the Budget he showed no concern about inflation!!! Why do you think his

crore. European and US led banks have promised to bankroll the project. SAIL
sets higher production, sales targets for FY '12 Maharatna Steel
Authority of India Limited (SAIL) has laid highest thrust upon modernisation &
expansion projects, including training of project personnel, in the memorandum
of understanding (MoU) signed with the Ministry of Steel for the year 2011-12.
Secretary (Steel) P.K. Misra and SAIL Chairman C.S. Verma signed the annual MoU
at Udyog Bhawan in Delhi recently. SAIL has also incorporated new key thrust areas,
including corporate governance, green supply chain and international alliances
in the MoU for FY '12. It is noteworthy that SAIL's performance with regard to
MoU parameters has received 'Excellent' rating since 2002-03.As per the MoU for
FY '12, SAIL plans to achieve higher saleable steel production than planned for
2010-11 by utilising more than 114% of capacity. The company has maintained its
thrust on production of special/value-added steels and also plans to produce higher
volumes than planned for the previous year. Gross sales projections are over 4%
higher than planned for FY '11. For modernisation & expansion projects, the
weightage on achievement of milestones continues to be 10%, the highest weightage
amongst dynamic rameters.While fixing 1.1% of gross margin as R&D expenditure
for 2011-12, SAIL has identified seven key projects in this area and targeted
27 new patents. In relation to corporate governance, which is a mandatory parameter
as per DPE guidelines, SAIL has stated in the MoU that it will comply with all
the 30 requirements. In the area of sustainability, which is another mandatory
parameter, the company has decided upon 'greening' of its supply chain by targeting
achievement of ISO:14001 certification for some of its warehouses during 2011-12.
Other thrust areas identified under sustainability are reduction in specific energy
consumption, specific water consumption and particulate matter emission load.
In addition, with its focus on becoming a global player, SAIL has decided to sign
a number of MoUs with foreign companies and has included this as an MoU parameter.
The company will continue its thrust in the areas of customer satisfaction, human
resource development, productivity improvement and CSR. WAPCOS

Why only defence, people
are losing interest in civil services also. The reasons are many. Historically,
these services were looked up to since Indians were kept out of higher posts in
these services during British times. The higher posts were highly paid as well
and prestigious. These services thus became sought after. Post independence, due
to lack of opportunities and economic growth, these services retained an attraction
for the educated youth. With increasing economic growth and expanding opportunities,
interest in these services has declined (the recent recession has arrested the
trend but only for a while). In a growing economy in a democratic set up, the
professions, the judiciary, the media and politics become more powerful and attractive
to the public spirited youth than the defence and civil services and more and
more professionals and educated youth can be expected to join these areas rather
than the services. In addition are the hardships associated with these careers
without commensurate compensation ( the pay of a Cabinet Secretary is lower than
a rookie MBA from any IIM, same for the pay of any General/ Admiral/ Air Marshal
of the Army). The prestige and honour attached to these services is already lost
(constant battering of morale at the hands of the many lobbies that actually run
this country viz. business, media, judiciary, politicians). The military leadership
in the country has always been taken for granted but now the civil services are
also the subject of derision all over the country. These services are better than
a few other careers viz. the public sector, the public sector banks, state governments,
teaching etc. Barring these professions, nobody worth his/ her salt looks up to
these services any more. A General of the Army does not inspire any awe any more
in avowedly over-pacifist India. Neither does the Cabinet Secretary. They have

for filling up vacant slots with focussed attention to locate eligible candidates
from the rural belt of the country. Norms for direct entry should be relaxed as

Retirement Age All the arguments for
and against escalating the retirement age are meant to obfuscate the crux of the
issue. Firstly, the endurance of the aged has definitely increased both mentally
and physically. Why quite a few, indeed many of the seniors can give a good run
for money for all the young puppies and upstarts in the private and non-government
sector. This is derived from judgement, experience, clarity of vision, and ability.
Just consider the number of post retired persons who are lapped up in the private
sector, for whom bottom line is the bible. Secondly, when so many old guards can
dabble and stumble in active politics, in judiciary, in heading the country and
the state, deciding the fate of millions, there is no reason why a mere extension
of retirement age by 2 more years should cause so much of flurry. Even in private
sector, age is not at all a factor, but merit (and maybe networking and 'right'
contacts) is more decisive. As rightly pointed out, let it be through a filter
so that those with potential and proven track record can be passed through beyond
60. on a scale of balance, the argument would tilt towards increasing the retirement
age which would be objectively beneficial from many angles. The negligible percentage
of the entire workforce who would be obtaining such an extension, if and when
it comes, is not going to jeopardize the employment horizon in the country. Rather,
the lopsided policies of the government, which is exacerbating the price lines,
income disparities, etc are to be blamed for the burning mess that is facing the

The latest scam of fake pilot licences has taken the cake. The nepotism
and corruption can go to such an extent in our country that people are not bothered
about the lives of others -even their own kids. The daughter of one officer of
DGCA gets disqualified by the training academy in USA where she went for training.
She comes back, attends a 5-day programme in a little known flying training school
in Uttrakhand and presto she gets the pilot licence and merrily flies jumbos.
There are others too getting their licences on the basis of fake marks and other
documents. That this was facilitated by the Directorate of Civil Aviation which
is supposed to regulate safety of the aviation sector is shocking. Few on those
airlines too who thought nothing of employing these sifarshi pilots-boys and girls
to oblige the DGCA bosses. They definitely compromised with the safety of passengers.
Now when the facts are out ,people should boycott those airlines. As for DGCA
severe punishment needs to be meted out to these fake pilots as well as their
fathers, uncles and benefactors. That this will be done is a vague hope. In this
country every one- the big and the small gets away with murder. Only the innocent
and good suffer. The echo therefore gets louder as to "what the hell is going

I want to share about the loss to the Govt exchequer by Jats on the pretext
of reservation. Today, if they are extended the benefit of reservation, tomorrow
some other group will raise their voice and so on. It is high time, Government
should change its policy and take a tough stand (forgetting the voting policy)
by cancelling all its reservation policies given to particular castes. It is a
well known fact that benefits of reservation are reaped by the affluent persons
only. A reservation policy should be made and approved by the majority, for persons
living Below the Poverty Line. They could be of any caste. Government can extend
any sort of help to them. I think, in this way, on the one hand help will reach
the right person, and on the other, resentment among different categories about

file pertaining to the preparation of 'Agreed List' for the year 2004 containing
the recommendations of higher authorities was sought. The RTI applicant referred
to Instruction No. 1881 dated 13th February 1991of the Department of Revenue,
Central Board of Direct Tax (CBDT) which laid down guidelines regarding preparation
and operation of the 'Agreed List'. (i) In every case where an officer's name

an officer should not remain on the 'agreed list' for more than one year on the
same ground, extended in exceptional cases by one year each to a maximum of 3
years with the prior approval of the CBDT. The Delhi High Court dismissed the
appeal against the order of CIC directing disclosure of file applying section
10(1). The HC also directed payment of Rs. 5,000/- as costs to the RTI applicant. Comments Under
Section 4(1)(d) of the Act, every public authority is required to indicate the
grounds for taken for decision, at least to the affected person. Unfortunately,
the name of an officer tends to continue on the agreed list indefinitely due to
lack of adequate care and the affected person having no means to know about the
same. The whole concept of 'agreed list' needs to be revisited in the post RTI
