after serving in the post for four years, including two extensions.

DoPT seeks clarification from Petroleum Ministry

be taken away by the Department of Personnel, the missive of the DoPT
says. It may be recalled that the Petroleum Ministry had handed over
the services of Apoorva Chandra to the DoPT.

Rajeev Bhargawa's fate still not decided
Whether to promote Rajeev Bhargawa as a General Manager (GM) in Railways
or not is yet to be decided. A meeting of DPC consisting of DoPT Secretary
Ms. Alka Sirohi, Chairman Railway Board (CRB) Vivek Sahai and Member
Mechanical (MM) of Railway Board Sanjiv Handa. However, proceedings
are yet to be finalized because there were differences of opinion among
members. While, DoPT Secretary Ms. Alka Sirohi is in favour of promoting
Bhargawa keeping in mind ruling of the High Court that had come six
months ago, CRB says that he will just endorse what other two members
decide. However, Sanjiv Handa is reportedly not in favour of elevating
Bhargawa because of adverse reports against him. Despite this if Bhargawa
was promoted then where
application of would mind would be demonstrated, is the argument being
given by Sanjiv Handa.

Gopinath Munde meets NCP Minister Chhagan

Rumor is rife in BJP circles that Deputy Lok Sabha leader Gopinath Munde
is contemplating joining the Congress. Today he met NCP Minister Chhagan
Bhujbal creating further stir in the BJP that he could likely be joining
the NCP.Earlier Munde had met Union Rural Development Minister and Congress
heavyweight Vilasrao Deshmukh. Munde has been sulking ever since Nitin
Gadkari was elevated to BJP's President post. The rivalry between the
two has been well known.Munde had also stayed away from most of the
Sena-BJP-RPI rallies in the state including the one held in Mumbai last
week. Munde has played an important role in cementing the Shivshakti-Bhimshakti
alliance and if the senior BJP leader moves away, it will be detrimental
to the alliance, which aims to dethrone the incumbent Congress-NCP coalition,
which has been at the helm of affairs since the past 12 years.

Unearth thousands of crores of Black Money lying within the Country
Why there are no demands by Activists, Opposition leaders for un-earthing
of thousands of crores of Black Money lying within the Country? They
all are talking about such money stashed abroad only. Does the local
huge un-accounted wealth carry less value? In fact, it will be hundreds
time more effective to focus on the local segment. Of course, if implemented,
it may result in large number of 'Common Man' supporting the movement
suddenly disappearing from the Scene. And those political/social outfits
who depend upon black money for their activities, may have a 'change
of heart' in openly supporting the anti-corruption movement.

Bureaucrats go scot free
While political bigwigs are being caught for corruption, it is surprising
that bureaucrats are going scot free. Once case is where SEBI board
demanded huge sums for clearing Standard Chartered Banks' conversion
of IDRs to equity. In Red Herring Prospectus to the issue, SEBI had
cleared the terms of issue after due diligence but did not permit te
conversion due to reasons already assigned. The market crashed and foreign
companies are doing rethinking on India's capacity to ensure capital
protection of their investments. India is getting named a "pirate
nation" with scant respect for law.

When Aaj Ki Awaz disappointed me !
I had always read with interest Bharat Kumar's Aaj Ki Awaz and liked
it what he wrote. But today's piece disappointed me. As it is ,there
appears to be calculated efforts by the powers that be to defame Anna
Hazare and Baba Ramdev. Bharat Kumar has also come out with vitriolic
expressions like dhongi etc. against him.I am not a fan of Baba and
my
too much analytical mind(which itself is bad)does not easily acquire
faith in any holyman but I have come across people who have benefited
from Baba's yoga and pranayam and I also do feel that baba's love for
the country and his call for patriotism is not fake. Having seen many
of his programmes live on Aastha i do accept that his concern for the
deteriorating standards in public life is genuine. Are we not all bothered
about the state of affairs in our polity? Is it not a fact that Corruption
has gone to such gargantuan position in this country as to eat into
the very vitals of the constitutional set-up? I am also amazed at the
fact that in all this hullabaloo the real issues of black money and
corruption are forgotten as also forgotten is the macabre incident of
police brutality of beating and teargas shelling the innocent sleeping
people in Ramlila maidan on the night of 4th and
fifth June. No one is talking and writing about it. The country has
gone adrift and crores of our people are waiting for that miracle when
they would also come out of their miserable existence. We in the cities
and in our privileged existence are not even aware of the semi-starved
existence of our masses in remote areas even in the slums of metro cities.
I was in Uttrakhand recently where i found women in villages busy in
the same drudgery of fetching water from miles and the whole family
surviving on the produce of few terraced plots while i am told the chief
minister has swimming pool and jacuzzi in his
official bunglow. That is the state of affairs. hose whom the janta
elects to govern live in unprecedented luxury while the electors toil
their way through life. Should this not change?

Govt has lost its battle against Ramdev
This government has lost its battle against Ramdev. Whole media is
working against Ramdev. The media similarly worked against Modi too.
The tribune carried the article that Ramdev is controlling 1100 crore
empire. But, business standard carried a very meaningful article that
how this marketing guru made his 1100 crore empire. This is actually
was asilver line. If a person is creating wealth and service I dont
think he deserves this treatment. he has created a communities who are
emotionally with his brand. Anyway, none of the things Ramdev spoken
is wrong. May be the way he has put up is wrong. Poor two piece baba
does not even have a family. The government and its corrupt babus should
seriously introspect.

Ill advised move of DoPT
The ill advised move of DoPT to limit the Child Care Leave available
to women employees is bound to hurt the interests of all working mothers.
It is regressive move and all employee unions must take up the matter
immediately with their respective departments. Is it because women do
not constitute a united constituency in electoral
politics that such backroom reversions can be made without even associating
women employees in the decision process. This is an appeal to all women
employees, employee unions and administrative machineries such as DOPT
to not tinker with the provisions of Child Care Leave and allow working
mothers to work peacefully.

Are Ministers covered under definition of 'public servants'?
The appellant desired copies of instruction under which Ministers are
covered under the definition of public servant and the rule under which
the Ministers could remain missing from their official duty for weeks
and devote themselves for their party works leaving behind their official
work unattended. He also wanted to know whether such prolonged absence
from official work could be treated as a part of their official duty
and whether a Minister could draw pay & perks for the period of
absence from official duty to attend personal or party work. The PIO
stated that as per records available there are no
specific definitions of whether Ministers are public servant or not.
The CIC felt it necessary for the Government to define whether Ministers
are public servant or not and this should be available as a requirement
of Section-4 declaration.
Comments
The section 4 puts certain obligations on the public authority to pro-actively
disclose certain facts about themselves. The civil servants have been
at the receiving end for delay or absenteeism but the performance of
ministers has not been questioned. Would the RTI
Act be able to force the attendance of the Ministers?
