Pakistan : Yet another land scam
Pakistan is in the middle of yet another land scam. This time it is
the National Institute of Health (NIH) which leased 100 kanals of its
prime land in Islamabad to a minor for planting fruit trees for his
own profit and growing grass for supplying fodder for the cattle belonging
to the farm and animal husbandry wing of NIH in return. The seventeen
year old lessee who incidentally happens to be the son of one of the
institute's employees has proved too smart for NIH as he has constructed
a swanky shopping complex and also occupied 140 kanals instead of 100
kanals leased to him. The case has been noticed by the Auditor General
who has advised cancellation of the lease and criminal investigations
in the case.
Ajay Umat to join The Times of India
(UPDATED)
Ajay Umat, the Gujarat state editorial head of Bhaskar group, is joining
The Times of India, Ahmedabad edition, as a Senior Editor. Umat was
to join Bhaskar as a National Political Editor in New Delhi from August
1. Instead, he has decided to leave the group and join TOI. Umat was
among the first Gujarati journalists to join Divya Bhaskar when the
paper as launched eight years back. He rose to the position of state
editorial head and was in charge of almost a dozen editions in Gujarat.
He has earlier worked with Gujarat Samachar and India Today. In a way,
this will be home-coming for Umat after almost 20 years as he was the
acting Resident Editor of TOI's Gujarati edition in the early 90's.

SAIL Q1 turnover up by 20%
The unaudited financial results of Maharatna Steel Authority of India
Limited (SAIL) for April-June (Q1) of the current financial year, showed
19.7% growth in sales turnover at Rs. 11,891 crore, over the corresponding
period last year (CPLY). Responding to this, SAIL Chairman C.S. Verma
said: "With coking coal prices expected to moderate in the coming
months due to stabilization of production in Australian mines that were
affected by floods, we are hopeful that our cost burden will ease in
the following quarters of this financial year. Also, though steel prices
have remained stable and demand for steel subdued so far, we are looking
at domestic demand growing progressively in the latter half of FY '12."

Promotions in Civil Services be by rank in exam
Promotions in the Civil Services should be by rank obtained in the
Civil Services Examination. When an IAS officer of 1998 batch ranked
158 is promoted as Joint Secretary to Government of India, all officers
in all Services who have higher ranks in the 1998 Civil Services Exam
should be promoted to the same grade, rank and pay, whichever Service
they may be in. After all, rank is Civil Services is what determines
inter se seniority. This should be done for post 1979 batches who have
come through the same examination. What can be more fair than this?
Why should officers who obtained higher ranks suffer merely because
they are in a different Service?

Lok Pal Bill
About a month ago, I wrote in the Forum that however harsh the draft
is prepared, it would be diluted by the politicians when it is introduced
through the amendments that can be suggested by the Select Committee,
etc. before it is finally passed as no MP would like to have strict
Lok Pal. The efforts of Anna etc. who knows all this is only to get
popularity for themselves.

Scheme of cashless facilities
Vandana wrote about "CGHS facilities" and suggested "I
just wish and hope the government should come out with the scheme of
cashless facilities"
As a matter of fact, it was started and for some time, all facilities
at Batra Hospital were made cashless against the card. The management
changed in CGHS and they demanded 25 percent kick back on Rs; 4 Crore
bill of Batra Hospital. Batra Hospital stopped giving "free"
service to CGHS beneficiaries. Then for major bills, the ministry from
where the pensioner retired, were asked to get the bill vetted by CGHS
directorate. Bills of few lakhs are pending with them for more than
4 years.

Claiming exemption as the third party
Certain information about a property assessment was refused by the
PIO claiming that the owner of the property had opposed disclosure of
the information to the applicant. Since no grounds were advanced as
per Section 8(1) of the RTI Act to justify the denial of information,
the Commission did not accept the objection of third party and directed
to provide the information.
Comments
When a citizen applies for information which has been provided by or
is related to a third party, it can be denied only if it is exempted
under Section 8(1) or Section 9. Section 11 merely requires the PIO
to seek the objections of the third party and keep them in view while
deciding whether to release the information as per the provisions of
the RTI Act. Many PIOs fail to do so even 5 years after the enactment
of the RTI Act due to ignorance and lack of proper training. The third
parties too remain ignorant of their rights and fail to defend their
case.
