When the Cops came to arrest him why did Ramdev do what he did......run around the stage and then jump off it.........why did he expose his supporters to action by the Cops....... he should have just got arrested........ Ramdev was talking about giving up his life for the Nation and what came out was that he was scared of getting arrested!!! Why did he ask women to form a protective shield around him and why did he try to slink away wearing a salwar kameez???? Ramdev has a lot of answering to do..... the letter he gave to Sibal and Sahay at Claridges..... despite this letter why was he mobilizing more of his supporters from Uttrakhand and rabble rousing those at the Ramlila Ground??? BJP is demeaning Jaliawala Bagh by comparing what happened at Ramlila Ground to Jailiawala Bagh...... seems BJP needs to revisit history!!! Some words for Congress...... Congress gave Ramdev a bloated head in the first place and this made him keep adding to his demands..... the arrest could have been done 'tactfully' because this night eviction was wrong.......very wrong........totally mishandled........what's happened could boomerang and Ramdev could get a stature that he does not deserve!!!!!

As Ramdev is in the mood to cleanse the Nation how about him doing some cleaning in his domain too!! For example, take Ramdev's website ..... it boasts that Yoga can cure epilepsy, heart disease, muscular dystrophy, Parkinson's, eye disorders, arthritis, piles, hepatitis, kidney problems etc. Ramdev has said he can cure gays too!!

In case you visit such healers you will fall prey to the 'salesmen patients' in their Ashrams, Clinics etc., who will tell you that they suffered from some incurable disease and were cured when they came to this place! Reminds me of Mumbai's VT Station..... when you step out you'll find a hawker selling clothes surrounded by what looks like customers..... actually all these guys are his partners...... when you start checking the merchandise one or two start talking about the merchandise and praising it and the others start buying frantically! This old trick in the book is used by faith healers, quacks, Babas etc. These cruel people spawn on people's miseries and take advantage of people when they are at 'their weakest'!!

Imagine a Mother whose kid is suffering from an incurable disease lands up at one of these places! Her hopes rise as she's told by the 'salesmen patients' that they've been cured of some incurable disease! Then the faith healer, quack or Baba raises her hopes promising that her kid would be cured! And then starts the 'milking of her woes'....... money is sought directly and indirectly! In the end either the Mother takes the kid after the kid's condition worsens or the kid is no more! Then comes the cover up....... by putting the blame on the Mom , the kid, the prior treatments taken ....even the disease!!! Even the disease??? This disease has the nasty habit of changing tracks when its attacked...... and sadly symptoms show up when it's too late.... happens in only 1% cases!!

These people play with lives and are the worst kind of parasites.... so how about Ramdev demanding the death penalty for these cruel people???? When Ramdev came on the scene he was a harmless Yogi who wanted to make India healthy..... and then he metamorphosed into one who offered Yogic and Naturopathy cure for every disease!! In HT's Saturday's (04 June) edition Amrit Dhillon has written about her experience with Ramdev's Ashram!! Let me assure you that if in times to come Ramdev unfortunately needs a bypass he will not waste time trying to cure himself with Yoga..... he'll go overseas in the garb of spreading Yoga and curing people of their miseries and instead secretly he'll get his bypass done.... if his absence is noted overseas and questions are asked his reps will say..... Baba is in introspection..... or has taken temporary Sanyas to recharge!!! And when post surgery and recovery when a leaner Baba emerges his reps will say ' Whenever Bab goes into introspection he fasts and this causes Baba to lose weight'!!

I was told that Ramdev was paranoid that the stage he was sitting on in the Ramlila ground was bugged! That's why he did chose Claridges for a heart ot heart with Kapil Sibal and Sahay??? Was there a personal hidden agenda too????? If there was 'some personal hidden demands' I'm sure the Government would have only been too happy to oblige!! Once these were out of the way Ramdev was not averse to discussing his 'official agenda' on the Mobile Phone!! The Civil Society Members had no qualms about going to any venue for discussions with Government reps ( Sibal etc.)........ their objectives were pure!

One can see the stark difference in the fast and ensuing negotiations between Anna and his lot and the Sarkaar and Ramdev and the Sarkaar!!

Why did Ramdev say that he could not be bought???? Gandhi Ji did not say he could not be bought....Anna too also did not make this comment!! When one is not on sale then one does not need to say 'I cannot be bought'..... the minute someone makes this comment people start looking for this person's price tag!! This statement by Ramdev exposed a lot!!

Post Ramdev's fast if anyone wants to fast then he or she will have to meet a new set of qualifications..... for starters at least 20,000 people should join the fast......the fast venue should be cooled or heated........ have filtered water taps all around...... have a special enclosure for the Media.......... huge TV screens....... and at least 15 Media OB Vans outside the venue..... if these are not met the fast will be derecognised...... fast will be ignored!!!!!

Sorry Ramdev Ji just like white does not mean people who wear clothes of this colour are pure similarly Bhagwa does not mean the wearer has left materialism behind...... maybe its Kalyug's affect ........ nowadays most people who have a penchant to wear white are very impure and most of those who have a penchant to wear Bhagwa are very materialistic!!

BUREAUCRACY

SURVEY REPORT : Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? No. If one was to go by the views of the respondents to the survey conducted by the whispersinthecorridors.com. Majority of the respondents said that it was not only time consuming but ministerial arbitrariness, which politicizes bureaucracy to a large extent, also defeats the whole purpose.

While some respondents said that the whole exercise was a sham as its implementation lacks honesty and public purpose, others opined that the system has been exploited so much by vested interests that honesty, devotion to duty, functioning as per the law etc are no more virtues.

Add to it, several respondents said that the CSB should have the final authority on all appointments in the Central Secretariat even as the CSB should have one member each from the IAS and two from Central Services to ensure fairness in selection and afford other services a chance to serve the Centre on their own merit rather than on
extraneous considerations.

For detailed report, read June issue of the Whispers in the Corridors.

Prime Minister must come under the purview of Lokpal

Prime Minister must come under the purview of Lokpal because Prime Minister takes the decision. If the decision if found to be malicious or unfounded then Prime Minister becomes responsible too along with all those who proposed and recommended for the decision to be taken by the Prime Minister.

Rules in the Government are totally wrong

Some of the rules in the Government are totally wrong and impartial. The Kendriya Vidyalaya employees do not come under the purview of Directorate of Estates accommodation. But at the same time the employee will not get house rent allowance if his/her spouse is employed in Central Government and having Directorate of Estates
accommodation. If the husband of a lady school teacher of KV dies she will come on to the streets & no body will come to her rescue irrespective of the fact that over the years she had not been taking any house rent allowance. Secondly, the Kendriya Vidyalya do not acknowledge the Government rule of "posting of wife and husband in the same town" in the case of a Kendriya Vidyalaya Teacher and a Central Government employee under their Transfer Policy. Something should be done to correct this.

Anurag Srivastava

Is this the largest democracy of which we boast?

Thousands of innocent men and women-old and young are sleeping after their day of fast and satyagraha and here comes the enforcer of law and order and start attacking them with teargas shells and lathis, disperse them brutally, destroy their pandal and take away Baba Ramdev to an undisclosed destination. What happened last night is shameful.
If holding dharna and Anshan' in Ramlila maidan was 'illegal' as opined by one of the congressmen then why give permission in the first instance. And if the permission was given and any law and order problem was apprehended why not issue legal notice first. Is this legal to arrest a man like that without warrant and in the middle of night. Are people not right in arriving at the conclusion that by this action the Government has shown that it is not serios about corruption and does not want to expose those involved in black money. They bluffed Anna Hazare too and they played the same game with Baba Ramdev. We have in this Government some of the past masters in bluffing others. Even bureaucrats play such bluff games with each other. We have in this country the biggest cheats and bluffers. Subsitute democracy with the word bluffocracy.

Aarti Khosla

Society births Annas & Ramdevs !

Corruption, when spread to each and every agency of the government, creates a climate for civil strife. The first casualty of corruption is "governance". In the past several years the citizens have faced the consequences of corruption almost on a daily basis. It has turned cruel, uncivil and violent extortion. More than that, the present coalition has displayed such complicity that the exchequer has been looted of thousands of crores of rupees. It is no coalition compulsion, but a well worked out division of the loot, something akin to batai kheti or share cropping! Corruption has not only paralyzed government but also administration . Public desperation ought to be judged by the fact that an ordinary but honest Indian like Anna Hazare rose in revulsion against all
pervading corruption and was joined by millions in no time. The government seemed to heed the call of conscience but was dragged back to the old gimmicks. It is singularly unfortunate for India that the man who defended a proven corrupt judge on the floor of the House should be negotiating with the representatives of the society on corruption! Nothing can be a greater travesty than this!! It is the trick played on Anna that Ramdev has roared. This time the tone and tenor and the manner of the protesting society is exactly what forces government to listen carefully. The point is: why doesn't
the government do what it is supposed to do? Why does it not allow the system to work as per the provisions of the law? For example, does it require the whipping from an Anna or Ramdev to fast track all corruption cases pending with the CVC or the CBI? What is so complex (point of fact or law!!!) that these cases of proven corruption can't be heard in open fora and decided on a daily basis? If the proceedings in genuine cases of corruption are televised, I am sure it will act as the best and effective deterrent
to the practice of corruption. Today the corrupt display self confidence bordering on arrogance and the honest move about pathetically-penalised by frequent transfers and concocted cases. Those indulging in vilification campaign or frivolous complaints need
to be jailed for no less than 10 years(like in drugs cases) and a fine of no less than 5 lakh rupees. The government can take the society into confidence in less time than these aamaran anshans or fast unto death would take to conclude. But is the government
willing? Or it is more interested in setting up more committees and commissions to reward retired/tired/retreaded judge or bureaucrat dancing in the court of the powerful? Restore dignity to the government service; allow the public servants to deliver as per the
law; exercise your oversight responsibility religiously to ensure that public servants act accordingly. At stake is the survival of the nation, democracy and we the people of India!!! Non violence is not to be mistaken as weakness. The whole society can take to arrogance, aggressiveness, crookedness like the intimidating Netas talking down
the people and can pay back these Johnies in their own coin, but is it what the government is waiting for?

M L Gupta

Hidden form of corruption

Neither Hazare nor Ram Dev are talking about a hidden form of corruption which the Ministers and Bureaucrats are extracting out of the country's wealth like a 'deemak' i.e. of office perks & faclities. Staff Cars are being used for doing private jobs, telephone for
talking to their children in USA, additional staff much more then their entitlement (over employment) and milching of PSUs. This is also a form of corruption. If collected in bits it will also run into thousands of crore. I have already obtained a number of such
information under RTI Act.

RTI

Are Ministers covered under definition of 'public servants'?

The appellant desired copies of instruction under which Ministers are covered under the definition of public servant and the rule under which the Ministers could remain missing from their official duty for weeks and devote themselves for their party works leaving behind their official work unattended. He also wanted to know whether such prolonged absence from official work could be treated as a part of their official duty and whether a Minister could draw pay & perks for the period of absence from official duty to attend personal or party work. The PIO stated that as per records available there are no
specific definitions of whether Ministers are public servant or not. The CIC felt it necessary for the Government to define whether Ministers are public servant or not and this should be available as a requirement of Section-4 declaration.

Comments

The section 4 puts certain obligations on the public authority to pro-actively disclose certain facts about themselves. The civil servants have been at the receiving end for delay or absenteeism but the performance of ministers has not been questioned. Would the RTI
Act be able to force the attendance of the Ministers?
