After the departure of K M Chandrasekhar, empanelment of 1978 batch

been delayed. Now it is expected to take place by the end of this year.
Infact, recommendation of Committee of Secretaries is already there
with the Cabinet Secretary.

amending the earlier transfer of few and issuing fresh posting to others.

Lokpal Debate turned into a farce
The five members from the civil society have turned the entire Lokpal
Debate into a farce by insisting on conditions that have no logic and
sense. A golden opportunity is being wasted by these self centred individuals
who are more interested in harping criticism over the Government in
media rather than doing some constructive work. We are being made to
think that Lokpal shall solve all our problems. Karnataka, where Lokpal
is already there, is a testimony to a big land scandal. Corruption can
reduce only by a self cleansing exercise and imposing another institution
is not the solution. Every one seems to have turned a blind eye to the
wrong doings by the corporate sector and the entire focus is only on
lambasting Congress. This entire Lokpal controversy seems to have been
fomented with political reasons and people who are unable to fight elections
and respect the constitution of this country are trying to topple elected
representatives.

There is corruption every where. CAG only tries to point out corruption
of great magnitude like Bofors and 2G cases. But, these people go on
inspection enjoy the hospitality of the visiting institutions and just
for name sake write some small objections. When these people are well
paid by the Government, why they should behave like beggars - God only
knows. You are asking chors to prepare a law to deal with law and order.
When there are so many anti-corruption agencies in force, nothing tangible
could be done. I do not this Lok Pal Bill will become a reality in its
full shape.

pay 8700/-) What a shame and disparity ? Armed forces officers 13 years
behind AIS officers.

Assets declaration by IAS and other officers ?
The recent media report pointing out Non-submission of property details
by the civil servants to the DOP&T website is a misconduct on the
part of IAS and other organized Services officers and calls for strict
action. One wonders why is DOP&T headed by the PM himself taking
such a soft line towards them. It calls for like initiating disciplinary
proceedings against them by the Appointing authorities. Putting their
names in the public domain could be one step. Making entries in their
APARs could be the secondary steps not amounting to penalty. The defaulters
could straightaway be put under the scanner of CBI. Incidentally, a
friend of mine belonging to the IAS ( batch withheld) of UP cadre confided
in me that the corruption index needs to be re-defined for UP cadre
officers and calls for a separate benchmarking than the rest of India.
This was years back. The present position must be far worse. Now, with
Mayawati at the helm of affairs in UP, the corruption index must have

Copy of application of wife
The applicant asked for the copy of application form his wife had supposedly
sent to the RBI including her educational certificate. The CPIO refused
to disclose the information claiming that it was personal information
as she had not been selected for the job and is not an employee of the
RBI. The CIC upheld the order of CPIO holding that there was no apparent
larger public interest to be served by disclosure. The CIC noted that
there was nothing on record to show that the lady has authorized the
Appellant to access this information.
Comments
This order shows that the Public Authority is not bound to disclose
information about a job-seeker who is not his employee, even to her
spouse.
