And why was she so concerned whether Pranab would on reform go with the PM???

USA wanting Montek to be the FM puts a question mark on Montek's credibility!!

Shows US depended on his dependability!!!!

There is one issue which if it has made it to Wiki Cable leak dossier!!!!

Can literally make Gandhis go down under and make the situation for BJP rosier!!

As of now Wiki Cables have shown that the 'Cables are not on sale'!!!

So all preemptive measures will fail!!

But then people who are purchasable themselves feel all others can also be bought!

Davis gone leaving Pakistanis simmering with anger
Raymond Davis the US national who shot dead two Pakistanis on 27 January has flown out of Pakistan to freedom but public sentiment is still simmering against the release. Massive protests were held by angry Pakistanis on Friday in Islamabad and other cities. A petition filed by Maulvi Iqbal Haider in the Supreme court accuses the ADJ who ordered the release of collusion with the killer and passing the order intentionally knowing fully well that it was beyond his competence or jurisdiction. The case according to the petitioner could be tried only by an anti terrorism cour as per section 6 and 7 of the Anti terrorism Act 1997 and not by the ADJ who ordered the release. Another petition filed by Barrister Iqbal Jaffri in the Lahore High Court prays for declaring the release order as unlawful and order investigation into the role of all those who were party to the proceeding as the families of the victims were pressurised by the agencies to accept the settlement. Rattled by the protests the government wants to distance itself from the decision as Prime Minister Geelani has said that the government has nothing to do with the order which has been passed by a court of law.

Two Pakistanis shot by Davis get Rs 100 million each
The families of Faizan and Faheem the two Pakistanis shot dead by Raymond Davis on 27 January received Rs 100 million each as 'diyat' or blood money. However Ibadur Rehman the third Pakistani who was crushed to death by the getaway vehicle arranged by the US consulate in Lahore for Davis escape wasn't lucky as his family received nothing whatsoever. The police investigation into Ibadur's death is also at a standstill as the US consulate has refused to either hand over the vehicle or disclose the identity of the personnel travelling in it at the time of the accident.

Corruption has not even spared our Defence services. Media reach out is very vast and even youth in village have access to television and newspapers. while the level of patriotism has gone down to the minimum level, people who have knowledge and the ability to weigh pros and cons just remain as mute spectators. NCC cadets generally aspire to join defense services. So, the Government should revamp the NCC and strengthen it. Moreover, there is a programme called National Service Scheme (NSS) Rashtriya Sewa Yojana just doing social service. This programme has been diluted over the years because of lack of interest by the Ministry officials of Youth Affairs. So, instead of expanding NSS Volunteer strength every year as is the common practice, the number of NCC Cadets should be enhanced. Reliance has been calling for applications from NCC Cadets for its Security purposes as security officers. We should learn a lot from pvt. organistaions. When the private companies offer attractive package, youth will tend to join those organisations only. But, Youth can be motivated to join armed forces. but, `Catch Them Young' holds good here too.

WikiLeaks expose not surprising

The WikiLeaks expose of Cash for Votes does not surprise anyone. People suspected all along that the vote of confidence was won by bribing the MPs. That this suspicion is confirmed by the cables sent by CAD of American embassy is very disturbing indeed. That the Americans were so keen on the Nuclear deal in their own business interests that they were involved in the efforts to save Man Mohan Singh's Government through every means-fair and foul. Who knows the bribed money might also have come from American interests. otherwise what was the need to show to the American embassy official the chest containing"50 to 60 crores" of rupees and also giving them the account of 10 crores each having already been paid to 4 MPs of a particular party. That clearly means in signing the Nuclear deal we were taking care of the American interests and not the interest of our own citizens. If Americans were so keen to save the Man Mohan Singh's Government in 2008 how are we sure that they did not play their obnoxious role in 2009 elections .Are we having democracy in this country or it is, pardon me for coining this word, Americanocracy, here. One is also perturbed over the kind of deal we have entered into on their terms and conditions. In the light of unprecedented tragedy in Japan where Fukushima Nuclear Plant reactors suffered from melt-down in the wake of earthquake and Tsunami causing dangerous radiation we need to revisit this deal. Japanese are so efficient, technologically advanced and a disciplined nation. Even then they found themselves overwhelmed by this natural disaster. If such like disaster happens here we will not be able to cope with it given our casual approach to safety standards and unpreparedness for all eventualities. Do we really care for our people or for us pleasing our American bosses is the topmost priority. Let people go to hell, literally.

Notional pay fixation to CSSS officers

DOPT probably thinks that by just giving pay and status to CSSS officers, the parity issue has been solved. Far from it. This point reg. notional fixation of pay which has been allowed to CSS officers, first to DS and US officers and then to SO and Assistants - is being denied to CSSS officers even though the same reasons exist. This is step motherly treatment meted out to CSSS officers by the Estt division of DOPT. Earlier notings on the issue were accessed under RTI and it was clear from a perusal of these notings that the original file where a decision was taken to allow notional fixation to CSS officers went missing. The then Secy (P) Santanu Kansal had also asked for fixing responsibility and also asked for a review of the issue - indicating there should not be any disparity between the 2 services. But after his departure, no action seems to have been taken either to review or to give the same benefit to CSSS also. Also, another disparity i.e. regular panels in case of US to DS are prepared by DOPT itself, whereas in the case of CSSS (PPS to Sr PPS) the same goes to UPSC, thereby delaying the entire process. The point that is being made by your esteemed WIC is that where is parity? The Joint Secretary incharge of both the services is one and was it not his duty to ensure parity in such matters also? This is a request through your esteemed wic that now at least, such disparities should be resolved so that there is not bitterness in the minds of CSSS officers. A perusal of the notings obtained under RTI on the issue of notional fixation would reveal that the Estt Division has not given any tangible reason for rejecting the demand of CSSS officers.

Disclosure of agreed list file

The file pertaining to the preparation of 'Agreed List' for the year 2004 containing the recommendations of higher authorities was sought. The RTI applicant referred to Instruction No. 1881 dated 13th February 1991of the Department of Revenue, Central Board of Direct Tax (CBDT) which laid down guidelines regarding preparation and operation of the 'Agreed List'. (i) In every case where an officer's name is being
included in the 'agreed list', a gist of the material, on the basis of which this is being done, must invariably be put on record. (ii) Normally, an officer should not remain on the 'agreed list' for more than one year on the same ground, extended in exceptional cases by one year each to a maximum of 3 years with the prior approval of the CBDT. The Delhi High Court dismissed the appeal against the order of CIC directing disclosure of file applying section 10(1). The HC also directed payment of Rs. 5,000/- as costs to the RTI applicant.

Comments

Under Section 4(1)(d) of the Act, every public authority is required to indicate the grounds for taken for decision, at least to the affected person. Unfortunately, the name of an officer tends to continue on the agreed list indefinitely due to lack of adequate care and the affected person having no means to know about the same. The whole concept of 'agreed list' needs to be revisited in the post RTI era.
