a month ago, I wrote in the Forum that however harsh the draft is prepared, it would be diluted by the politicians when it is introduced through the amendments that can be suggested by the Select Committee, etc. before it is finally passed as no MP would like to have strict Lok Pal. The efforts of Anna etc. who knows all this is only to get popularity for themselves.

Scheme of cashless facilities

Vandana wrote about "CGHS facilities" and suggested "I just wish and hope the government should come out with the scheme of cashless facilities"

As a matter of fact, it was started and for some time, all facilities at Batra Hospital were made cashless against the card. The management changed in CGHS and they demanded 25 percent kick back on Rs; 4 Crore bill of Batra Hospital. Batra Hospital stopped giving "free" service to CGHS beneficiaries. Then for major bills, the ministry from where the pensioner retired, were asked to get the bill vetted by CGHS directorate. Bills of few lakhs are pending with them for more than 4 years.

RTI

Claiming exemption as the third party

Certain information about a property assessment was refused by the PIO claiming that the owner of the property had opposed disclosure of the information to the applicant. Since no grounds were advanced as per Section 8(1) of the RTI Act to justify the denial of information, the Commission did not accept the objection of third party and directed to provide the information.

Comments

When a citizen applies for information which has been provided by or is related to a third party, it can be denied only if it is exempted under Section 8(1) or Section 9. Section 11 merely requires the PIO to seek the objections of the third party and keep them in view while deciding whether to release the information as per the provisions of the RTI Act. Many PIOs fail to do so even 5 years after the enactment of the RTI Act due to ignorance and lack of proper training. The third parties too remain ignorant of their rights and fail to defend their case.
