GOG to have water treatment plants on the sea-coasts
Gujarat Chief Minister Narendra Modi said that state government will develop solar-based desalination water treatment plants on the sea-coasts of Gujarat. These plants will be developed on a big scale and in a cost-effective way, helping industries to get clean water for their operations. Chief Minister announced this while inaugurating a seminar on 'Water for inclusive growth', at Pandit Dindayal University on March 22, 2011. The seminar was organized by Sardar Sarovar Narmada Nigam on the World Water Day. Chief Minister said that government, with Narmada Canal pipeline, extended the drinking water facility to the village areas, that has freed the rural women form everyday troubles that they were facing due to unavailability of drinking water. Ten years back, some 4000 villages were receiving clean water through water-tankers but today, he said, Gujarat has become a 'tanker-free' state. Chief Minister insisted on the need of water recycling and water treatment and said he suggested prime minister to implement environment clean city project in 500 cities of India under JUNURM, emphasizing 'solid waste management' and 'water treatment management'. His suggestion got good response initially but the latest union budget has put a half-hearted focus on it, Modi said insisting that his government is determined to implement this project in as many as 50 cities of Gujarat during the Swarnim Jyanti year. The Chief Minister, on the occasion, released three research manuals on Sardar Sarovar project, prepared by R.Parthsarthi and Prof.Ravindra Dholakiya. Chief Secretary A.K.Joti,Sardar Sarovar Nigam's Managing Director S. Jagadeesan and experts of the water resources field were present on the occasion.

DEBATE (1) Corruption has not even spared our Defence services. Media reach out is very vast and even youth in village have access to television and newspapers. while the level of patriotism has gone down to the minimum level, people who have knowledge and the ability to weigh pros and cons just remain as mute spectators. NCC cadets generally aspire to join defense services. So, the Government should revamp the NCC and strengthen it. Moreover, there is a programme called National Service Scheme (NSS) Rashtriya Sewa Yojana just doing social service. This programme has been diluted over the years because of lack of interest by the Ministry officials of Youth Affairs. So, instead of expanding NSS Volunteer strength every year as is the common practice, the number of NCC Cadets should be enhanced. Reliance has been calling for applications from NCC Cadets for its Security purposes as security officers. We should learn a lot from private organistaions. When the pvt. companies offer attractive package, youth will tend to join those organisations only. But, Youth can be motivated to join armed forces. `Catch Them Young' holds good here too.

DEBATE (2) Defence forces offer tough and hazardous life with high risk to life or limb, higher level of mental and physical stress, longer periods of separation from family, friends and relatives, slower and fewer career growth opportunities, constant degradation of their rank and status vis-a-vis other premier civil Govt services and to top it all inadequate compensation for suffering all of the above. We Indians are first Marathis, Gujratis, Tamils, Jats, OBCs, Dalits etc but we are hardly ever Indians first! So we lack a feeling of Nationalism/Patriotism. So naturally youngsters want easy, cushy, well paying job with first class perks and privileges. So that explains why

Armed Forces as a career have gone down in priority. One stark example of how badly Armed Forces are being treated in terms of career is this: A spirited and strapping young lad gets commissioned in Army as a 2/ Lt in the year 1990 (at 22 yrs of age) and gets posted in CI operational Area in J&K. Hunts down and kills militants and also gets injured. His 10 yr younger cousin who is yet in School, studies hard and clears Civil Services exam later and becomes an IAS at 25 yrs (in the yr 2003). Elder cousin (a battle causality) has now risen to Lt Col's rank in the Army. 18 years down the line the younger one rises to a Joint Secy (so-called Maj Gen's equivalent) and elder one keeps languishing at the rank of Col (Time Scale) and is preparing to be sent home at the age of 54. (BTW, here people are clamoring for retirement age to be enhanced from 60 to 65 or even 70!) Somebody said there is corruption in Armed Forces so people don't want to go. If it were true, this in itself would attract people by hordes because everybody wants to make easy money. Then vacancies are in Junior ranks because their No is disproportionately higher as compared to Senior ranks. Finally one bitter truth, an IAS cadre of less than 5000 officers has close to 250 Secy level posts and Armed Forces cadre of more than 55,000 commissioned officers have just about 20 (yes Sir, just 20 only) Apex grade posts! Now you decide why should any sensible young man join Armed Forces?

Army is killing us !

Most of the Indians are not aware that army suppresses and demoralises the civilians wherever possible. Normally it is said that army is running short of 11000 officers yet they are working in civil departments like MES,BRO,DRDO and others leaving their combatant duty. Only reason behind it is to make money.In MES and BRO the strength of officers is equal to civilian officers and these departments are headed by army. What an irony. In addition, they ensure that the civilians are not promoted and the example for that is 1987 batch officers selected through Engineering Services Exam are at Deputy Secretary level whereas in other departments they have reached Joint Sec level some 3-4 years back. This is the amount of suppression by army. There is extreme depression in the families of civilian officers. The reason behind this is that the head of departments are uniformed people. The civilians of these departments were better off when there was British Rule. MoD is also hand in glove with them. There is no one to save us. We now give an ultimatum to GoI to make the departments fully civilian or there is an Egypt or Libya in making. I request the countrymen to help us. We are in deep pain. Jai Hind.

Increase in the retirement age

This is regarding increase in the retirement age of Government servants. I feel it should not be increased at all, more you grow old more your contribution is slow. The best would be to arrange (i) housing within the reach of Government servants (ii) help in educating wards of government servants (iii) retired government servants should be available for guidance through e-mail or telephone which can keep them busy and a social service to young generation too. (iv) There should be a think tank like place where they can share their experience and contribute to the improvement of un-civil steel frame system prevailing at this time. If these steps are taken it can bring lot of changes and may be corruption can be crushed in the long run.

It is shame that the Indian Railways is not trying to complying with the 'Guidelines of Government of India Websites' issued by the Department of Administrative Reforms & Public Grievance on 17.06.2009. It seems that the Railway Board wants to hide something. They are also not accepting the recommendations of the 2nd Administrative Reforms Commission in the 4th Report titled 'Ethics in Governance'.

Can one imagine that Classified List of Gazetted Establishment of the Indian Railways on their web portal shows the position as on 01.01.2005 i.e. almost six (!) years old? It is surprising that no one on the Indian Railways has noticed such glaring lapse on the part of their web managers?

Congress in Kerala in a dilemma

Indian National Congress in Kerala is in a dilemma. By aligning and seat sharing with communal outfits like Christian, Kerala congress (with the blessings of Sonia Gandhi) and Muslim League, they will not be able to give enough seats to true secular Christian and Muslim Congressmen. And if they do give minorities enough Congress tickets it will result in minorities along with their cousins in the communal parties garnering majority of seats in UPA, resulting in a backlash from Hindu majority. It is a lesson that national parties should not align with communal outfits.

It is Monocracy

In a true democracy, freedom of one ends when the freedom of another begins. Going by this, the present agitation by Jats and the earlier one by Gujjars are symptoms of monocracy which unless putdown by a stern hand will destroy our democracy. Fundamental reason for this type of agitation is the caste(sugar coated as class) based reservations.Sooner we do away with this type of reservation and base it on economic grounds the better.

Interesting thing about corruption

Interesting thing about corruption is: the political class wants to transfer blame to the IAS for corruption. The IAS wants to portray the political class as corrupt. If it does not succeed in doing so, it mentions the IPS and IRS as being corrupt and brushes cases of IAS officers under the carpet. The judiciary wants to blame the political class and the Services for being corrupt. Its own cases are given a quiet burial. The media wishes to blame the judiciary, the bureaucracy, the army and the political class for being corrupt, ignoring its own cases and quietly burying them. The corporate world does most of the corrupting that there is to do, and yet seeks to portray itself as the guardian of good governance and values. Strange are the hypocritical ways of Indian society. The first thing to understand that the existence of black sheep is in all realms of national life and all institutions- the army, the civil services, the political class, the judiciary, the media and the corporate world. The next step is to expose it. The third step is to punish it.

Nowhere else in the world the babus are as inefficient and corrupt as in India- nor are they offered such ill-deserved incentives anywhere else in the world. They need nothing extra. They are being paid far more than they deserve. Such incentives will only formalise corruption and reward inefficiency. If such a proposal is accepted government can easily expect reports of over-blown false performance which exists only on paper and has nothing to do with reality.

Incentive scheme will create neopotism

The incentive scheme will create only neopotism and favouritism. Babu's will not only collect speed money (illegal gratification) but also garner the incentive. It deserves to be scrapped in the infant stage.

Why should the private sector join MTNL and BSNL?

Anybody desirous of joining would lose crores of rupees in salary which he/ she would otherwise get at equivalent levels in the private sector, which would have to be made up by dubious decisions to defraud the exchequer. And as is well known, taking dubious decisions lands the CBI on the tail of those who take such decisions!

RTI

Unnecessary transfer of application

The Commission noted that the RTI application has been unnecessarily sent to various BDOs who have all replied that the information is not held by them. Twenty officers of Delhi government had to attend a hearing before the CIC most of whom were unrelated to the information sought by the Appellant. This has also lead to a delay in providing
the information since it appears that there was not clarity as to who has the information.

Comments

It is frequently seen that transfer of the application is the first thing that the PIO does without careful scrutiny as to whether the deemed PIO to whom the application is transferred holds the information. Hopefully, the Government would find some method of ensuring that RTI application are sent to the people who have the information and not to every one since this wastes public resources and money.
