As Murli Deora as Mantri, MOPNG demanded hike after hike in fuel costs
as he helped Mukesh Ambani to gain billions!!!! Oil Ministry and DGH
tweaked rules to help RIL in KGA-D6 gas fields....... allowed RIL and
other private operators to gold-plate the capital costs of the plant
allowing them to make huge profits. The Production Sharing Contract
pegged the profit share of the private operators and the Government
to something called an Investment Multiplier, which meant that higher
the capital cost, the larger the share of the profits of the private
parties. RIL made a double killing...... by over invoicing the capital
costs, RIL skims money from the top. In addition, by ensuring that the
capital costs take a longer time to recover, RIL takes out its major
share of the profit right in the beginning. One more scam in Congress's
extra long list of scams.....and if things get mucky for RIL will Mukesh
ape bro Anil and make a few of his top executives be the fall guys!!

DMK losing relevance in UPA !
That DMK is losing relevance in UPA is evident from the fact that the
Union Petro Chemical Minister has not even been able to get the Secretary
of his choice. He had asked for either M Sarangi or Ajay Bhattacharya
, both of Tamil Nadu cadre, because the Minister has problem in working
in any language other than Tamil. However, much to the consternation
of the Minister, K Jose Cyriac of Kerala cadre was posted as Secretary
Petro-Chemicals.
BSP's strategy unearthed
The Bahujan Samaj Party (BSP) being headed by Uttar Pradesh Chief Minister
Ms. Mayawati has reportedly decided not to spend its funds on publicity
campaign. Instead of that, the sum of money meant for this will be allocated
among party workers.

2 banks without CMDs
Two PSU banks are without full time CMDs. They are :Punjab & Sind
Bank and the Central Bank of India (CBI). Dilsher Singh Kalha a Secretary

be appointed. Presently, Kalha is Principal Resident Commissioner of
Punjab government in Delhi is going to be new Chairman and Managing

Pakistan : Three retired generals under PAC

The Public Accounts Committee (PAC) in Pakistan has sought detailed
factual report from the MoD and Army's GHQ on corruption charges against
three retired generals who while working in the National Logistics Cell
(NLC) had engaged in financial misadventures resulting in loss of over
Rs 2 billion to the NLC. According to a report by Pakistan's C&AG
the NLC had between 2004-2006 obtained illegally loans to the tune of
Rs 4.3 billion for investment in the stock market and in the bargain
suffered huge losses. NLC is a body under Pakistan's planning commission
but is headed by a serving major general with a large number of army
officer's occupying key positions in the organisation. According to
the MoD the GHQ has already completed its investigations in the matter
and a report will be submitted to the PAC shortly.

cast, not existing voters

become Prime Minister
4. The appetite and potential to do harm to the country and people
of India by such person is unimaginable
5. Anna Team at least have a backing of majority of people
6. Hence as far as number of people support is concerned Anna Team
is ahead
7. The Government has been trying to curb corruption and made many
laws in last 62 years

Feudalism, nepotism and parochial tendencies also ruining the country
Feudalism, nepotism and parochial tendencies in the Government is also
ruining it other than corruption. Some movement of the society should
also be end this tendency. Then only the real paid towards the poor
will be realized. Why can't a Minister/Secretary's spouse and children
also travel in the public transport? They have no business to misuse
vehicles at Government cost. Tax payer's money is involved in meeting
the cost of the subsidies on petrol and their salary Why should there
be a servant in their house at Government cost? Why should they not
do their some of the domestic chores with proper time management?. When
these very same people are posted outside the country, peform the household
chores including cleaning the toilet. If people think that I am wrong
then up there in sky they will get explanation and punishment.

Kerala is least corrupt
My state of Kerala perhaps is the least corrupt; thanks to the Malayalee's
inherent habit of spying on the neighbour's house over looking his own.
Non-Malayalees should emulate this uncanny ability, so that country
can be devoid of corruption. They can also see the advantages complete
literacy have brought to our state. All of us can write anonymous letters
with both our hands!

'Unplanned' Planning Commission !
The WIC column 'Planning Commission has helped itself' (June 20,11)
by Aarti Khosla was timely. However, there is a need to put the records
straight. My discrete inquiries from a source in the Commission revealed
startling facts.
The good news is that no decision has so far been taken for approving
the annual grant of Rs one crore to its eight Members, each enjoying
the status of MOS besides the Deputy Chairman who enjoys the Cabinet
rank. The proposal is to give the Commission's Members a free hand to
employ consultants to further research projects taken by the commission
The proposal, it is learnt, has the solid backing of three Members and
the tacit support of others. The total ?Plan? expenditure is estimated
to be around Rs 20 crores per annum. This, the Planning Commission proposes
to gift itself as part of its grandiose plan of restructuring/reforms
. Approval of MOF is not called for. FM would have a look at it while
seeking Cabinet approval . The Economic Advisory Council to PM, is likely
to push the proposal.
The public is not concerned whether the expenditure is Plan or non-Plan.
It is tax payers money. And, the tax payers cannot support wasteful
expenditure. There is a need to scrap all discretionary powers to reduce
corruption. This was the outcome of the survey carried out by WIC ,
sometime last year. The NAC headed by Sonia Gandhi had also recommended
it. But, the case was finally shelved due to Ministers? opposition.
Strangely, the Congress-led UPA has not learnt its lessons despite
the serial scams breaking out by the day. For many years, the planning
commission had the leave to veto and approve the workings of the union
ministries which never liked excessive interference. One might ask,
whether the Arm-chair ( Kamal Nath's terminology) commission in the
present scenario. The Planning Commission has often been criticised
as being monolithic, stagnant and hierarchical with lack of expert domain
knowledge. It has a large army of Members, Senior /Special Consultants,
Advisors etc. There is ,in fact,a need to down-size the army of its
work force, decentralize its functioning, disempower it by scrapping
its discretionary powers. This could be possible by engaging an outside
consultant that could give its independent opinion.
And, one final point. The GOI must keep in mind the implications
of the ?annual grant proposal? on the State Planning Commissions, in
case, the same is accepted.

Lokpal Bill
Those opposed to jan Lokpal bill are challenging the locus standi of
Anna Hazare and his team on the ground that they are not elected representatives
of people. How much representative are the elected can be judged by
the fact they need state security of z and y category to move around
and meet the very people whom they claim to represent

Details of travel
Certain information (such as, passport & travel document; emergency
certificate; certificate of identity; passport application along with
supporting documents; police verification report; VISA details etc.)
in relation to the passports issued to four persons were denied on the
ground that disclosure would cause unwarranted invasion of privacy of
the third parties. The appellant submitted that these third parties
have been directed by the court to remain present in the city as per
conditions mentioned in the bail order. The CIC directed the respondent
to provide the available information to the appellant if he is able
to provide the documentary evidence proving his allegations against
third parties.
Comments
Personal information is ordinarily exempt from disclosure u/s 8(1)(j).
However, if larger Public Interest is served, then the information can
be accessed under Section 8(2).
