Last surviving ICS officer passes away
John B. Bowman, the last surviving ICS officer in Bombay passed away in February 2011, at the Breach Candy Hospital where he had been admitted some time earlier. He was almost 94. Bowman was born on 26th May 1917 in Scotland and educated at the George Watson's Boys' School, University of Edinburgh and Balliol College Oxford. Allotted to the Bombay ICS cadre, 1938 batch, he arrived in India in October 1939 and made India his home for the rest of his life. He started his ICS career as Assistant Collector at Dharwar, then in the Southern Division of the Bombay Presidency.

Asked to stay on by Morarji Desai in the ICS, he gladly did so and held positions of increasing importance such as Collector of Thana, Motor Transport Controller and Vice Chairman of the Bombay State Road Transport Corporation, Chief Electoral Officer, and Secretary to the Government of Bombay, and later Maharashtra, first in the Urban Development and Public Health Department (UDPHD) and then in the Building and Communications Department (B&CD).He resigned from the ICS in 1962 to become the Executive Vice President of the Bombay Chamber of Commerce and Industry. His resignation from service was accepted by his 1938 ICS batch mate and Bombay cadre mate, L. M. Nadkarni, who was then a Joint Secretary in the Union Home Ministry. Retiring from that position, for a long time he was Chairman of the trust that administered the Breach Candy Hospital in Bombay.

On one hand there is a flood of vacancies in each and every state of Local Police/ CRPF/ other police forces. There is longer and longer queue of candidates. On other hand Defense forces are looking for its officers. Shortage in Army was first felt during Kargil war. To attract the young blood in Army, it is necessary to provoke the interest of young blood. But no steps have been taken since Kargil. I would like to propose to provoke the interest of young blood through NCC. Only those public schools be approved those have NCC in their schools. Only NCC candidates be conditioned for joining police/ central police or defense service. Shortage is not only in Armed Forces but in all most all central civil services and this trend will continue for long. Remedy lies in outsourcing of non core activities and maximum use of ICT facilities.

A few years back I had gone on a training to England. People there were bothered that young generation are not taking up subjects of Science and Maths and that they envy India. Most of them were opting for BBA/MBA. Recently, I had accompanied my wife, who is a school teacher, for census duty in one of the posh colonies of South Delhi. In one of the houses we were asked by young girl, who was an MBA and working as an Executive in Vodafone, as to what is census. This shows that we are also marching towards the same directions. If you ask the young generations about the latest brands of cars, mobile phones, cloths etc., they will tell you soon. The young generation of today don't know anything about the word 'sacrifice' and is surviving because of the hard earned money of their parents. Most of them are working in multinationals, software companies, call centres etc. with no sense of responsibility. They need fast buck. Many of them are suffering from diabetes and blood pressure. In such a scenario how do you expect the present crop of young generation to join 'Defence Services'. I think that mankind is doomed.

How can PM absolve himself of the responsibility ?

Prime Minister's assertion in Rajya Sabha on March 8, 2011, stating that he was not aware of the Charges against CVC appears to be away from facts. The Prime Minister holds the charge of Ministry of Personnel, Public Grievances & Pensions as displayed on his web page. Lets believe that the then DOPT Minister, Prithviraj Chauhan prepared the list and the recommendation papers did not carry any input on Thomas involvement in corruption then too certain questions arise:-

1. As Minister of DOPT how can he absolve himself of the responsibility of this so called "erroneous" appointment? How can we citizens who swear by his honesty treat his ignorance as an "Un-intentional Mistake"?

2. He said that he came to know about charges during discussions. He also said that objections were raised by the Leader of the Opposition in Lok Sabha, Mrs Sushma Swaraj prior to that he was not aware. Why did he not get the objections raised by Ms Swaraj verified and then proceed for CVC's appointment? Why did he disbelief a Senior Leader like Ms. Swaraj who had put her objections in B/W?

3. What was the cause of hurry by PM?

4. Why were other two names in the panel for CVC not considered when objections were raised?

5. Considering the honesty he wears on his sleeves, who mis -informed him about the credentials of Mr. Thomas?

6. Why all the top posts in this country are being held by one section of South Indians and not by people from North, East or West? Is the Nation having dearth of able and competent officers?

7. Whenever process of appointment to important post starts, PMO reportedly receives lot of counter representations. In case of CVC too, PMO would have received written representations. If it received any representation then what was the fate of those documents?

8. Which officer in PMO was responsible of not bringing complaints against Mr. Thomas to the notice of PM?

9. The then DOPT Secretary was known to be a no-nonsense bureaucrat. How did serious charges of corruption against Thomas miss his curious attention? Was the then DOPT Secretary under pressure from some quarter?

10. Who will be held accountable for this faux-pass that has cost we Indians our pride and shaken our trust in Prime Minister?

11. Will ever our PM punish people at fault of this entire episode?

12. There is an annihilation of trust by the Congress Government. What would Mrs. Sonia Gandhi do now to redeem the image that appeared to be "impeccable" on the start of second UPA term?

13. Will the Country be made to bleed for greed of few and till how long?

Like any other Indian I too have many question in my mind, but the jolt that we have got from Manmohan Singh of under performance, clearly reflects "Trust Deficit". It's hard to believe that a person of caliber of Manmohan Singh would act as a mute spectator and see India's image getting battered every day. Please Mr. Prime Minister redeem the lost Trust of we Indians in you, political system and the government.

Nevertheless my head hangs in shame, despair and disbelief.

Often when something goes wrong, all members of the group attempt to pass the blame on each other. But the blame game shifts our focus to who made the mistake rather than what led to the problem or why the problem occurred in the first place.

On this note, I would like share a story contributed by Hari Haran.

Boy was born to a couple after eleven years of marriage. They were a loving couple and the boy was the gem of their eyes. When the boy was around two years old, one morning the husband saw a medicine bottle open. He was late for office so he asked his wife to cap the bottle and keep it in the cupboard. His wife, preoccupied in the kitchen totally forgot.

The boy saw the bottle and playfully went to the bottle. Fascinated by its colour, he drank it all. When the child collapsed the mother rushed him to the hospital, where he died.

The mother was stunned. She was terrified how to face her husband.

When the distraught father came to the hospital and saw the dead child , he looked at his wife and uttered just five words.

What were the five words?

ANSWER: The husband just said "I am with you Darling" The husband's totally unexpected reaction is a proactive behaviour.

The Child is dead. He can never be brought back to life. Besides, if only he had taken time to keep the bottle away, this would not have happened. No one is to be blamed. She had also lost her only child.

What she needed at that moment was consolation and sympathy from the husband. That is what he gave her.

Moral Of The Story: Sometimes we spend time in asking who is responsible or whom to blame, whether in a relationship, in a job or with the people we know. By this Way we miss out some warmth in human relationship.

Filling of Constitutional positions

The verdict of SC on the appointment of CVC is clear that the institutional integrity is to be protected at any cost and also reviewed the entire process of appointment. The Govt should not simply follow the convention of considering only the officers who served as Secretary to Govt. Competent persons from other fields and services should also be considered for the posts of CAG, CVC, CEC,CIC etc. Though we have been finding good officers occupying such post in the past, it is high time that the process of selection become transparent in future.

"The WIC is far above castes and creeds !

Hats off to Vijaylakshmy Gupta ( 27th Feb,11), extolling her qualities, crossed all canons of human dignity. The casteist statement that she was not a 'UP BANIA' but a 'Palghat (Kerala) Brahmin' must have surely offended the sensibilities of other browsers. Such casteist comments that are derogatory to one caste and supremacist to another, are obnoxious. The WIC should not be misused by sick minds, who are socially divisive and think against the spirit of national integration. One hopes, such unwarranted comments are not posted on WIC, in future, as these violate the norms of journalistic ethics. The country is already paying the price for such supremacist attitude and can afford no more caste wars. Dr Suresh Mehrotra, the Editor-in-chief is requested to post my comments on the WIC for the benefit of browsers.

Misuse of the Act

The appellant sought information regarding grant in aid given to DAV College etc. and was offered the opportunity to inspect all the records. He instead filed second appeal before the Commission. Respondents stated that the appellant was in the habit of filing RTI applications and had filed 250 RTI applications to date through which he sought voluminous and old information. Usually, the appellant does not appear before the First Appellate Authority when his appeal comes

live for receiving the information. They submitted that the appellant who is a former contractual employee of D.A.V. College has already been provided information under the present RTI application running into over 200 pages and have so far provided him thousands of pages of
information against his other RTI applications. The Commission ruled that such vexatious applications can be summarily dismissed at the level of the CPIO since it is obvious that these applications are not being preferred in public interest and are in fact adversely impacting
the functioning of the public authority instead of strengthening it, which is contrary to the letter and spirit of the RTI Act.

Comments

Cases where the appellant is misusing the RTI Act to settle personal scores with his former employer are not uncommon. This ruling provides a definitive way for summarily dismissing those applications at the level of the PIO which causes disruption in normal work and strain on
the financial resources.
