Cabinet. Sources claimed that AICC general secretary Rahul Gandhi is

This is a good scheme indeed and must be introduced in non government
sector also. We should also see other side of the coin. When a person
goes on leave the counter part of the employee is suffering due to heavy
load of work. this should be taken care of by deputing some extra oficials
who can work in the place of employee who ison such leave. CCL should
be granted in parts so all employees can be benefitted turn by turn.
Employees who have taken full CCL are also have same view, when they
are feeling the burden of the work in absence of their counter part.
It will not be out of place that emloyees after the age of 50 should
be also be entitled to some spl leave of this kind as they requires
more rest and have more responsibilities at home.

Confused Government
Government so confused in the corruption issues that it has decided
to tax interest earned on post office saving banks . This is very retrograde
i.e. opposite to progressive move. This is anti poor move. Most of the
villagers and poor man money is deposited in Post Office as they are
unable to reach banks. Can Government reconsider the issue and withdraw
notification issued by CBDT.

In the drafting Committee only the Civil Society is involved. Is there
not any other organisation/body involved in anti-corruption acgtivities.
Why only the Civil Society?
Let the drafting committee finalise in whatever way they want. Put
the same in the public domain and invite suggestions. Incorporate the
same and submit to Parliamwent. The Select Committee to which it may
be referred may not agree with most of the provisions and finaly a diluted
Lok Pal Bill would be passed. Why so much alla gulla now.

It is good that voice against black money and corruption has been raised
by some non-political individuals and their political and non-political
supporters/ followers. I earnestly urge the VVIPs who are involved in
corruption and who have black money in banks abroad start not accepting
bribe henceforth and bringing their black money back to the country
first by themselves and then hopefully some others will also follow.
Charity begins at home. Government also should give amnesty to such
people who will do this noble job voluntarily. Otherwise, it will take
a long time in the legal process to bring back that black money back.
The whole scenario seems that everything, even agitation or support
is by the corrupt, of the corrupt and for the corrupt.
No body is agitating for the hungry, homeless and sick. At present
lakhs of tons of wheat is lying in the open in Punjab, Haryana and UP.
It will go to drains but will not reach the naked and hungry. What a

Are Ministers covered under definition of 'public servants'?
The appellant desired copies of instruction under which Ministers are
covered under the definition of public servant and the rule under which
the Ministers could remain missing from their official duty for weeks
and devote themselves for their party works leaving behind their official
work unattended. He also wanted to know whether such prolonged absence
from official work could be treated as a part of their official duty
and whether a Minister could draw pay & perks for the period of
absence from official duty to attend personal or party work. The PIO
stated that as per records available there are no
specific definitions of whether Ministers are public servant or not.
The CIC felt it necessary for the Government to define whether Ministers
are public servant or not and this should be available as a requirement
of Section-4 declaration.
Comments
The section 4 puts certain obligations on the public authority to pro-actively
disclose certain facts about themselves. The civil servants have been
at the receiving end for delay or absenteeism but the performance of
ministers has not been questioned. Would the RTI
Act be able to force the attendance of the Ministers?
