Rumours have been doing the rounds that some realty Companies have Jamai Raja's backing!

And Congress got wind that this story Media would be 'cracking'!!

I think Jamai Raja story has been planted by Congress!!!

That's because Congress got wind that a story is about to appear in the Press!

The story in ET was aimed at showing Jamai Raja as a businessman foraying into realty!

But BJP says this is far from the 'reality'!!

A Media House with pro BJP leanings was working on this 'kahaani'!!!

And Congress felt kahani will cause Madam haani!!

Rahul is already fire fighting this and has called pro Congress Media for a meeting!!!!

For starters first on this the pro Congress Media will start tweeting!!

It's well known that in realty a lot of 2 number money can be used!!

As high as 90% 2 number with 10% 1 number can be fused!!

Realty is the favourite 'destination' of our Netas for 'ghoos' investment!!

In fact I feel 90% of ghoos money into this sector is sent!!

Now I hear Opposition is going to say Jamai Raja is just a front!!

His realty foray is just a 'money converting' stunt!!

In my opinion if Rahul has to make it to PMO then Jamai Raja should have been told!

To 'all business offers' be abs cold!!

Because there is too much at stake!!!!

Every step 'phook phook' ke Jamai Raja should take!!

On these channels news literally flows!!!

Here our News Channels indulge in drama……. Breaking News here is a joke!!!

Either huge issues are shown as small and on small issues 'fires these channels stoke'!

Compare the Anchors on BBC and CNN with our Barkahs, Gowswamis and Rajdeeps!

Our lot shout, scream, try to grab credit, are biased and often indulge in backward leaps!

IBN effect…. or Times effect…… they scream!!!

Journalistic principals they literally cream!!

60% of airtime is taken up by ads and self-praise!!!

No wonders TRP ratings with them are like a craze!!

Fact is our News Channels are like Soap Opera Channels….. drama, naach and song!

For a News Channel this type of content is wrong!!

Nowadays 80% of airtime is taken up by World Cup!!!

And then IPL will take up 80% of time as it starts immediately after World Cup is up!!

Now they say Kalmadi 'cannot be arrested'…… what clout!!!

NBCC MoU projects valued growth plan

AIR Survey of Maharashtra news papers has many surprises
Eight out of top ten dailies in Maharashtra have seen negative growth in average issue readership (AIR) during the last quarter of 2010. Also, 21 dailies out of top 25 dailies of the state have witnessed decline in AIR numbers. Lokmat, which had seen growth in last quarter, in Q4 results recorded negative growth of 3.19 per cent as against the Q3 results. Daily Sakal which maintained growth with AIR of 45.72 Lac witnessed marginal growth of 0.48 per cent while Pudhari with AIR 25.64 Lac has seen negative growth of 1.23 per cent. English daily the Times of India has registered an AIR of 20.04 Lac; a decline of 0.45 per cent as against IRS Q3. Hindustan Times, while at number eleven, has grown by 3.47 per cent. The other dailies in the list of top ten that have witnessed negative growth are Punya Nagari, Maharashtra Times, Loksatta, Deshonatti and Mumbai Mirror.

DEBATE (1) The feeling of 'Nationalism' is not lacking. I see mainly two reasons for boys not opting Armed Forces.(1)The Officers /Leadership in Forces are far superior than the ones from Indian Admin ( NOT CIVIL ) Service; are more intelligent, take quick and on the spot decisions and are ever ready to sacrifice their own & their familes' life for the Nation but have been put below IAS cadre. It is a sick policy. (2) Boys may not be ready to go for Short Service Commission job after which, despite an internal mechanism being there in place for re-recruitment, they have to go door to door for new job and feel lowly in the process. Thanks.

DEBATE (2)This issue is being debated frequently these days. It may be recalled that this issue was highlighted too much at the time of publication of report of sixth pay commission. I put forth following points. Recruitment in defence services is normally at two stages- one at OR( i.e. Jawans or Sepoy) and other at Commissioned Officer(i.e. at the level of Lieutenant). First, I elaborate true position of people's interest in recruitment at the level of Jawan. Whenever Recruitment Rallies are organised by armed forces, huge crowd reaches at these centres for recruitment. If there are 100 vacancies, at least 20000 people reach there. Even in Paramilitary Recruitment, huge crowd reaches for appearing. Recently we had seen youngsters killed in train accident at Shahjahanpur(U.P.) who were returning after ITBP recruitment in Bareilly. Trains, railway stations, Bus stands ,Buses, Autorickshaw ,markets, roads were full of crowd. Situation is that residents of that city avoid traveling on Train, bus on recruitment days. Is this not the indication of interest of youngsters in defence services? Those who see this situation and suffer due to chaos of huge crowd can better understand interest of youth in defence services. This is the position of recruitment in Paramilitary forces. Defence services are considered better than paramilitary in terms of pay, facilities, support system and its craze is more than paramilitary in youth. In our country no other service/option is more lucrative than defence services for a matriculate person.

Now the position regarding recruitment at Commissioned officer level. Recruitment was earlier at the level of 2nd Lt. which has now been made at the level of Lt. So one rank upgraded at recruitment level. SSB interview is the main exam/step in recruitment at Lt level. large number of candidates appear in these interviews after qualifying NDA/CDS exam or Direct Entry but only handful are chosen finally. I myself appeared 5 times in SSB interview but could not be selected. On the other hand I was selected as Asstt. Commandant in BSF. Duties of Army and BSF are almost Identical. So if I could be Asstt. Commandant in BSF, Why I can not be Lt. in army. I mean to say that defence services' system of SSB interviews is faulty. Though they are very specific in selecting candidates and seek for Officer Like Qualities so minutely that they select Nil or 1 or maximum 2-3 candidates out of 50 appearing in the interview, there are a number of instances of involvement of defence officers in corruption cases, sexual harassments, dereliction of duties, fake encounters, scams. It seems ridiculous that they chose maximum 2 persons out of 50 candidates in the name of strict procedure and OLQs but despite that their officers are involved in such cases.Every year thousands(at least 50000) candidates appear in SSB Interviews but defence services dont select required 500 candidates and always there remain unfilled vacancies.When more than 50000 persons are appearing in SSB Interview after qualifying written exam for 500 vacancies, what more is expected? Should 5 lakh candidates should appear in that Interview against 500 posts.It may be seen that UPSC's Civil Service Exam has a selection ratio of 1:2 but SSB Interview of defence services has selection ratio of 1:100.All the young people had never opted for defence services, it has been a matter of personal choice. For an officer, defence service is most attractive option in terms of pay, respect, facilities, promotions, support. Once recruitment system in defence services at officer level is rectified, there would be no unfilled vacancies and therefore no shortage of officers. Then nobody would be able to give false projection that people are losing interest in defence services and So there would be no demand and pressure for enhancing pay, facilities further in the name of less interest of people.

This is with reference to the agitation by jats for reservation in government jobs. One fails to understand why the government is turning blind eye to the hooliganism by such anti social elements causing immense damage to national property in addition to inconvenience to lacs of common people. at times one is left to wonder if a government exists at all this country. It seems any tom dick and harry can hold the country and the people to ransom on any flimsy ground. the jats are one of the most well off communities in the northern part of the country and the hoologanism on their part only shows their money power. my humble prayer to the govt. is to declare railways an essential service and anyone damaging railway property or disrupting services should be dealt with sternly and put behind bars.

We have completed almost 64 years of independence but it is very unfortunate for the representatives of people to take an appropriate decision on the reservation policy of the Central Government. Every citizen, by heart, is in favour of reservation to Economically Poor Classes but these representatives of people are unable to take decision because of their vote bank. Now time has come and Head of the representatives of the people would take a moral responsibility to resolve this burning issue at once.

It is six decades of reservation. More and more communities are trying to get downgraded from OBC to SC and SC to ST. Certain castes like Gujjars and Jats want to keep the country on ransom to achieve their goals. Certain castes who are forward in all respects are cornering all the benefits by getting into reserved categories. One casteist MP from Bihar wanted Chamar Regiment back in the Army. Is it time for us to stop this castewise reservation and base it on economic grounds ?

It seems that the 'crux' of the issue on raising retirement age is to utilise the vigour and enthusiasm of aged civil servants who can give 'run for the money' for the younger folks. What is completely being overlooked is that the predominant section of work force in Government consists of persons occupying group 'B' and 'C' posts (up to 90%), now that group 'D' has been done away with. What about the ability and attitude of those so called 'younger' elements in this section? It is open knowledge that these so called 'younger' and 'vigorous' elements have been appointed around 30-35 years back and majority of them lack commitment. There is serious attitude and ability deficit amongst this work force who also lack open ,multi skilled and transparent outlook towards work. After retirement these employees stand no chance of getting employment on their own leave alone competing with the younger Indians. Retaining these employees for further two years would be a serious set back for the predominantly young India. Yes in India politicians begin their career past 60 but for God's sake do not compare civil service with politics. What Srinivasan talks about is a minuscule portion of bureaucracy occupying higher group 'A' posts for whom Government itself selectively find avenues for their engagement after retirement. For God's sake do not tinker with the retirement age as per the whims and fancies of self-interested persons.

Forward looking step of CBDT

CBDT has done good job in sparing Senior Citizens and small tax payers from scrutiny. But this is half heartedly done as this facility may not be available to Senior Citizen filing ITR-3 and ITR-4. This creates discrimination among Senior Citizens and small tax payers who are filing ITR-1 & 2 and others filing ITR-3&4. CBDT may look into again and remove this discrimination. It will be great help to senior citizens from harassment and hardship.

Agreed list in CBDT on personal vendetta

In the Income Tax Dept all type of harassment and hellishly treatment was being given to those honest and hardworking officers who were unable to do the buttering of their seniors or who had not obeyed the illegal orders of these old seniors and hence when these old men reached to the top they take revenge by way of transfers and fake vigilance. Thanks to the institutions like CAT,CIC and High Courts, the misdeeds of this department are being exposed. This is the dept in Government of India in which maximum senior officers are so communal and castiest that they do all favour to their community and because SC/ST officers do not reach to the top, they were being victimized very badly upto 2006 ie before the RTI Act came into existence.

Recent approval of Cadre Restructure by Cabinet if of no use to us as we have already put in 25 years of service and at the most we will be included in the Select List from 2011 onwards which is very embarrassing as we also are human beings and not four legged animals. Our names should be included atleast from the Select List of 2005 onwards as a supplementary list. Since persons holding PS/PPS/Sr.PPS and newly created PSO posts are only going to be benefited, it is more appropriate to go to court and take a stay on this 20011 Cadre Restructure and request the Court to first implement the recommendations/approval of the Cabinet for Cadre Restructure in 2006 and then proceed for implementing the proposals of 2011 Cadre Restructure.

Mamata should not become chief minister of West Bengal. She should retain railway ministry and send some body else to become CM. That way she will have laddu in both hand and can play a Sonia Gandhi. If that person does not perform she can replace him and she will have an excuse. If he performs then also she wins. She should understand that people expectation will be very high. Thomas fiasco is the result of judicial process

The whole imbroglio of Thomas as CVC can actually be attributed to the judicial process. Had the case been decided earlier, Thomas would have got his just deserts quicker. Either he would have been exonerated and would have been CVC today or he would never have been considered for the post!

Disclosure of agreed list file

The file pertaining to the preparation of 'Agreed List' for the year 2004 containing the recommendations of higher authorities was sought. The RTI applicant referred to Instruction No. 1881 dated 13th February 1991of the Department of Revenue, Central Board of Direct Tax (CBDT) which laid down guidelines regarding preparation and operation of the 'Agreed List'. (i) In every case where an officer's name is being
included in the 'agreed list', a gist of the material, on the basis of which this is being done, must invariably be put on record. (ii) Normally, an officer should not remain on the 'agreed list' for more than one year on the same ground, extended in exceptional cases by one year each to a maximum of 3 years with the prior approval of the CBDT. The Delhi High Court dismissed the appeal against the order of CIC directing disclosure of file applying section 10(1). The HC also directed payment of Rs. 5,000/- as costs to the RTI applicant.

Comments

Under Section 4(1)(d) of the Act, every public authority is required to indicate the grounds for taken for decision, at least to the affected person. Unfortunately, the name of an officer tends to continue on the agreed list indefinitely due to lack of adequate care and the affected person having no means to know about the same. The whole concept of 'agreed list' needs to be revisited in the post RTI era.
