Sonia's overseas trip has got tongues wagging..... the timing stinks and so does the secrecy surrounding her trip......if what Subramaniam Swamy has hinted and the little birdies flying about are to be believed then Sonia is busy 'taking stock and relocating goodies'!!!! Ordinarily her trip would have been announced well in advance but this time its been kept under wraps!!! And then Rahul joined her via Dubai and London!!! On the other hand there are reports that Sonia rushed to visit her ailing Mom!!! Then there are those who say this trip was to meet her ailing Mom and attend to personal business!! Or maybe she was there to buy Rahul a birthday gift.....who knows????? Very soon Congress will clarify..... but clarification will just add to the mystery.... like they say a stitch in time saves nine.... if she was going to see her ailing Mum .... why the secrecy.....sometimes Congress can be stupid and sometimes too smart for its own good!!

Very craftily the entire political establishment has taken CBI out of RTI's ambit!!! If not during investigation post 'the result of the investigation' CBI should be answerable under the RTI!! CBI is known for its Crooked and Biased Investigations on the command of the Party in power!! BJP has misused CBI during its tenure and will be 'looking forward' to doing this if it comes back to power and hence BJP's mum on CBI being taken out of the ambit of RTI!!! The only other time when Netas cutting across Party lines are in such unison is when their salary or perks are to be raised!!

Well desperate times need desperate solutions.......rampant corruption and the corrupt getting away call for desperate measures!!! And then as all the Political Parties have an allergy to Lokpal so Congress is now calling an All Party Meet ....... broaden the rejection of Civil Society's Lokpal proposals by the political establishment ....Congress has realized 'why should we do the dirty work (short circuiting Lokpal) alone'?????? So maybe very soon Sibal could be our first Political Pal (sorry replacement for a Lokpal) and he'd of course side with the 'accused'..........once a vakeel always a vakeel.......and he'd set an example of what is expected from the Political Pal!!

Now there is a big tussle for the key post of Secretary Defence. In fact the Defence Minister is in favour of 1976 batch IAS officer S K Sharma who is presently secretary Financial Services. Now the 1974 and 1975 batch IAS officers have staked their claim and expect that the Government would go by seniority as has been done in the ppointment of the Cabinet Secretary.

No woman Secretary Home
Two 1975 batch UT cadre Women IAS officers Sindhushree Khullar and Kiran Dhingra were in reckoning for the post of Secretary Home in the Government. Now they are reportedly out of the race.

Now two are strong contenders for Secretary Defence
Now there are two strong contenders besides S K Sharma for the post of Secretary Defence . 1974 batch Kerala cadre IAS officer Mohan Das has emerged as a dark horse who happens to be senior-most after Cabinet Secretary Ajit Seth. His only draw back is that he has never worked in Defence Ministry. His supporters say even Vijay Singh the former Secretary Defence had not worked in the Defence Ministry. The other powerful contender is Secretary Textiles Ms Rita Menon.1975 batch IAS officer of UP cadre Ms Menon has a lot of experience of working in the Defence Ministry. If she is appointed she is going to be the first woman Defence Secretary in the independent India. And the UPA Government would like to have Ms Menon as new secretary Defence.

Will S K Sharma become Secretary Defence Production ?
In case Mohan Das or Ms Rita Menon is appointed Secretary Defence, the first choice of the Government Secretary Defence Production will be Secretary Financial Services S K Sharma.1976 batch Bihar cadre IAS officer Sharma has been Joint Secretary and the Additional Secretary in the Defence Ministry .The only question is -whether Sharma would like to go to the Defence Production from the Financial Services ?.

Now two contenders for Secretary Defence Production
In case S K Sharma soesn't become Secretary Defence production there are two names doing the round in the corridors of power. One is 1975 batch Bihar cadre IAS officer A K Upadhyay and 1977 batch IAS officer of Manipur-Tripura cadre R K Mathur. Upadhyay who has worked in the Defence Ministry is presently Secretary Youth Welfare. Logically R K Mathur should become Secretary Defence Production because he is presently Special Secretary in the same department. Mathur who had been Chief Secretary of Tripura is considered to be honest, upright and straight forward officer.

Moni is new Joint Secretary DEA
Dinu Raja Moni has been appointed as Joint Secretary, Department of Economic Affairs, Ministry of Finance, government of India. He is an IFS officer of 1988 batch.

Appointment of Ajit Seth is widely hailed
There is a lot of jubilation in the Indian bureaucracy as far as anointment of Ajit Kumar Seth as the Cabinet Secretary was concerned. It is being said ''to have patience does pays.''

Money makes the mare go round

Sathya Sai leaves behind 98 KG of gold and hard cash of RS 11 crores ,all tucked inside in his private quarters. No Trust either in his name or in his personal name would have a record of these assets. For the tax men, these are unaccounted and should be taxed and penalized on the estate of the deceased. There is no other legal way to escape
the liability. By the way , this is the social reality of all god men , babas, movements be it Al Quaida or Taliban or Maoists at our doorsteps. It is money which makes the mare go round. Public should realize this reality ,

Planning Commission has helped itself

Planning Commission have helped themselves by earmarking 1 crore yearly for each of its member for 'research' purposes. A member can hire consultant at a whopping sum of 25 lakhs for any study or research. This indeed is squandering away public money.Are members not supposed to be keeping themselves abreast in the area of their expertise. They have a whole horde of staff to help them. If it is for outsiders to prepare research papers for them what is the guarantee that the correct inputs are being provided by these hired consultants for planning purposes. Moreover, already the planning commission has a number of consultants on their panel. Studies or research papers can always be got done from the experts by the commission itself by hiring outside experts. Why distribute this largesse to each member .The step seems to be like MPs'area development fund. I wonder how Finance ministry has cleared it.This indeed is a unnecessary burden on the public exchequer. If you ask me like many of the few other ministries and departments, Planning Commission is no longer relevant and needs
to be wound up. Yojna Bhavan is a white elephant as it is.

Copy of application of wife

The applicant asked for the copy of application form his wife had supposedly sent to the RBI including her educational certificate. The CPIO refused to disclose the information claiming that it was personal information as she had not been selected for the job and is not an employee of the RBI. The CIC upheld the order of CPIO holding that there was no apparent larger public interest to be served by disclosure. The CIC noted that there was nothing on record to show that the lady has authorized the Appellant to access this information.

This order shows that the Public Authority is not bound to disclose information about a job-seeker who is not his employee, even to her spouse.
