Kapil Sibal for his glib talk and HRD Minister (education)........ Sahai to allay Ramdev's fears on the roadblocks that have slowed down Ramdev's Food Park and do not forget Sahai and Ramdev have a connection via the Food Park.........indirect partners (Gen x Venture Capital or GVC) ........... Bansal as he's a Ramdev Bhagat!!! Ramdev is upset because his Food Park is facing one problem after another and then Ramdev has a number of complaints against the Income Tax Department too!!! Ramdev has huge plans in the Education sector!!!! Combined objective…..Ramdev wants to grab Anna's space and Congress is eager that he does this!!!! The Ministers who went to meet him were the ones with whom Vyaapari Ramdev had 'business'!! He will not give up going on fast as he's aiming to get publicity for his political goals...... so if Sarkaar does ultimately appease him he'll go on a fast for show......and Congress would be in favor of this token fast as Congress feels the fast will bring down Anna's prominence.... in fact for such a 'for show' fast 'for show' Sonia or Mohna or both will go to make him break his fast with fresh nimbu pani in a thermos (try to be one up here too because Anna broke his fast with Nimbus) !!! Like I said Ramdev is manageable Anna is not.......and it's said that when Ramdev was told that Anna will be joining him on 5th June Ramdev said 'dhatt terri ki' (shucks)!!!!! Rough estimates put the total expenditure for Ramdev's charade at over 100 crores…. it's rumored that Congress has shared the expenses 'in kind' and in case Ramdev calls off the fast he will be reimbursed to toto for his expenses!!

Ramdev needs to do Pranayam and Surya Namaskar to control his greed!!!!

He should chant ' Mukti' 1000 times everyday so that from his money and power fixation he be freed!!

Balwa wants to depose in front of the JPC!! His motive is not to reveal but to muddle things up and even indulge in some blackmail!!! Seems he and Raja have now become a bit too pally.......maybe dono ka objective is to make the 'powers that be' squirm so that their jail yatra is shortened and they are able to wangle what Laloo was able to do in his DA case….. CBI buggers up the case !! Balwa is a rags to riches guy and in his dictionary the word ethics does not exist!!! Also surprising is Anil Ambani giving himself the clean chit and putting all the blame on Gautam Doshi!!! All who know how Anil functions will vouch that no way could this Swan Deal been done without his go ahead...... in fact many say this was Anil's brainchild ........but now Anil says its Doshi's baby!!!

Executives have now become careful and keep records of decisions in 'doubtful' deals!!

Madam is nowadays busy with the Cabinet Reshuffle!!! Rahul and Priyanka are there to advice her and then there is her think tank!!!! There is no doubt that she'll be tempted to change the PM and say 'we are starting afresh'!!!! In fact she'd have done this some time back had she got a 'total ambitionless , honest and yes man' replacement!! As of now in all the corruption scandals India's PM has not got a cut and I'm sure if Mohna is replaced everyone's share will go down as the new PM will demand a lion's share...... a major concern if Mohna is changed!!! At present for Mohna's 'cooperation' the Government pays for trappings of power that Mohna enjoys!!!

Mohna's dishonesty is his craving to stay in power and enjoy trappings of power!!!!!

Otherwise to Sonia's ludicrous demands why does he not cower (shy away)?????

One of the Bellary Reddy brother's sits on a 2.2 crore gold chair..... he prays to gold idols worth 1.6 crores ..... and his dining table has gold plates and gold cutlery!!! Just for your info Sushma too has a hidden love for gold!!!! Maybe she had a meal at this Reddy bro's home and felt he had the Midas touch and that's what got her so close to the Reddys!!! Grapevine is that Minister of State Mukul Roy is calling the shots, whereas other two ministers Bharat Sinh Solanki and Muniyappa have no work in the Railway Ministry. All important files are being routed through Roy for PMO.

Will PC move to MEA?
Now, latest whispers doing the rounds in the corridors of power suggest that Union Home Minister P. Chidambaram is being tipped the best options for the portfolio of Ministry of External Affairs (MEA). Extension to CRB now very remote
As the grapevine has it the Vivek Sahai Chairman Railway Board (CRB) who is due to due to retire on June 30, 2011 now has a very bleak chance of getting one year extension. Though, the outgoing Railway Minister Ms. Mamata Banerjee before becoming the West Bengal Chief Minister had mooted a proposal regarding this, the same has not found favours from powers that be.

Sanjiv Handa to take charge of Chairman Railway Board
As he grapevine has it Sanjiv Handa who is in the reckoning for the post of Chairman Railway Board (CRB) will be given the charge of CRB.Presently, he is Member-Mechanical in Railway Board. Recently the Ministry of Railways had issued an order for Sanjiv Handa, Member Railway Board to also look after the duties of Integral Coach Factory (ICF).

V.K. Sharma to be Dy Governor RBI ?
In all probability V.K. Sharma will succeed Shyamala Gopinath as Deputy Governor of the Reserve Bank of India on July1. Sharma is presently Executive Director (ED) in the RBI.

Will Mamata copy Mayawati ?

Interest Rate on GPF Deposits

There is no change in interest rate on GPF deposits for last 10 years. It is still 8 % p.a. However interest rate on EPF and Bank deposits has gone upto 9.5% p.a. The Finance Ministry should also consider the interest rate on GPF deposits at par with EPF.

Children education allowance

The Children Education allowance (Rs.1000/- per child), as recommended by 6th CPC and further accepted by the Government is an important step towards increasing the education level in the country. The Pay Commission with its Member Secretary as a woman and some more senior women advisors/ members in Secretariat of the Pay Commission could have had thought of giving some additional advantages and special considerations for the education of a Single Girl Child (in comparison to uniform 2 child recommendations) and promoting the very relevant cause of building into the psyche of at least in Government Personnel the importance of a girl child. The education for single girl child should be free in Government as well as in Public Schools. The Government may still take appropriate action in this regard.

Why not reward honest servants?

In the cacophony of anti-corruption movements, when all and their dogs have jumped into the fray to punish the corrupt, please tell us, who do you punish, since each one is on the side of anti-corruption. This apart, being a typically emotive people largely guided as a herd, are we not ignoring the other part of system? Correction procedure, that is through reward to the competent and the able. Tell us a single system in the whole of India, where there is a procedure laid out for rewarding the meritorious and the bright. If any one is being rewarded, it is entirely ad-hoc, at the whims of the powers-that-be. So you have lap dogs instead of watch dogs. Suggestion is that anti-corruption would so much be a deterrent, but cannot be a substitute for encouraging public servants through a scheme of reward and recognition. Anti corruption crusaders out to hang public servants might as well think how best to nurture and reward a talent, instead of thinking only of punishment and retribution.

Chandra energized CBDT

It was a divided legacy that S. Chandra Ex-Chairman CBDT, left. There is no doubt that he energized the department. He used the internal media of the dept to inform officers, to build opinion and to push officers to perform. There was a sense of involvement in the larger perspective of the department. Please note that the present incumbent has failed to send even an introductory message. It is also true that the motives of S. Chandra were sometimes not clear, yet we have had two chairmen who had tenure of 2 years each and both were worthless who did nothing except keeping their seats warm. The dept owes them no respect today. They set back the department many years. Chandra has set the bar for chairmen so high that it is a notice to the future chairpersons that they either perform or perish. They will not be able to hold their own heads high because their own departmental officers are going to be judging them harshly. As will the common citizen. The real legacy of S. Chandra is that he has awakened the dept officers to expect better from their seniors and that respect will be given only to the people who perform and not by the fact that they were born in particular month of a particular year.

Why convert a fairly attractive portal to bash or eulogize officers? An old dictum :" There is so much of good in the worst of us and so much of bad in the best of us that it hardly makes any of us to talk about the rest of us." People 1000 KM away talking of officers as if their old bum chums makes one squirm. Is that the only thing one can do, really?

Lok Pal purview should not cover PM

Sudhir Chopra's views to include Prime Minister and Supreme Court judges in the purview of Lok Pal perhaps are not based on well thought idea. Making Prime Minister accountable to any one other than the public will make the powerful just powerless and all the time scared to take a decision and there will hardly be any Prime Minister against whom a case will not be registered with Lok Pal even if at the end he might be acquitted. The basic question is whether we are looking at individuals or the institutions? PM and Lok Pal are both institutions and can be occupied by individuals of varied integrity. You may have the most honest PM like the present one or we may have some one appointed as Lok Pal with 2G scam tainted individuals. Judiciary should in no way be under any other institutions. The biggest strength of the Judiciary is its openness. You can not enter the office of Collector or DC without permission. However, you can sit in the court of Chief Justice of India and listen to the case. Let us not create a monster institution. Let there be checks and balances amongst various institutions. All components of a democracy are equally important. Putting PM under Lok Pal will be lowering the prestige of the Office of PM who is and will always be executive head of the Government. US President has the power to pardon himself before resigning but how many times this power has been used, perhaps never. Let us have faith in democracy and full faith in democratically elected PM not an appointed individual. This perhaps may be unconstitutional even. Some real thinking is required on this issue. Opinion of mass mobilisation should not be the guiding principle for such a change. We have enough constitutional experts and great thinkers. Let all pool their head and their thought should be the guiding principle.

May god give wisdom like you to all promotee CSS officers to not to indulge in unnecessary, futile litigations which actually creates a hostile rift, amongst various streams of CSS officers, for a short term gain. DR SOs are not more than 40 and no further recruitment so they can not influence the decisions as you can being greater in number and sitting at various offices from where the CSS promotion policies can be routed.

Your editors are busy writing forum columns and "what people say about us" by giving false identities. Your editorials are absurd imaginary interviews and nursery rhymes. How much benefits/sponsored advertisements have been given to you by Sudhir Chandra. I think you must sell WIC site to some professional journalists and stop your business run via paid news by charging money in cash. This must be reported to income tax department, to whom I am separately taking up with Pranab Mukherjee, the Finance Minister.

Charge-sheet in Reliance Call Re-routing case

The reasons for non-inclusion of the names of Mr. Mukesh Ambani and Anil Ambani in the charge sheet filed by CBI in the Call Re-routing case were denied u/s 8(1)(h) claiming that disclosing the information would impede the process of prosecution. The PIO informed the CIC that the said reasons were available on record but disclosing such information would provide clues to others by which they would be able to argue why they should also not be charged. Holding that the PIO has failed to produce any cogent evidence to establish that disclosure of information would impede the prosecution of offenders, the CIC directed to disclose the information.

Comments

The Delhi HC in Bhagat Singh v. CIC W.P. (C) No. 3114/2007 has observed that the mere existence of an investigation process cannot be a ground for refusal of the information; the authority withholding information must show satisfactory reasons as to why the release of such information would hamper the investigation process. As pointed in this column earlier, such reasons should be germane, and the opinion of the process being hampered should be reasonable and based on some material.
