As the grapevine has it there is going to be a cabinet reshuffle at the Centre once UPA Chairperson Ms. Sonia Gandhi and Ghulam Nabi Azad Health Minister in government of India(GOI) come from abroad. Tentatively it is expected on June 28.


Gopinath Munde meets NCP Minister Chhagan Bhujbal
Rumor is rife in BJP circles that Deputy Lok Sabha leader Gopinath Munde is contemplating joining the Congress. Today he met NCP Minister Chhagan Bhujbal creating further stir in the BJP that he could likely be joining the NCP. Earlier Munde had met Union Rural Development Minister and Congress heavyweight Vilasrao Deshmukh. Munde has been sulking ever since Nitin Gadkari was elevated to BJP's President post. The rivalry between the two has been well known. Munde had also stayed away from most of the Sena-BJP-RPI rallies in the state including the one held in Mumbai last week. Munde has played an important role in cementing the Shivshakti-Bhimshakti alliance and if the senior BJP leader moves away, it will be detrimental to the alliance, which aims
to dethrone the incumbent Congress-NCP coalition, which has been at the helm of affairs since the past 12 years.

Pakistan : Far reaching structural changes in the offing for bureaucracy
A high profile core group comprising of Pakistan's Planning Commission Dy Chairman Dr Nadeem ul Haq, Adviser on Public Policy and Productivity Enhancement Javed Hasan Aly and the Head of National Commission on Government Reforms Dr Ishrat Hussain is working on an ambitious plan to bring about far reaching structural changes/reforms in Pakistan's bureaucracy over a period of next 7 - 10 years. The proposal involves replacing the existing multiple pay scale carrying hierarchy by a slim and trim structure with a minimised lower level, massive elimination in the middle rungs and a special contract based National Executive Service (NES) carrying special lucrative compensation packages to perform top level advisory, policy forming cum planning and executive monitoring functions in the field of health, education, revenue and law enforcement. To ensure wider acceptability the group is working on innovative voluntary exit packages and substituting conventional downsizing methods of forced retrenchments with letting the existing incumbents superannuate and leave the resultant vacancies unfilled. The process will thus be evolutionary and not revolutionary according to the core group.

DoPT finalises list of 37th APPPA
The training division of the Department of Personnel & Training (DoPT), Government of India, has nominated 44 senior officers from All India, Central & Defence Services to undergo 37th Advanced Professional Programme in Public Administration (APPPA) commencing at the Indian Institute of Public Administration, New Delhi on July 1, 2011. The programme includes detailed framework of conceptual and applied modules to enable professional exposure on public administration in Indian and international context. The programme is based on participatory learning covering exercises, debates, dissertation, field visits to urban and rural areas. The participants are also taken to foreign study visit to share global experience on the selected themes covered during the programme. The 37th APPPA will conclude on till 31st March, 2012 and shall lead to M. Phil Degree and Post Graduate Diploma.

Retirement age and salary of head of a sick PSU to be increased
The union government is learnt to be contemplating to increase the retirement age of head of a sick PSU from 58 to 60 years and bring his pay package at par with his peers in profit-making state firms. While the head of a sick PSU is still getting the salary as per the 1992 scale, his counterparts in a healthy government-owned firm is getting pay and allowances revised in 2007. However, the new pay packets could be linked with the results.

Next Lok Sabha-Congress and BJP to get less than 100 seats ?

I had been reading about next Lok Sabha performance of BJP and Congress. I also feel they are two sides of one coin. The best would be that Indian Society should field their candidates who should preferably be from the Middle educated class and who are prepared to declare their assets the day they become MP/Minister and again when they demit office after completion of 5 year tenure. This will reduce expenditure on elections too.

Black Money and valuation of properties of Ministers and others

I have a suggestion to be put before the Ministry of Finance that if the above persons submit the valuation of properties less than the market price, the Govt. should confiscate those properties by paying them the declared value plus 10% profit on the same. To my knowledge there is one clause in Income Tax Act that if I purchase some property for some declared value and file the I.T. return than The Assessing Authority can resume the same by paying the declared value with 10% addition. Our Prime Minister has declared the value of his Chandigarh Sector 11 house at Rs.90 Lacs where but the same is valued at Rs.10 Crores, as
on date. Even in the year 2008 the value was more than Rs.3 Crores. Similarly, other politicians have declared the value very-very less and if all of them are told that the Govt. is ready to resume the same at the double the value they have declared than you will see all of them will backtrack. What none sense, I could never expect that from such high dignatries.

No wonder

Many Joint Secretaries never make an attempt to put on record their analytical abilities and facilitate a good decision. In most of the Ministries, the Assistant or the Dealing Hand decides how the outcome of the issue should be and accordingly put up the note. Had these guys been active, genuine and honest we would not have been talking about poverty alleviation, eradication of diseases, infrastructural developments, etc. Some Joint Secretaries do not even take a decision they just return the file with some comments. PM should take note of
this.

Reason for change of heart

Why UPA was willing to bring PM in the ambit of Lokpal earlier was because they want to crate ineffective Lokpal institution so that even if PM is under the ambit but on ground no action would be practically taken, however, the current proposal of strong and effective Lokpal institution has created real fear which was not there and in their heart they know that this proposed institution may able to take PM to the task if she/he is found to be indulged in corrupt activities.

Where was the Parliament when country's wealth was being gobbled ?

Agreed that Parliament is supreme. But where was the Parliament when
right in front of its nose the country's wealth was being gobbled/drained during the last 64 years. Why were they not acting and only wasting the scarce financial resources of the country through adjournments in the Parliaments? It is when the Constitutional Authorities do not perform their jobs properly and indulge in corrupt practices, then only revolutions takes place. The Civil Society is not asking much but to get the country rid of corrupt practices which plagues it. It is very easy for high, mighty and rich to preach from the top. But it is very difficult to face the ignominy through which the 90% of the citizens of the country is passing through and no immediate resolution is in sight.

TV channels must part with a fraction of their earnings to Bab Ramdev for the period they were reporting on him. A part also should go to Balkrishna. Believe you me, in a news-dry phase, how do you get the eye balls except airing the news on Baba. Baba was a piece of advertisement and is rightly entitled to a part what the channels received.

"Unearth black money within the country".

I am in complete agreement with it. Recently there has been some substantial action under Supreme Court orders and some big fish caught. After that suddenly there is a lot of hue and cry about money lying abroad. While some money is lying abroad there is a lot of money lying within the country or a substantial amount which has come back via the Mauritius rout. This money is supposed to belong to politicians of either hue. It will be a worthwhile effort to trace the
source of this money- it will give faster results. Money stashed abroad will naturally take more time to unearth. It is a deliberate move to create a lot of noise and derail the current probe ordered by the Supreme Court. Recently 30000 crore black money has been already unearthed - this by our standards is more than substantial.

No one complimented the Delhi Police

A lot has been written about the lathi charge on the 4th June night. No one seems to have complimented the Delhi Police of the fact that a gathering of more than 30,000 persons was dispersed with a few injuries. It was the most efficient way in which a large gathering could be dispersed and had it been a morning or had Police given any kind of notice, I am sure some unlawful elements would have utilized the opportunity of inciting the crowd towards violence and with in
minutes there would have been a mob mentality that could have resulted in hundreds of deaths. It appears that the citizens of India has Govt. lambasting as their pet job without realising that Administration need to take hard steps for the welfare of the citizens only.

Pranabda's contention makes interesting reading

Pranabda's contention that Anna Hazare is not an elected representative of the people makes interesting reading. This is especially so, when the nation is getting ready for the next freedom struggle, freedom from corruption. God forbid that British did not have a shrewd and astute politician like Pranabda in their ranks
during our freedom struggle as otherwise they would have questioned the credibility of Gandhiji to represent Indians. After all Gandhiji never stood for an election.

Are Ministers covered under definition of 'public servants'?

The appellant desired copies of instruction under which Ministers are covered under the definition of public servant and the rule under which the Ministers could remain missing from their official duty for weeks and devote themselves for their party works leaving behind their official work unattended. He also wanted to know whether such prolonged absence from official work could be treated as a part of their official duty and whether a Minister could draw pay & perks for the period of absence from official duty to attend personal or party work. The PIO stated that as per records available there are no
specific definitions of whether Ministers are public servant or not. The CIC felt it necessary for the Government to define whether Ministers are public servant or not and this should be available as a requirement of Section-4 declaration.

Comments

The section 4 puts certain obligations on the public authority to pro-actively disclose certain facts about themselves. The civil servants have been at the receiving end for delay or absenteeism but the performance of ministers has not been questioned. Would the RTI
Act be able to force the attendance of the Ministers?
