?
During her recent visit to New Delhi, the Tamil Nadu Chief Minister
Jayalalitha interacted with senior IAS and IPS officers of Tamil Nadu

Will CRPF DG return to Tamil Nadu ?
As her first priority is to restore law & order in the state, Tamil
Nadu Chief Minister Jayalalitha during her recent Delhi visit reportedly
urged K.Vijaykumar IPS (TN;75), currently D.G.CRPF to return to the
state to assume the post of Director General (Law & Order). As he
figures in the panel cleared by the UPSC in December 2010 there should
be no difficulty in replacing Ms.Letika Saran of 1976 batch. The outcome
is not known.

FMC Chairman B C Khatua's extension unlikely
As the grapevine has it, B.C. Khatua who was re-appointed as the Forward
Markets Commission (FMC) Chairman last year and is due complete his
one extended term on July 31, 2011 is unlikely to get further extension.
He was appointed FMC chief in May 2007 & had retired on July 31,
2010 at the age of 60. However, he was reappointed for one year last
year. Khatua is an IAS officer of the 1976 batch who belongs to the
Maharashtra cadre. Indications are that K. V. Thomas Minister of State
(Independent Charge) in the Ministry of Consumer Affairs has declined
to grant further extension to Khatua.
AAIFR Chairman Justice Gohil to retire
Justice A K Gohil Chairman of the Appellate Authority for Industrial
and Financial Reconstruction (AAIFR) is retiring on June 30.
Is Pardeshi lobbying for Industries Secretary?
It is heard that Praveen Pardeshi ( IAS 85 batch) is lobbying with Industries
Minister Narayan Rane for the assignment of Industries Secretary. Pardeshi
who is at the moment Divisional commissioner Amravati is looking to
make a comeback in Mantralaya prior to this assignment he was Director,
International Strategy for Disaster Reduction (UNISDR) .
Is Maha CS in drawing flak from CM?
Maharashtra Chief Secretary Ratnakar Gaikwad has recently drawn ire
of CM Prithviraj Chavan over the usability of constructing skywalks
in the city. Though the issue may seem very trivial but the CM has questioned
the usability of constructing expensive skywalks in the city which were
built by MMRDA when Gaikwad was the department. The CM and DCM have
heavily come down on MMRDA when they received complaints of potholes
on newly built flyovers. It seems that CM is not ready to accept any
excuse for shoddy work, he means business said a source in
Mantralaya.

The Andhra Pradesh government has modified the earlier transfer of Dr.
Tarun Joshi as the SP of Kadapa district and posted him as the Group
Commander, Grey Hounds, Visakhapatnam. Joshi is an UIPS officer of the
2004 batch who belopngs to AP cadre. Similaerly, A. Sunder Kumar Das
who was posted as SP CID Hyderabad has been now posted and SP YSR district
Kadapa. He is an IPS officer of the 1998 batcvh who belongs to AP cadre.

SAIL bags Golden Peacock Environment Management
Award 2011 (UPDATED)
Maharatna Steel Authority of India Limited (SAIL) has received the prestigious
Golden Peacock Environment Management Award for the year 2011. The award,
in recognition of SAIL's initiatives and achievements in the field of
environment management, was presented by Union Minister for Home Affairs
P. Chidambaram on June 24 at a glittering function held in New Delhi.
The Golden Peacock Awards, instituted by the Institute of Directors,
New Delhi, are presented annually under various categories. The winners
of the Golden Peacock Awards for 2011 were finalised by a jury headed
by Justice P.N. Bhagwati, former Chief Justice of India and Member,
UN Human Rights Commission, and presented on the occasion of the 13th
World Congress on Environment Management.
Speaking at a panel discussion during the Congress on the theme of 'Environmental
Initiatives for Corporate Sustainability', SAIL Chairman C.S. Verma
said that the steel industry "is putting in concerted efforts and
adopting a multi-pronged strategy" to minimize the emission of
greenhouse gases and to achieve greater sustainable practices.

Next Lok Sabha-Congress and BJP to get less than 100 seats ?
You are right. When we assess the performance of the Congress and the
BJP, both big political parties are manned with the almost same mindset.
The coming days will be of those who have been persecuted in the past.
UP CM Mayawati, the sole leader of the most awakened lot in India i.e.
the followers of Dr Ambedkar and other temporal leaders of Sraman Ssnaskrati
getting organised wonderfully. The Jan Lokpal bill without representation
from the said lot of people of India will be a fiasco. This will be
difficult for any political party to overstep Mayawati who will reaching
Delhi swiftly.
At the same time we wish to sound you that our voice is perhaps not
reaching our beloved leader Mayawati ( my gravitation to her is not
due to her being Ambedkarite but her superb governance which has curbed
hooliganism in UP and the public servants have been taught how to work
punctually and honestly).
We are working as to how to make her more successful in her governance
of the state affairs.
Our mission to bring the power in the hands of down troddens' hands
through her in Delhi is untiringly going on as a mission work for the
welfare of India where 90% of people are living a miserable life due
to high degree of imbalance in terms of share in wealth, health and
position.
We are not enamoured of any big position. We have to work to bring
the system in place as per the constitution of India which is slowly

Bona fide latecomers or Gate_crashers?
Through this forum, I wish to flag an important service matter which,
like a slow poison may be affecting the career progression of hundreds
of members of All India Service / CCS members like me. As officers of
AIS / CCS are aware, many of us are made to join the Foundation or /
and Professional Training with our junior batches due to reasons ranging
from appearance in Competitive Exams, delay in the release of supplementary
lists, delayed relief by former employer, legal etc. A quick scan of
Recruitment Rules, however, leads one to conclude that seniority of
such officers is not affected as it determined with respect to the year
of Competitive Exam. The question, arises when inter se seniority is
determined within a batch. Although, the various cadre controlling authorities
follow a set pattern for the same, as the procedure is not defined in
the Rules, it creates avoidable problems between colleagues / batchmates
with regard to career progression. The problem becomes more and more
acute as one goes up in the hierarchy. There are hundreds of such officers
spread across the AIS / CCS. The matter, therefore needs an emergent
redressal, as it affects career prospects of those affected and is frought
with perils
of avoidable legal battles. It is about time, therefore, that the Dept.
of Personnel wakes up to this problem and takes corrective action by
making the Service Rules
abundantly clear. Or, if such instructions / amendments already exist,
will some brother officer be helpful in lifting the veil of secrecy
from the same?

SAG promotions are held up
In IOFS cadre SAG promotions are held up for vacancies arising during
2011-2012. Further financial upgradation benefit on two year junior
parity to IAS is also pending for more than one and half years. Yet
these officers keep on toiling and helped in setting a new goal of production
during 2010-2011 financial years. Now that the incumbent Secretary DP
has been made Union Secretary Secretary. The process of
finalising the DSC proceedings regarding financial upgradations will
still be delayed. In fact in entire spectrum of central services, the
officers in the IOFS cadre put the maximum effort so that the armed
forces are fully equipped to deal with enemies of the nations.

Making mockery of Anna Hazare
Those who are trying to make mockery of Anna Hazare are mad. They not
realizing that the high prices which they are paying are their own hard
money. 70% of petrol, diesel etc. are being consumed by the Government
Departments this includes about 10& through misuse of Government
vehicles by the Ministers, Senior Bureaucrats and their family members.
If we strictly force the entitlement through setting up a regulatory
body, then there would be no reason for the Government to keep on raising
oil and oil related exercise periodically. This will also enable them
to reduce taxes in the area. Why do the Ministers/Senior Officers in
Delhi go in the red light vehicle to the IGI Airport, when they could
check in at any Metro Station near their office enroute to the IGI Airport.
Why should the people driving about in big-big cars get 'petrol subsidy'.

I read your statement saying that Lokpal Bill can only be framed within
the scope of Constitution of India. I dare to say that you are not honest
in saying that the corruption will be removed in this manner. It seems
you are playing into the hands of powerful politicians and bureaucrats
and probably to the interest of Gandhi family. Sir, when constitution
was being framed, no one would have imagined that after sixty years
of independence parliament will be represented by majority of criminal
background so called representatives of people ( are they so? in this
civilized society) and hundreds of powerful politicians and bureaucrats
with thousands of crores of illegal money and on top of that with full
conviction that efforts of Anna Team will
be thwarted craftfully by the false promises and pseudo intellectual
design. The removal of corruption must be the prime objective and whatever
needs to be done must be done including amendment in constitution if
required. At the end of the day, you all will regret that you could
not hold on to the promises and aspirations of the people of India and
failed in its duty to give next generation better India. Hope it will

Check channels too
It is not only politicians, judges and bureaucrats who should be brought
under the gambit of Lokpal. There is an urgency and absolute necessity
to put channels specially English, since it plays a major role in forming
of public opinion, under the purview of Lokpal. It requires only a basic
intelligence to know that many of the news given by some of these channels
are paid news. Few days back few channels
reported about the meeting of Gopinath Munde with Ahmed Patel. When
Munde denied having ever met Patel, the channel changed tunes and blamed
the news leak to Gadkari?s men! Who are paying these channels to put
out such news. And where do they get the money from?Is it reverse flow
of black money? Many of the news whether it is projecting Rahul Gandhi
as the PM or denigrating Modi day in and day out as an anti-Muslim Hitler
smack the stinge of paid news. Similarly there is
necessity for going into the financial backups of activists like Medha
Pedkar, anarchists like Arundhati Roy and Modi baiters like Teesta Setalvad.
They do more damage to our democratic system than even corruption.

AP leads in corruption!
This is apropos to the yesterday's comments of Arun captioned "AP
leads in corruption!". Corruption is everywhere and AP is no exception.
What is the yardstick for branding any place or State as most corrupted?
Definitely, it is poor infrastructure, law and order situation, long
powercuts in urban areas and no power in rural areas,
meagre tax collections, etc. One can find the above symptoms in so called
BIMARU states that plague the Northern States eventually pulling the
growth trajectory. AP is the first state in India that introduced one
lakh crore budget in the year 2008 and onwards thanx to the record tax
collections and there is comparatively less incidence
of tax evasion.

Certain information (such as, passport & travel document; emergency
certificate; certificate of identity; passport application along with
supporting documents; police verification report; VISA details etc.)
in relation to the passports issued to four persons were denied on the
ground that disclosure would cause unwarranted invasion of privacy of
the third parties. The appellant submitted that these third parties
have been directed by the court to remain present in the city as per
conditions mentioned in the bail order. The CIC directed the respondent
to provide the available information to the appellant if he is able
to provide the documentary evidence proving his allegations against
third parties.

However, if larger Public Interest is served, then the information can
be accessed under Section 8(2).
