"It'll be disastrous for country"
Given the today's political scenario, if both the Congress and the BJP really get less than 100 seats each in the next Lok Sabha elections, a coalition government - with the help of regional parties full of vested interests - which may not last long would be formed which would again be disastrous for the country as has been the case in the past mainly in 1996.
The above opinion has emerged on eliciting the views of the surfers - of thewhispersinthecorridors.com - who were asked "If today's political scenario is taken into account, both the Congress and the BJP will get less than 100 seats in the next Lok Sabha elections. In such a case, what could be the emerging scenario?".
While some said that in the above situation, it would be better to switch over to Presidential form of Government, others said that it would be a repetition of 1996 which would be disastrous for the country.
Majority surfers felt that a national democratic front of small/likeminded/ regional parties supported from outside by either of the two national parties will be in place for one year after which mid term elections will be held to have a stable government.
One thing that can't be ruled out is that in the case of none of the national parties getting majority of their own, there will be unprecedented horse trading and whichever be the government it will be of the mercenaries by the mercenaries and for the mercenaries. We shall have maximum corruption.

(3) If the criteria that was applied while appointing R.K. Singh as CRB was applied now also then Vinay Mittal is considered to be "the suitable candidate". I agree to above observations. In railway all 9 departments work under water tight compartments though there are posts like DRMs, GMs for interdepartmental coordination. DRMs & GMs after completing there tenure again go back to parent department and therefore do not forget the loyalty of the department. Glaring example is that 5th pay commission gave two posts of members for S&T and Stores department of railway but existing members and CRB did not process as they do not want these departments to become equivalent to them. There is long story which is known to the working officers and staff of the railway.

For a good governance !
For a good governance, transparency, accountability and fairness is necessary. Transparency and Accountability is brought through legal framework while fairness is by implementation. Developed countries generally talk of transparency and accountability because fairness is not a problem for them. India is almost reverse in this regard. We have a lot of laws and institutions but we lack fairness. It is built in Indian psyche to say something but act opposite to that. The fairness can only be brought by having dedicated and selfless leaders and merit oriented administration. In India what is done is not what is envisaged in the policy. We can start from PDS, appointment, contract, and end up counting all the programs and policy are meeting the same fate. Programs are for needy people but corrupt people does exactly opposite. Lokpal bill is an attempt to bring all three things (transparency, accountability and fairness) to the level which will help poor people in long run.

Regularisation of Ad-hoc service
CS-II Division of DOP&T, responsible for management and promotion of al cadres, including CSSS cadre, appears to giving step-motherly treatment to CSSS Cadre as they failed to regularise Stenographers Grade 'D' appointed on regular basis in 1983 and promoted as Grade 'C' on ad-hoc basis during decentralisation regime way back between 1993-94 against the vacancies arising out of CSSS Cadre restructuring taken place in 1993 despite having put in more than 15 years continuous and uninterrupted service as Stenographers Grade 'C' in consultation with Establishment Division of DOP&T. It is to be mentioned here that though ad-hoc period cannot be continued beyond 3 years period, yet the officials have not been regularised despite putting in more than 15 years continuous uninterrupted service which cannot be termed a short term measure and just to fill the gap to meet the exigencies of work.
Now, the restructuring of CSSS cadre has done again and the process of benefitting the officials is almost over, but the issue of acute stagnation in respect of Stenographers Grade 'D' and thereafter prolonged ad-hoc service as Stenographers Grade 'C' without giving the benefit of restructuring and regularisation of ad-hoc service has completely marred the future prospects of promotion of Stenographers Grade 'D' which remained most stagnated in this cadre. Moreover, it is contrary to the instructions of Establishment Divison of DOP&T itself. Hence, CS.II may kindly take up the matter and give a serious thought to the status of those stagnating and serving for the last more than 15 years without even getting a single promotion in consultation with Establishment Divison and as a one time measure, regularise the entire ad-hoc service(s) put in by the officials. Now that the officials, Stenographers Grade 'D' in particular, who have put in more than 27 years service as Steno Grade 'D' and are likely to retire in the next five or so years, it is requested and humbly prayed that CS.II Division give a serious and sincere thought and after taking into account the entire ad-hoc service(s) and issue revised Seniority List in respect of Stenographers Grade 'C'/Private Secretaries from the date of persons eligible for next regular promotion . It will eradicate the problems of acute stagnation in this cadre to some extent.
Hope the DOP&T will give a serious and sincere thought and do justice with the affected Stenographer Grade 'D' employees.

What about NAC headed by Sonia Gandhi ?
While the arrogant ministers like Kabil sibal and Chidambaram in the UPA Government are denigrating the civil group on Lok Pal bill, saying they are unelected and unelectable and blame the civil group for behaving like an alternate government etc, the UPA ministers are not yet able to answer the same blame about NAC headed by Sonia Gandhi. While power was refused to Sonia by President Abdul Kalam(he paid for it by not getting a well deserved second term) due to her two passport status, she wanted power in anyway and formed a super PM post calling it NAC head and formed a group of unelected, unelectable people as her coterie members of NAC. They have made UPA cabinet a dummy one and the PM a target for a butt of jokes.

Vibrant India !
I recall a vibrant India was brought to its knees by organising opening of locks in Ayodhya. Now after we heard our exports increasing and see India's resilience to melt down in US, India needs to be brought to its knees and hence all this hulla gulla. Corruption existed in India inspite of anti-corruption laws; why no Anna wants enforcement of anti-corruption laws; why no one raises voice against UP and Karnataka which are stinking. Reason is that UP and Karnataka don't bring India to its knees. All those joining the chorus need to think. A man earns 1150 crores in a few years - no honest means allow such an accumulation of wealth but no one questions. Let get down to setting our house in order first, otherwise, no Lok Pal will help us; we will need another Lokpal to keep a watch on this Lok Pal. Think dear Indians think. Who would like India to dominate the world scene; at least we Indians should.
