As expected there's a deadlock between the Civil Society Members and the Ministers on the Draft Lokpal Bill Pane!!! The Ministers want to keep PM, Higher Judiciary and MPs (inside The House) out of the ambit of the Lokpal Bill....... just for show Lokpal!! Seems ultimately If the Mantirs on the panel have their way Lokpal will be toothless...... yes as and when the Government wants Lokpal to act Lokpal will be given a pair of dentures...... now its clear why the Ministers on this panel were against video graphing the proceedings of this Panel!!! The Civil Society Members should take the stand 'all or nothing'!!!! Ex Baba and now just Ramdev is now in tune with Congress but Public is 'shaana' ...... he'll not get the spontaneous response that Anna got......but his rented crowds will be there...... numbers will be there but the spirit will be missing!! Congress basically wants Ramdev to takeover Anna's movement..... Ramdev is pliable Anna is not!!! Ramdev is now a businessman Anna is not! Ramdev will give and take Anna will not!!

Seems Anna will have to go on a fast again!!!

Otherwise the objective to have a strong Lokpal they'll not be able to attain!!

They say Mohna and PC have a secret understanding ........ PC will start working the 'political ropes' so that Mohna can become the President and Mohna will work to making PC sit in the chair he'll be vacating!! I do not think Sonia will agree to PC occupying the PMs chair...... she knows he is ambitious and could become another Narismha Rao!!! Mohna and PC have come to this understanding as they have inside dope that Sonia is thinking about 'after Mohna who'?? And may I point out here US will have a big say in who becomes India's next PM....... Mohna is a favourite of Uncle Sam and Uncle Sam will agree to Mohna's choice..... maybe PC's already made his inroads for furthering his relationship with US!!! Maybe upcoming WikiCables will throw light on PC's efforts!!!

If Sonia agrees to PC as PM it'll be a Poor Choice or PC!!!!

She'll realize very fast why many say Pathetic and Crafty is the real meaning of PC!!!

Though Sushma now distances herself from Reddy Brothers but it's well known she was their Godmother!! The Camp wars will throw up more and more scum within BJP!!! Come elections and our Netas also resort to wearing attire of different religions to woo voters!!!

Our Courts are pretty smart and do not get taken in by this kind of drama baazi!!!!

Seems Maran is again in the doghouse!!! WikiCable leak shows that he had predicted DMK's fall!!! He was right !!! Now there are revelations that Maran could have made 700 crores by being helpful to Aircell when he was Communication.... Maxis the promoter Aircell invested about $ 150 million in Maran's Sun Direct and Sun FM and this investment was made after Aircell was allocated 14 licenses......Maran was the Communication Minister!! If Maran did not share the spoils with Karuna, Stalin and Azagiri then they are going to be hopping mad and would be feeling cheated (sic)!!! There are also 'unconfirmed' reports that elder Maran bro was in touch with Jaya prior to TN elections!! And above all now Maran has a lot of answering to do to the Nation.......CBI could be kick-starting the process soon!!

For all you know Jaya could join the UPA and nominate Maran as a Minister!!!

Prithvi thunders on his cabinet colleague for rain preparedness
While there are talks about preparations for rains and stock taking of the work done Maharashtra Chief Minister Prithviraj Chavan is upset with Minister for Relief and Rehabilitation Patangrao Kadam .During a meeting for rain preparedness Chavan is said to have sarcastically told Patangrao Kadam that in case of flooding in Mumbai the suffering will be of people as Kadam will be in London holidaying for three months during the rainy season.

Prithvi cautions Agri minister making comparison to Gujarat
Maharashtra Chief Minister Prithviraj Chavan while travelling to interior parts of Maharashtra taking stock of agriculture situation was quite miffed with the Agriculture minister Radhakrishna Vikhe Patil. PM should be brought within the purview of Lokpal Act otherwise corrupt persons to avoid going to jail will do everything possible to become PM to enjoy immunity and chances of honest person becoming PM will become bleak. As we all know there is no dearth of persons in public life who will have strong incentive to become PM if PM was to be kept outside of Lokpal Act.

With due regards to S.Kant,I am to say that while expressing views in Forum,at least facts should not be misrepresented.It is interesting to note that while alleging misrepresentation of facts,the respected author, himself, has not mentioned facts correctly. He says"...CSS is the only service ,where Direct Recruit (through Civil services) are denied promotion on all flmsy grounds but Assistants/LDC/UDC are promoted upto Deputy Secretary & Directors of Government of India to whom even senior IAS/IPS/Central Services happily report." This is not fully correct. There is not even a single instance in Govt. of India when LDC/UDC could become Dy.Secretary and Director. Only Assistants and only those who are DR Assistants(recruited as Group B,NG) are reaching to the level of Director in a few cases only and that too only when they qualify the UPSC's Section Officer grade departmental exam. Is this wrong? Recruitment of Assistant was being done by UPSC earlier and later it was transferred to SSC.At present,they are selected through Combined Graduate Level Exam comprising of Pre/Mains/Interview stages. His words ".....to whom even senior IAS/IPS/Central Services happily report" are not appropriate.This is the system and post which is given regard and reporting is decided according to that, not the level of recruitment.If recruitment level is the only deciding factor for reporting by IAS/IPS/Central Service officers, any officer of these services would not report to a Director/J.S./Addl.Secretary who was recruited merely as S.O.(DR,Group B).I mean to say same thing applies to both Assistant(DR) and S.O.(DR) because there is difference of only one level in them. Further he says "...Assistants/UDC/LDC want to become Dy.Secretary and Directors,which they can not become.". It is submitted that firstly UDC/LDC are not becoming Dy.Secretary and Directors as mentioned above, and secondly if Assistants( who are Direct Recruit) want to become Dy.Secretary and Directors, why they can not become so when Section Officer(DR) can become Additional Secretary/Joint Secretary. There is difference of one level at the time of recruitment and same or even more at the time of retirement. There is no injustice to anyone at least from this aspect.
It is undoubtedly accepted that DR Section Officers are competent and have potential that is why they were selected throuh CSE by UPSC but due to some reasons they could not get higher rank to become a Gr.A officer but IAS/IPS/Central Services Gr.A officers may consider them as inferior, which is wrong. Similarly DR Assistants also have potential and could not get sufficient merit to be included in final merit list of CSE but if DR Section Officers consider them too inferior, it is painful.DR Section Officers are seniors of CSS and may god elevate them to posts of Addl.Secretaries so that we can be proud of CSS.

This refers to your news report about the acting chairman position given to one Mr. D.K.Mehrotra in LIC. Your report gives a lot of praise for him, unnecessary in a report of this nature.

At least in one respect I can say that he is an expert in refusing on flimsy grounds, RTI info which may be awkward for him or his colleagues.

Well, Mr Sudhir Chandra has formally retired. He is a strong man, and when circumstances allowed, he has done a lot for good governance, be it timely filling up vacancies, unearthing tax evasions, and now, formation of Criminal Investigation Directorate within CBDT to tackle black money. I hope his successors continue the good work taken up in the Department.

Sudhir Chandra, Chairman CBDT is a very dynamic officer and one of the best civil servants independent India has produced. He is a very down to earth officer and a hard worker. Unfortunately, he has rubbed the powers that be on the wrong side. He was the first officer from the Central Civil Services who stood up to the bullying tactics of the IAS. Literally every officer that mattered - Cabinet Secretary (who has himself benefited from numerous extensions), Personnel Secretary, Finance Secretary and of course the Revenue Secretary opposed extension in his tenure earlier. But he got an extension for just two months. This time unfortunately, he was not lucky. It's a known fact that all IAS and other corrupt babus in the capital feared him and hate him a lot. Every one of them wanted him out of the Finance Ministry. Just think for a moment what he has done for the country and the Income Tax Department within a span of just 5 months as Chairman, CBDT, & the transparency introduced. Rs. 30,000 crores of black money has been unearthed when Mr. Chandra was in CBDT - both as Member and Chairman. Now people are criticizing him for issuing refunds quickly though that is the duty of the department. For the first time promotions in the IT Dept. have taken place in time & DPC's are being conducted in time because of Chandra. Focus has also been on Infrastructure. He is the only Chairman who visited every part of India. New transfer Policy for the IT Dept has been formed under him. Cadre Restructuring has got a big fillip under him and he was personally monitoring it.

Hope he is given an important post retirement assignment after retirement - a post that can make a difference to this country.

I would request you to first reflect on the basic question -'what is power'? There is a world of difference between 'authority' and 'power'. Anybody in a position of authority exercises power but that power stems from that position and not from that person. It is only when a person wields influence beyond his authority that he is said to exercise real power. Now judge the PMO or even the PM from this angle. Do you think they are powerful? The PM is the Chief Executive of the country so it is but natural that he will exercise the CEO's authority. But, is he powerful? Take the case of appointment of civil servants to senior positions. He either acquiesced to whatever his Ministers wanted (Raja wanted Behura)or allowed himself to be fooled by a coterie of officers close to him (remember CVC Thomas' case?). The only decision that no one else could have taken was the appointment of Cabinet Secretary. Here, all he did was to give extensions to the incumbents - B.K.Chaturvedi and K.M.Chandrasekhar. Do you think these are examples of a PM exercising power? And if the PM himself is so unsure, would his PMO qualify for being powerful? Pranab Mukherjee would qualify as being powerful because his influence extends beyond his authority as Finance Minister. But the PMO? Forget it!

All Indian postal service officers waiting eagerly for cabinet reshuffle. No one is joining new place of posting. There is rumour kapil sibal is being shifted from ministry of communications and Lalu Prasad Yadav being brought in. everyone dissatisfied with Kapil Sibals strict implementation of tenure transfer policy. Minister with flexible approach required who can satisfy & keep all services lobbies happy. How true is this rumour? Only time will tell. Let us wait till 5th june for cabinet reshuffle.

i entirely agree with views of shri Dhyalan appeared in WIC on 30th May. many services including the indian postal service did not have a transfer policy. while policy existed for postal assistants but that too was seldom followed because every officer in field was keen to get his own personal work done & therefore wanted to oblige such officials willing to do their bidding. many senior officers encouraged this sifarish & wanted such officials desirous of choice posting to bring sifarish from particular high officer from some other department or some politician & when they called up he would be very polite humble & ever willing to oblige and then quietly put in his own request and other person would also oblige. if in field offices some strong upright officer try to uniformally implement transfer policy without fear or favour then higher officers would harass him or implicate him in false case or give him adverse report in ACR so that he is never promoted. these senior officers would insist that exceptions be made for their sifarish cases as they have given commitment & have got their own work done therefor they are under obligation as they have given word & it becomes very embarassing situation for junior officer. therefore transfer posting will always remain arbitrary because these are a convenient means towards an end. but the only minister who has guts seems to be kapil sibal. it is learnt he has turned down sifarish from F.M & PMO. but how many can do this. let us wait & watch as Sibals colleagues must be busy searching ways & means for settling scores with him.

I was happy to see one news today that Germany has decided to do away with all nuclear power stations by 2022. It's great and needs to be followed by all countries of world.Germany took this decision in view of recent calamity ?in Japan.
?? ?I am of the opinion that energy dependence on nuclear resources is MAD(mutually assured destruction) which must be quit. If we provide entire world power and water supply 24x7x365, the entire world will be exploited disproportionately without matching it's sustainability.
The ?removal of poverty ?may be ethically superior goal but it does not fit in to larger designs of nature. I wish the growth rate of world should decline or may be negative both interns of prosperity as well as population.earlier I use to think in terms of poverty removal etc by ex pitons natural resources to it's maximum.but now I find it a sin against not only contemporary generation but also against posterity.we should try to live naturally without much waste of material resources as natural age people used to live.all tantrums are nothing but ca ion to suffocate us.if life means happiness and small food to live, I think we can sustain this indefinitely but the entire format of material life has become so complex and anti natural that we are like a missile which has lost it's steering and sense of destination.just throttling it is not going to be good for the planet or humanity

I beg to mention, through your esteemed site i appeal to honble MOC to now give attention to accounts side also. because of weak inefficient accounts wing the department of post is suffering badly. the following step need to be taken-

1. to frame a transfer posting policy & implement in transparent way for indian postal and telecom accounts and finance service.

2. the offices of director of postal accounts are dens of inefficiency and there is huge pendency. they are taking lot of over time allowance making money but not doing work.

3. the decentralisation of work and shifting of accounts persons from uttar pradesh circle to newly formed uttarakhan circle. the shifting of accounts staff from madhya pradesh circle to newly created state of chattisgarh. to shift accounts persons from bihar circle to newly formed circle of jharkhand. this task very difficult to do. the indian postal service board has failed to implement this because accounts finance cadre being controlled by telecom and they not interested solving problem of postal department.

4. Indian postal service cadre strength is 574 only which control largest postal network in the world with more than one lakh fifty thousand post office. In contrast the Postal & telecom accounts & finance service is too big its cadre strength is three times that of main service at 1723. Everyone knows accounts & finance is ancillary service as it is supporting service only. But when main service is over powered and overwhelmed by a service having supporting role and it then situation only hampers the smooth working of department.

5. postal services 1988 batch become SAG in July 2010. IP&T AFS 1995 Batch become SAG in 2010. Why there so much anomaly when examination recruitment is same. This leading to frustration in postal service. P&T AFS not having transfer policy & being posted reposted after brief spell to same Circle or station why. Please mr minister I appeal to you to clean up this mess on urgent basis.

Treatment in USA

Isnt it ironical that Union Ministers and Chief Ministers are still headed to USA for their medical treatment as also of their sons and daughters! It is high time the government decides not to waste public money for this purpose.. If not, PIL needs to be filed in Supreme court to debar govt from wasting money for any treatment abroad that can be handled in a govt or private hospital in India

Charge-sheet in Reliance Call Re-routing case

The reasons for non-inclusion of the names of Mr. Mukesh Ambani and Anil Ambani in the charge sheet filed by CBI in the Call Re-routing case were denied u/s 8(1)(h) claiming that disclosing the information would impede the process of prosecution. The PIO informed the CIC that the said reasons were available on record but disclosing such information would provide clues to others by which they would be able to argue why they should also not be charged. Holding that the PIO has failed to produce any cogent evidence to establish that disclosure of information would impede the prosecution of offenders, the CIC directed to disclose the information.

Comments

The Delhi HC in Bhagat Singh v. CIC W.P. (C) No. 3114/2007 has observed that the mere existence of an investigation process cannot be a ground for refusal of the information; the authority withholding information must show satisfactory reasons as to why the release of such information would hamper the investigation process. As pointed in this column earlier, such reasons should be germane, and the opinion of the process being hampered should be reasonable and based on some material.
