Its either Maya warning Gandhis that such outings could be perilous or Gandhis are trying to show the Public that they take risks for them…. 95% would say its the latter......5% would say it is a JV between Gandhis and Maya!!!! In fact Maya would be taking all precautions to ensure Rahul's outing ends without any untoward incident, so if she's part of this it is just a drama!! In Bhatta Pasrsaul a kid came and sat in Rahul's lap and Rahul did some masti with the kid…….this was all rehearsed…… Gandhis have a Doctorate in this kind of drama baazi!!! The cure for Farmer's woes lies in Delhi and Rahul is doing drama baazi in UP!!!

Rahul will soon return to Delhi hoping he's earned a stripe!!!

And Farmers will continue to gripe!!!

Pakistan : SC suspends suspension order of Zafar Qureshi
Pakistan's Supreme Court on Thursday suspended the suspension order issued by the federal government against Zafar Qureshi Addl DG FIA heading the notorious NICL scam involving some important politicians of the country and their family members. The apex court directed the advocate general Maulvi Anvarul Haq that not just the suspension order but all other administrative action being contemplated against the officer shall remain suspended till the court's further directions. Zafar Qureshi will continue to head the investigations and four members of his investigation team including an additional director two dy directors and an inspector shunted out by the government from FIA shall be brought back to the agency to work on the same case. During hearing of the case on Thursday chief justice Iftekhar chowdhary observed that the authority of the court was being challenged through political interference which simply cannot be allowed.

Nalanda global University to be ready in 2013
The mega Nalanda International University will be operational by July, 2013. A decision to this effect was taken in a recent meeting of the University's mentor group that was held in Patna. Nobel Laureate Dr Amartya Sen is heading the mentor Group. It's a joint venture by all Buddhist nations. Among others who attended the meeting were: N.K. There have been many bureaucrats like S.S. Rana (he is highly appreciated). My grand pa, an IRTS officer, held the post of Advisor (Traffic) during the last five years of his service in the Railwy Board, Ministry of Railways. He was allocating wagons to the entire industry in the country and as per Indian Railway Act had also got the power to do out of turn allotment of wagons. He was also on the Boards of CIL, FCI (along with J.M. Lyngdoh and Tejinder Khanna), HPCL & BPCL (TNR Rao & Arvind Verma), Container and CRIS. He spent a 34 years unscathed career in Government. He was not able to purchase a car throughout his career and got a retired persons DDA flat only after his retirement. After retirement he thought of only social worked and served in the National Society on Prevention of Blindness as Executive Director General on a non-remunerative basis and use to go to the office in bus.

Qualification of a CVO

No CVO can take any administrative or financial decision in any organization. That is why CVOs in PSUs are deputed from outside to deal exclusively with vigilance matters & nothing else. They can at best be appointed as Executive Directors & not as Directors who are required to attend Board meetings.

As per DOP & T instructions issued vide letter No. 104/33/2005-AVD.I dated 29th Oct 2007 and 11012/11/2007-Estt. (A) dated 14th Dec 2007, Charge-sheeted persons cannot be appointed to sensitive appointments. As per CVC letter No. 98/VGL/60 dated 2nd Nov 2001, postings in the vigilance wings/ departments are classified as sensitive.

I suppose, the responsibility of being a Member of any of these two establishment is being awarded. He is a thorough in his professional skill, benign, having sound in rules and regulation of the relevant assignment. His induction in either in CBDT or in CBEC will, certainly, be an asset to the government and the nation for his sincerity towards nation. May God bless Mr. Rana a long, happy and respectable life. It seems that it will be a consensus choice of the selectors in the high profile Govt. Establishment.

No more a disqualification !

Governors, Lt Governors, CMs or Ministers arraigned of corruption do not resign anymore. Corruption might have been a disqualification sometime ago but not anymore. For government officers penalized for proven acts of corruption, it is no disqualification for future promotions. The DoPT orders clearly lay down that major penalty imposed on a corrupt officer shall not be a disqualification for future promotions unless it is specifically so ordered!! By the same logic a minister, especially in a coalition government, shall not be disqualified to hold office unless so laid down in the judgement of the court--who knows the rules governing the salary etc of the ministers might contain such a clarification/note/explanation/GOI order under the relevant rule! The fact of the matter is that corruption has become an essential qualification for northward rise in the career graph of officers in the past few years. Posts on the WIC for quite some time have been referring to the sufferings of the honest officers. However reality can not be wished away.

Details of travel

Certain information (such as, passport & travel document; emergency certificate; certificate of identity; passport application along with supporting documents; police verification report; VISA details etc.) in relation to the passports issued to four persons were denied on the ground that disclosure would cause unwarranted invasion of privacy of the third parties. The appellant submitted that these third parties have been directed by the court to remain present in the city as per conditions mentioned in the bail order. The CIC directed the respondent to provide the available information to the appellant if he is able to provide the documentary evidence proving his allegations against third parties.

Personal information is ordinarily exempt from disclosure u/s 8(1)(j). However, if larger Public Interest is served, then the information can be accessed under Section 8(2).
