and why was he told???? 'We are doing everything possible to get Opposition
into the Nuclear Deal fold'!! That's because Congress wanted Bush
to know what it was doing to push through the Nuclear Deal! So that indebted
(sic) Bush and his Administration would feel!! Or maybe US via CIA
and Congress had a deal!!! That they would share the Indian portion of the
expenses 50-50 to push through The Nuclear Deal! CIA must have paid
its share and must be wanting to know where the money is being spent! And
that's why to see the 'cash chests' the US Diplomat went!! And then
he informed his Bosses in USA!! This is what the leaked Wiki Cable does
say!! So now it is clear that Mohna's V signs before the Vote were
because of 'note ki shakti'!!! And we all know our Netas literally do 'Note'
ki bhakti!! Doesn't this make our Democracy look like a sham?????? What

can India comment on what a US Diplomat to his handlers has sent???? Fact

dramatic release of Raymond Davis The sequence of events leading
to the release on 16 March of US citizen Raymond Davis has been full of high drama.
The families of Faizan and Faheem the two Pakistanis shot dead by Davis who had
been protesting against pressure being put on them by government agencies to accept
a settlement were taken into 'protective custody' on 15 March. Their lawyer Asad
Manzoor Butt too was detained. Next morning the family members accompanied by
two newly engaged lawyers appeared before the ADJ Muhammad Yusuf Aujla in the
Kotlaphpat jail, produced receipts of Rs 100 million paid to each family by Davis
as 'diyat' (blood money) and filed their no objection to his release claiming
that they had pardoned the killer as per shariyat law. The relatives as well as
Davis soon moved out of the jail premises in a large convoy of vehicles. While
the where about of the killed Paakistanis' relatives are still not known Raymond
Davis was flown out to the US airbase at Bagram in Afghanistan without any loss
of time. As Davis name still figures on Exit Control List at Lahore's Allama Iqbal
airport as per Lahore High Court order he was apparently flown from the city's

(1)_The promotional aspects in Defence Services vis-a-vis other services are quite
low even if one is outstanding and done quite well on courses, he is overlooked
in comparative merit. Thanks to Bagga Committee, rank of Lt Col is time scale.
Earlier 50% officers of each batch were retiring as Majors. Pyramid is so narrow
that there is rat race and cut throat competition amongst officers which leads
to Ketchup Col, Boose Brig and Sukhna Gen.Even Highly Decorated officers don't
make Brigs. Leave aside Gens. Allow growth of Armed Forces officers and their
lateral movement to other organisations, one may see increase in induction. Officers
joining other services retire at least Jt Secy/ IG and above which is not the
case in Armed Forces. Also age plays a major role compared to other services and
of course corporate sector is more lucrative. One can debate for hrs on the
issue. This is what I feel in nut shell.

has been a great catalyst for shift from public to private employment. Firstly
the opportunities and the remuneration is honestly tempting. In Karnataka, Coorg
which sent one member from each family to the armed force . Today it is more of
economics than other consideration. It is high time the government take steps
to involve the armed forces in other fields of economy and ispire people to join
it. Gopinath Jagirdar DEBATE (3)Mr W Misra is absolutely
correct about the skewed system of Defence Services Officers recruitment.I have
worked in Def. Ministry. Artificially, shortages of officers are maintained. Enough
aspirants are there, only to be denied. It may be curious to find out how many
Def. officers children make it, compared to poor "Civilians".

S Singh Shri W.Mishra comments on selection system for commissioned officers
are absolutely bereft of factual position and he has nothing else but prejudices
emenating from "I appeared five times before SSB". That he is today
in CRPF is no qualification that he should have been in the Army. That is a faulty
arguement which all people of All India Services and even subordinate services
adance. Selection criteria for commissioned officers are decided by DIPR,
an institution under DRDO and not Armed Forces. One of the qualified psychologist
of DIPR is generally posted with Selection Center. He is a civilian scientist. It
is not uncommon to come across so many senior officers, the IAS and IPS who have
this grouse that they were not selected for Defence forces but made it to IAS
/ IPS etc. That mind set emenates due to lack of realisation that SSB is
menat to select officers for the Armed Forces and not Civil Servants leave aside
for CPOs. Putting blame for shortage of officers on the Services is rediculious. Rajiv About
Retirement Age Retirement age should not be increased rather GoI should
promote government servants to opt for VRS so that fresh blood could get opportunity
to serve the country at all leveals. It would be highly desterous on the part
of the GoI to increase the Central Govt. employees retirement age on both ways
politically and also administratively. Those sitting in the North Block or South
Block should wake up and do not try to ruin the country further. Thank you and

IAS, on the issue of retirement but on the same arguments. Retirement age is the
function of Social management and optimum economic exploitation of human resources.
The life expectancy in the country has moved up the ladder tremendously and so
has the young population bulge. People are portraying this as contradictory to
each other in socio - economic management, which economically or socially it is
not. Young population bulge demands that more and more opportunities for employment
must be generated by the society, state and economy. That has to the result of
economic progress and social management of a certain standard of living. At the
same time, rise in life expectancy demands that people should not be forced to
retire early and pushed into uneconomical resting population base. The essentials
of economics demand that people be allowed to work till their economic utility
age and the advantages of experience etc be fully utilizes in economic terms. After
certain retirement age, a pensionable govt employee is actually kept in service
for half the pay doing full paid job. Say an employee is entitled to retire at
58 years of age with pension half his last salary. If he is allowed to continue
in the job for another four years, he is actually serving for half the pay and
with more experience expertise than the newcomer. The lack of employment
can not be solved by pushing people early into retirement but by faster economic
development and creating more opportunities of employment. Turnover in Govt jobs
being fixed in numbers will not result in any significant generation of employment.
On the contrary, the state will be adding on to the uneconomical population without
any economics reasons. In our society, both young and old are required to
be taken care of. If young population needs jobs, so do the old people respectable
living. Why trow them away at a loss. Ratain them for the gains and economic advantages
for the govt. This needs to be taken from this perspective in which economics
must be given greater weightage than mere politics. Rajiv RESERVATIONS
BASED ON CASTE MUST CONTINUE:
Our lawmakers and nation builders were
right in framing the old reservation policy. They succeeded in their vision to
eradicate untouchability, social inequality, bring downtrodden to mainstream with
so called upper castes. No policy in any history has been so successful as
the old reservation policy. The old reservation policy must continue till there
is social equality between castes in Hindus. Poorer among so called higher castes
should be given some financial aids not reservations in jobs as they dont suffer
casteism nor have they ever suffered it. Reservation was not about money but about
social reforms in hindu society. GB Singh Is CBDT listening Can
CBDT consider sparing the Sr. Citizens under pensioner category whose income from
pension and other professions does exceed 10 lakhs from scrutiny to avoid hardship
and harassment. This will raise moral of Sr. Citizens A Kumar The
hands that took Bofors cuts The Wikileaks expose on bribery of MPs is nothing
more than recounting the facts already in public domain. Yes, the names of the
operators and agents of the crimes against democracy have surfaced for the first
time. How audacious these fellows are can be seen from the success of their operations
across party lines, against party whips and ideologies. The MPs, who are touchy
about their privileges, are not ashamed of getting bribed for acts against our
national interests, as the civil nuclear deal and other anti people economic policies
of the past 7 years of Man Mohan Singh led government have demonstrated. How deep
are foreign interventions and influences in our government can be surmised from
the repeated grand successes of the operators. The civil society will have to
take notice of these culprits. Late Rajiv Gandhi was charged with bribery of just
a paltry sum of Rs 65 crores. Were Rajiv the real bribe taker, corruption &
bribery of the high level as witnessed now would never have happened. That leads
to only one conclusion that the same gangs of operators took the Bofors bribe
also, but Rajiv got caught in the scandals. Not being a sterling operator of corruption,
the poor fellow paid very heavy price. It can also be understood like this: the
current scandals of Bofors raised to the power of 11 are happening during the
proxy Prime Ministership of Sonia Gandhi, and all the blame is bound to be directed
to her, once the UPA looses power, which is probable. Does that mean that Sonia
is responsible and recipient of all the illegal money flowing from historical
scandals like 2-G, CWG, Adarsh, S-Band etc or the cash for vote one? That would
be mischievous. The real operators will never be exposed to public by our media,
notwithstanding wikileaks. Wikileaks has yet to inform us of the great mystery
of who or why or how of Somnath Chatterji having been persuaded to charge the
MPs who exposed the cash for vote scandal in the House rather than going after
the operators. Only history will judge the truth of his moral stand in the matter.
Had the case been investigated by a JPC, the nation would have been saved the
atrocities of the scandals, suicides, murders,lawlessness,hopelessness and total
collapse of governance in the country. Late Jyoti Basu only regretted one historical
blunder, Somnath will have to regret that greatest historical blunder of all times
in not chasing the cash for votes operation. Such errors of judgement destabilize
nations and destroy the established rule of law. Can Man Mohan Singh bring to
justice these culprits who bribed the MPs and brought shame to the Congress and
the country and democracy and who have proved themselves stronger than the law

1991of the Department of Revenue, Central Board of Direct Tax (CBDT) which laid
down guidelines regarding preparation and operation of the 'Agreed List'. (i)
In every case where an officer's name is being included in the 'agreed list',
a gist of the material, on the basis of which this is being done, must invariably
be put on record. (ii) Normally, an officer should not remain on the 'agreed list'
for more than one year on the same ground, extended in exceptional cases by one
year each to a maximum of 3 years with the prior approval of the CBDT. The Delhi
High Court dismissed the appeal against the order of CIC directing disclosure
of file applying section 10(1). The HC also directed payment of Rs. 5,000/- as
costs to the RTI applicant. Comments Under Section 4(1)(d)
of the Act, every public authority is required to indicate the grounds for taken
for decision, at least to the affected person. Unfortunately, the name of an officer
tends to continue on the agreed list indefinitely due to lack of adequate care
and the affected person having no means to know about the same. The whole concept
of 'agreed list' needs to be revisited in the post RTI era. [Union of
