Media Management in GoI collapses !
Media Management seems to have collapsed in the Government of India. This perception has emerged among people belonging to bureaucracy in India. In UPA-II regime whether it is Indian Prime Minister Dr. Man Mohan Singh or UPA chairperson Ms. Sonia Gandhi and her family, all are getting an extremely adverse publicity on different issues. Never in the past such a scene had emerged. May powers that be could hire experts from state governments like: Rajesh Bhushan Bihar, N. Baijendra Kumar Chhattisgarh, Ram Subhag Singh Himachal Pradesh, D K Tiwari Jharkhand, Rakesh Srivastava Madhya Pradesh or V. Thiruppugazh Gujarat where good projection in a positive manner has been done. Coincidentally all of them happen to be IAS officers.

As the grapevine has it, the Revenue department in Government of India (GOI) is going to moot a proposal for new chief of Central Board of Direct Taxes (CBDT). Those incumbents who have at least one year's residual service with effect from January 1,2011 will be eligible for the slot.

V.P. Baligar soon to join as CMD, HUDCO
V.P. Baligar is shortly going to join as Chairman and Managing Director (CMD), HUDCO under the Indian Ministry of Housing and Poverty Alleviation. Baligar is an IAS officer of the 1980 batch who belongs to Karnataka cadre.

Maharastra admininsration jilted by Adarsh housing scam?
In Maharashtra, the Adarsh housing scam seems to have singed the bureaucracy and also to Chief Minister Prithviraj Chavan. Sources in Mantralaya say that CM's desk is overflowing with files and he is not ready to sign any, partly because any decision can create controversy and partly because he as yet has not officially been elected as the member of the legislative council. But it is not just the CM , the bureaucracy too is openly admitting that it does not want to take decisions in any matter and so is not signing the files. Even if we do something its got the potential to create trouble on a later date they say so why take action they reason. To such an extent has this attitude plagued the working, that Chief Secretary Ratnakar Gaikwad has issued a customary warning to all bureaucrats to clear files within 2-3 weeks of receiving them. But warnings seem to have had not much of an affect on the working of bureaucrats.

Bhola Nath to conduct elections in Tamil Nadu
The Election Commission has directed that Bhola Nath, who is heading the Directorate of Vigilance and Anti Corruption (DVAC) will function as the Director-General of Police for the conduct of next month's elections in Tamil Nadu .He is 1976 batch IPS officer.

1979 batch Jharkhand cadre IPS officer Jagdish Raj has passed away in Chandigarh.He was 59.

The Election Commission has directed to shift four DMs in Tamil Nadu. U Sagayam will be made Madurai Collector in the place of C Kamaraj, who has been transferred as Erode Collector. V Palanikumar will go as Vellore Collector.

100 PCS officers arrested in Pakistani Punjab
Police in Lahore arrested about 100 PCS and other state services officers including the President of the PCS officers Association Rai Manzoor Nisar for 'threatening the secretariat staff, locking up offices and interfering in official work'. Trouble started on Friday when some office bearers of the State Services association who were distributing pamphlets listing out their demands in the state secretariat premises were detained by the police. When their colleagues came to their rescue they too were arrested and taken to undisclosed locations. PCS officers association has called for a strike from 21 March and state wide protests by courting arrest. The state government on the other hand has decided to place at least 20 main activists of the association including the president under suspension and take disciplinary action for violation of service rules.

DEBATE (1)The services enjoyed the immunity from civil rules and regulations for their deeds/misdeeds over many decades. They were not exposed to media and their affairs were all in-house matters to be resolved within the service environment. This made the services a special class above all civil services in the country. Government needs to restore unquestionable authority of the forces to ensure young blood entering services in large numbers.

DEBATE(2) Defence Services are to secure the country on the border only then Civil Services can run and manage the system inside the country effectively. Each service has its own role and each role is important in itself. Comparing two unequals can not give us unique solution. Let each one grow independently. There should be horizontal movement from Civil and Defence at each level of management for complementing and supplementing the role of each other for making our country further stronger. I wish all the best for our Defence Services. Civil servant.

Retirement Age and Corruption

When we debate retirement age, some are naive enough to talk of government servants getting private jobs at 60. Is it a real expectation? Only those who are getting back their own money, get private jobs at 60. And post retirement government jobs are given to those who spend last year of service in worshipping the Minister. Early retirement means more years of living on your own and during which you have to marry children / make house etc, for which you need more money and hence more corruption. The so called 60 to 65 post retirement jobs in private sector are just pay back time. So we should not fool ourselves. Please make retirement age 65 and stop all post retirement work in the government or private sector, so that corruption is reduced.

Corruption is common across the country

Corruption is not uncommon in all Central government offices across the country. Though there are vigilance mechanism at various levels other than central investigating authorities, corrupt practices flourish because of the ever-enhancing materialistic appetite of certain insatiable individuals. Depending upon the size of the office and the nature of office corruption trend and intensity vary. It is a known fact that corruption is commonly found in revenue-earning departments like Income Tax, Central Excise, etc. But, corruption takes place in small sub-ordinate offices also. In some field offices the Head of Office in connivance with the DDO indulge in corruption. For example they draw Rs.50,000 or Rs.20000 as Tour Advance and settle after six months, when the rule clearly states that huge sums cannot be drawn as advance. They submit false TA Claims after 6 months under the impression that Railway Authorities would not keep the data after six months. The original bills are forwarded to Delhi PAO, but they also take the share and remain silent. AG Audit and other Audit Party whenever visit demand good reception and comforts/gifts in return of mild objections. So the entire system is to be revamped. This cannot happen in China and other developed countries.

Honest officers harassed

Take ser bhaji take ser khaja, that is the UPA government where honest officers are harassed as is the case of Mr Thomas and also instances in CWG, looks like the leader is not able to distinguish between the honest officers and corrupt and thus look for scape goats to protect the corrupt politicians of UPA own majority party. Media seems to be guiding decision making, well sure first step for doom.

Unnecessary transfer of application

The Commission noted that the RTI application has been unnecessarily sent to various BDOs who have all replied that the information is not held by them. Twenty officers of Delhi government had to attend a hearing before the CIC most of whom were unrelated to the information sought by the Appellant. This has also lead to a delay in providing
the information since it appears that there was not clarity as to who has the information.

Comments

It is frequently seen that transfer of the application is the first thing that the PIO does without careful scrutiny as to whether the deemed PIO to whom the application is transferred holds the information. Hopefully, the Government would find some method of ensuring that RTI application are sent to the people who have the information and not to every one since this wastes public resources and money.
