Hadn't Ramdev boasted that he could go without food and water for
a month????? Six days into the fast and backroom requests are being
made by Ramdev for an honourable exit to his fast!! Now his ex Bhagats
are coming out with details of Ramdev's money making ploys!!! They say
he takes money for appearances, home stays......even for him distributing
Prasad..... and of course no receipts are given!! And very cleverly
he's not disclosed the balance sheets of the 34 (known) Companies that
he controls via Balkrishna..... I'm sure he would have taken precautions
if Balkrishna chose to strike out on his own!! The investigation troika
of IB, IT and ED are now probing Ramdev!!! Ramdev wants an honourable
exit from his fast because now his fast is going nowhere and he now
he wants to make temporary peace with Congress...... and if he's to
be force fed Ramdev would like his favourite halwa full of dry fruits
and made with shudh ghee.... of course it will have to be pulverised
for 'force feeding'.......force feeding being a drama..... in the end
he's going to be forced to end his fast..... actually a stage managed
forced breaking of his fast!!!
Ramdev is now a worried man ......worry and fasting are a combination
that's deadly!!

NCP rally stirred away from Dalits targetted
saffron - dalit combine instead
The 12th anniversary rally of the NCP which was named as social justice
for the backward classes was targetted towards attacking the newly formed
BJP- Sena- RPI combine rather than talk about the welfare of the backward
classes. There were very muted references to the welfare of the dalits
and backwards which was suppose to be the main theme.
NCP adopts song from Salman Khans READY, skips
national anthem
The NCP's 12th anniversary celebration on conclusion played the song
`Dhinka Chika' from Salman Khan's latest movie Ready which has reference
to 12 years of wait and love indicating the same time line for its party's
tenure. The party conveniently forgot to play the national anthem which
is usually the way most national level functions end.
Ms.Supriya Sule did not get a chance to speak
Ms. Supriya Sule who has been mentored by NCP Chief Sharad Pawar to
take over the reigns of the party did not make a speech. It was expected
that she will address the crowd that waited to listen to her.
Newly formed ATM woo people against the incumbent
govt.
The saffron dalit rally that was attended by around one lakh people
at Mumbai's Azad Maidan could set the tone of Maharashtra politics of
the future. Being called as ATM, (the Atawale- Thackarey- Munde), after
newly formed combination of Shiv Sena, BJP and RPI- the trio made fiery
speeches condemning the incumbent Congress - NCP government. Uddhav
Thackrey said that a lot of fun is being made out of the ATM, and that
this ATM is the one for the youth and the poor masses. Ramdas Athawale
(RPI Chief) who is a poet politician set the tone of the rally with
prose that combined rains and the newly formed political equation. The
ever eager crowd that waited in pouring rain to listen to their leaders
cheered them with slogans of 'Aage bado Thackerey hum tumhare saath
hain' !!!

SURVEY REPORT : Does ACC system have its relevance for all posts?
Does the ACC system has its relevance
as far as appointment of incumbents for all posts was concerned? No.
If one was to go by the views of the respondents to the survey conducted
by the whispersinthecorridors.com. Majority of the respondents said
that it was not only time consuming but ministerial arbitrariness, which
politicizes bureaucracy to a large extent, also defeats the whole purpose.
While some respondents said that the whole exercise was a sham as its
implementation lacks honesty and public purpose, others opined that
the system has been exploited so much by vested interests that honesty,
devotion to duty, functioning as per the law etc are no more virtues.
Add to it, several respondents said that the CSB should have the final
authority on all appointments in the Central Secretariat even as the
CSB should have one member each from the IAS and two from Central Services
to ensure fairness in selection and afford other services a chance to
serve the Centre on their own merit rather than on
extraneous considerations.

FMC Chairman B.C. Khatua's tenure to end in
July
B.C. Khatua who was re-appointed as the Forward Markets Commission (FMC)
Chairman last year is due complete his one extended term on July 31,
2011. He was appointed FMC chief in May 2007 & had retired on July
31, 2010 at the age of 60. However, he was reappointed for one year.
Khatua is an IAS officer of the 1976 batch who belongs to the Maharashtra
cadre.

S. Chandrasekharan has been appointed as Secretary, Parliamentary Affairs.
The 1975 batch IRAS officer, Chandrasekharan, who is at present Additional

Taxmen must focus on prosecution
All this talk of criminalizing tax evasion is eyewash. Tax evasion
is statutorily a criminal offence under the I.T. Act itself. If the
Tax department is not able to successfully file prosecution and obtain
conviction, the reason is this: Tax Department never ever in the past
looked at prosecution as its key area of focus: tax payment was good
enough. That is the reason why there have been such a wide spread culture
of agreed assessment and even a statutory body like Settlement Commission
to exonerate evasion. If at all you try to focus on prosecution, one
may as well relax the targets on collection and reorient officers in
another line -prosecution that is. The re-orientation may take a toll
on collection for a few years, but once the message is driven home,
collections would be as normal. Wonder, which Chairman would bite the
bullet?

One is surprised at the stoic silence of Ms.Sonia Gandhi at the series
of public accusations being made by ex-Law Minister Dr.Subrahmaniam
Swami against her. The absence of any libel action by the all powerful
UPA Chairperson, makes many believe that there is truth in these allegations.
It is also damaging the reputation of the Congress Party as well as
the Nation.

Some one should advise Baba Ramdev to speak less and preserve his
energy. At times
silence is gold. His reaction to the Ramalila fiasco was not in good
taste. He should observe how Annaji conducts himself .Gimmicks do not
pay always .But we are with Baba for the cause! Our money, black and
or any other colour, should be brought back at the earliest!

Are Ministers covered under definition of 'public servants'?
The appellant desired copies of instruction under which Ministers are
covered under the definition of public servant and the rule under which
the Ministers could remain missing from their official duty for weeks
and devote themselves for their party works leaving behind their official
work unattended. He also wanted to know whether such prolonged absence
from official work could be treated as a part of their official duty
and whether a Minister could draw pay & perks for the period of
absence from official duty to attend personal or party work. The PIO
stated that as per records available there are no
specific definitions of whether Ministers are public servant or not.
The CIC felt it necessary for the Government to define whether Ministers
are public servant or not and this should be available as a requirement
of Section-4 declaration.
Comments
The section 4 puts certain obligations on the public authority to pro-actively
disclose certain facts about themselves. The civil servants have been
at the receiving end for delay or absenteeism but the performance of
ministers has not been questioned. Would the RTI
Act be able to force the attendance of the Ministers?
