case pending against Thomas seems to be an effort to shift blame and get benefit
of doubt. It's a known fact that that Prithviraj Chavan is a Gandhi family loyalist
and he would have not done anything to upset PM or 10 Janpath on his own volition.
Its hard to believe that Prithviraj would have not shared information on corruption
with people in power. Should it be construed that Prime Minister who has mishandled
issues of national importance is trying to save his chair by shifting onus on
10 Janpath loyalists? Scapegoats seems to be in great demand these days in
PMO!

legal I think all decisions taken by PJ Thomas during his tenure
as CVC should be legal as the decisions are a collective responsibility of whole
organization and are solely not his. These decisions are based on rules laid for
the purpose.

the poor's cry by arresting inflation, raise retirement age
In view
of incurring heavy expenditure on the recent Commonwealth Games, inflation will
not come down despite making announcements from time to time as had happened after
1982 Asian Games, as is clear from the fact that average consumer price index
shot up from by 56 points (553-475) between 1982 and 1983 as against 35 points
(475-440) between 1981 and 1982, representing increase of 60% price rise. Therefore,
India needs another green revolution to overcome inflation so as to increase food
grain production by making agriculture a more attractive investment option. It
should first raise retirement age to 62 and then invest liberally the saved/postponed
two years' retirement benefits in agriculture by subsidizing and distributing
fertilizers and high yielding seeds to farmers as also households, subject, of
course, to certain safeguards; and subsidizing purchase of agriculture-irrigation-equipments
like tractors; introduce tax benefits to Corporates who adopt in-house/captive
farming. Govt. should also ban forward trading, in coordination with WTO, if need
be, in food grains, simultaneously raiding hoarders and putting them behind bars.
Other measures are (a) extending/subsidising agriculture credit at low rates of
interest, free-insurance of agricultural produce in case of natural calamities,
(b) imposing tax on sale of farming land - whether to govt. agency or private
builders, (c) further raising interest rates as incentive to save more to curb
inflation and discourage hoarders to get cheap credit from banks, (d) educating
people to refrain from buying high priced items, as was done by late Sh. Lal Bahadur
Shastri by advising people to keep fast on Mondays at the time of food crises,
Thus, if production of food grains increases, there will be less chance for hoarders
and the principle of demand & supply will apply, thereby reducing prices of
food grains. Food Corporation should be allowed to buy more and more food grains
and release to the market from time to time, banning completely forward trading.
By controlling inflation, PM can prove that he is a world-renowed economist. By
raising retirement age, corruption can also be curbed to some extent. There is
a strong case to raise retirement age, as has been done by other countries due
to late marriages, late entry into service, increase in average age, etc. Retirement
age in the case of doctors, professors/teachers, judges, has already been raised.
Youth will not be affected by this move because they can also serve for a longer
period. Already, there is shortage of staff in every office and general public
is feeling the pinch, as more and more raw hands are appointed on contract/re-employment
basis due to the policy of filling up one vacancy against three vacancies. This
practice is wrong inasmuch as contract-employees are not subject to Conduct Rules
and they cannot be held responsible for wrong doings. If the above measures are
not taken, inflation-rate will increase further and common man will be hit hard.

RTI Misuse of the Act The
appellant sought information regarding grant in aid given to DAV College etc.
and was offered the opportunity to inspect all the records. He instead filed second
appeal before the Commission. Respondents stated that the appellant was in the
habit of filing RTI applications and had filed 250 RTI applications to date through
which he sought voluminous and old information. Usually, the appellant does not
appear before the First Appellate Authority when his appeal comes live for
receiving the information. They submitted that the appellant who is a former contractual
employee of D.A.V. College has already been provided information under the present
RTI application running into over 200 pages and have so far provided him thousands
of pages of information against his other RTI applications. The Commission
ruled that such vexatious applications can be summarily dismissed at the level
of the CPIO since it is obvious that these applications are not being preferred
in public interest and are in fact adversely impacting the functioning of the
public authority instead of strengthening it, which is contrary to the letter
and spirit of the RTI Act. Comments Cases where the appellant
is misusing the RTI Act to settle personal scores with his former employer are
not uncommon. This ruling provides a definitive way for summarily dismissing those
applications at the level of the PIO which causes disruption in normal work and
