Laloo says why appoint a new Institution..... should be a clincher for strong and independent Lokpal...... after all the likes of Laloo would never be in favour of a strong and independent Lokpal.... why Lokpal they'd not be in favour of a Jokepal.....would not like to take any chances!!! BJP wants a Committee to go into this Lokpal Bill..... delayung tactic...... and may be overseas travel to see how Developed Countries handle corruption..... Sushma's got her bags packed already!!!! Kiran Bedi says that Anna has put the Lokpal Baby at the Government's doorstep... well she should by now, after her Service as a Cop, realize that Governments are capable of letting the Baby pop it at the doorstep and then put blame on the Mom who left the baby at its doorstep!!

Scindia is getting a promotion!!! This reshuffle has Rahul's stamp.... first step to getting a hold on matters.....you will get an idea of his sense of propriety/honesty in politics from this reshuffle!!

What BJP needs is a strong enema or purgative to clean up its mess within!!!!

Will Jairam Ramesh be Finance Minister ?
Some time ago in a TV interview, Pranab Mukerji made it clear that he may not continue as a Minister if Rahul Gandhi becomes the Prime Minister. He also clarified that it is only because of the age factor as he is past 75. If Rahul Gandhi were to don the seat of PM, who will then be the FM ? Jayaram Ramesh who has a strong academic background in economics and experience in the Union Planning Commission and later in the Ministry of Finance as Advisor to P.Chidambaram as Finance Minister during 1996-97 could emerge as a strong candidate for the post.

Who bothers for DMK now ?
With DMK losing relevance in UPA, Minister of State for Revenue is not being given any weightage in the corridors of power. No body is hearing him as of now.

Ram Nath Pradeep Chairman and Managing Director (CMD) of the Corporation Bank has declared a war against people with vested interests. He said "the question of advising the Bank's CMD (i.e. himself) are totally ruled out, as no contracts had been awarded
by the bank." As the grapevine has it Ramnath Pradeep as CMD of the Corporation Bank has been facing a vilification campaign by elements with vested interests. Pakistan : Case registered against senior police officers and a PML (N) leader
Islamabad Police has registered a case of fraud, corruption and cheating against a PML (N) member of the National Assembly and at least five senior police officers including two IGPs and two DIGs in a case relating to fraudulent land deal for a housing scheme under the National Police Foundation (NPF). A former Dy Director of the NPF Khuda Baksh was arrested on Saturday and remanded to police custody in the case initiated after a suo motu notice taken of the scam by the Supreme Court.

Precisely. If that is the logic then on extending retirment age, people will become corrupt when nearing 62 ad infinitum. So the proposed solution is no retirement or work till death does us apart from the govt.job

FOR LG DELHI REPLACEMENT;

Hon'ble Congress President and Prime Minister of India both have to discuss the issue for appointment of new LG for Delhi and it is quite possible that consious approach of both the top brasses will prevail to replace the present LG with new one, who, absolutely, right from birth to date born and brought in Delhi/NCR and who is fully conversent with the problems of Delhi as well as, the areas to be taken well care of to the expectation of Delhlites. One thing must be sure that LG Delhi must be a Senior most Beaurocrat, whose image is very clear and who does not bother for any lobbying for such Hon'ble position. I wish that both Madam Soniaji and PM must not hesitate in taking such a decision which which Politicians of their party are lobbying but they must go by their own truthfull decision. I will be more benefifian, if the Senior more beaurocrat, who have already achieved identical position in Central Government for longer period or headed manyh Committees/Commissioners with success all the way. It is not a mandadory for both President of Congress Party or Prime Minister of india to consult any politician from within Delhi NCR or come under any pressure from any other political alliance. It must be a decision of both the them only.

The UPA Government's policy of posting retired civil servants in vital posts which otherwise would have gone to serving bureaucrats is creating heart burns.Many of the Addl.Secretaries poromoted as secretaries are continuing as Special secretaries since there are no vacancies.Empanelment of 1978 UAS officers has been kept in abeyance probably due to lack of vacancies.Meanwhile there are several retired bureaucrats serving in vital ministries as Secretaries,election commissioners and consultants.Even Secretary,Planning Commission is on post retirement tenure. A bureaucrat who is already on two years extention as secretary is now gifted with a 5 year term as CVC.This bureaucrat was following the foot-steps of his minister catering to his honest image while defence procurement suffered.His ministry under him could not even sort out the vital age problem of COAS and made it drag on for months(still dragging on) upsetting the Army hierarchy.Honestry being the basic requirement,perhaps placidity and servitude appear to be the criterion for selecting such officers.There is an absolute necessity for extending the retirement age of bureaucrats to 62 and at the same time ensure all Governmental posts even of consultants are filled up by serving officers who are talented and efficient and for which there is no dearth.Not even posts like PM's Secretary and CS should be given to retired officers.

There is a close linkage with money supply and inflation and it is likely that counterfeit currencies are contibuting to it. Government needs to take more stringent measures to plug this including from cross border. I would like to suggest the following measures:
a) Anti Counterfeit agency or specialized unit - not only to look at currency but all other forms of countefeit such as pharmaceuticals
b) Further secure banking transaction by encouraging e-payment(s),
c) Introduce mbanking..payment through mobile phones e.g. the mpesa by cell phone providers in East Africa shows how user friendly and secure it is. Also, it is an alternative as good as debit card..

Repatriation of officers to parent cadre after 7 years

It is understood that the officers in PMO will be repatriated to their parent cadre if they have completed 7 yrs deputation. Why cannot the government allow extension beyond 7 years on case to case basis? there are outstanding officers who are providing service outside their cadre(s) in state governments, social sector as also a few in the UN system and a blanket ban of 7 years can be a loss to the nation..As a policy, the government may allow beyond 7 years say upto 9 or even 10 years provided he or she is making susbstantive contribution. Let ACC take the decision on relaxation

The IAS through the DOPT has got an OM issued giving an additional incentive allowance of 25% of the basic pay only to the AIS cadre posted in the NER w.e.f. February 2008. They have denied this allowance to the Central Service Officers who are also posted in the NER.

The strange thing is that once allocated to the NE cadres, all the AIS officers have no option but to perforce work in the North Eastern States. The Central Services officers however have an option to seek postings elsewhere in the country other than the NER. So it is the Central Service Officers who should actually be given this 25% allowance so as to attract officers for posting in the NER.

However, in their wisdom, the IAS lobby has ensured that this additional 25% of basic pay benefit or incentive is allowed only to the AIS Officers.

This is most unfair & discriminatory since all government Officers work in the same uncertain environment of law & order problems in the NER & remoteness from the mainland.

The DOPT has so far declined to clarify on the reasons for the discrimination despite many petitions from different Associations. So much for transparency.

To my knowledge under Rule16 of AIS(DCRB) Rules, carried out on 7.12.1998, no extension in service shall be granted beyond the age of 60 years. The same thing has been answered in Lok Sabha while answering the question put by Shri Haribhai Chaudhary (4246). Please enlighten me under what rule the extension has been given. AP Government should have been given the same extension to Sri Aravinda Rao,IPS, who retired as DGP on 30.6.2011 in view of the situation in Andhra Pradesh.

Challenge for CBDT Chair


India is known for its superiorityIt in IT specially in software but CBDT fails to reap the fruits of it. So far it is unable to put the status of assessment on the web for the returns of AY 2010-11 who have filed their income tax return in manual form. What a tragic ! having so much knowledge of software a simple status report is not putup on web for knowing the assessment status by giving PAN number. Can the present Chairman take it seriuosly to get it implemented.It will be big relief to tax payers for not visiting IT office to know the status. Once tax payers goes to IT office then gone for long visits ......

scoop of the week - story of 3 parrots.

A man wanted to buy his son a parrot as a birthday present. The next day he went to the pet shop and saw three identical parrots in a cage.

He asked the clerk, "how much for the parrot on the right?

The owner said it was Rs. 2500.
"Rs. 2500.", the man said. "Well what does he do?
"He knows how to use all of the functions of Microsoft Office 2000, responds the clerk.
"He can do all of your spreadsheets and type all of your letters."

The man then asked what the second parrot cost.

The clerk replied, Rs. 5000, but he not only knows Office 2000, but is an expert computer programmer.

Finally, the man inquired about the cost of the last parrot. The clerk replied, "Rs. 10,000." Curious as to how a bird can cost Rs. 10,000, the man asked what this bird's specialty was. The clerk replies, "Well to be honest I haven't seen him do anything.

But the other two call him "BOSS"!!

Details of travel

Certain information (such as, passport & travel document; emergency certificate; certificate of identity; passport application along with supporting documents; police verification report; VISA details etc.) in relation to the passports issued to four persons were denied on the ground that disclosure would cause unwarranted invasion of privacy of the third parties. The appellant submitted that these third parties have been directed by the court to remain present in the city as per conditions mentioned in the bail order. The CIC directed the respondent to provide the available information to the appellant if he is able to provide the documentary evidence proving his allegations against third parties.

Comments

Personal information is ordinarily exempt from disclosure u/s 8(1)(j). However, if larger Public Interest is served, then the information can be accessed under Section 8(2).
