Need for re-look at Army training

The present system of training to army cadets is producing not-so good products. The retired army officers take no time in being the first in land grabbing and creating law & order problem in the area they live. Army training is producing a lot of badman cadets and not gentleman cadets. There is an urgent need to look into this. Induction into army from NCC or NSS with social service like in the western world will go a long way producing gentleman cadets who will stand for peace and justice in the society.

Armed forces have lost their appeal towards youth

Yes it is true that armed forces have lost their appeal towards youth. this is primarily due to difficult life, low pay, harsh living conditions and poor promotion avenues vis-a-vis other government jobs. Why serve in a God forsaken place when you can be in a metro and have same or better service conditions. Sad but true. The government should take care of its armed forces because when every thing fails the government turns to them in bailout situations but is reluctant to give better service conditions. Blame the babus for this.

Attract youth to join the armed forces

What can be done to alter the lack of interest of the youth to join the armed forces/ Para military forces/ Central Police Organisations as officers? There are many alternatives. One is to introduce conscription. However, this measure has never been thought of as being of any use in India. Another alternative is to reserve some seats in the Civil Services for officers of the armed forces/ central para military forces who wish to take premature retirement or are on short service commission. Another alternative is to reserve some seats in IIMs for such officers in the Executive MBA programs of the IIMs. Another way is to have a release cum Executive MBA program for such officers in top business schools like the Indian School of Business, MDI Gurgaon, Jamnalal Bajaj etc or have some seats reserved for such officers in these Institutes. Another way is to have a placement cell in the armed forces which can assist in placing such officers in the corporate world. Another alternative is to have a fund for the armed forces from where such officers can take easy loans for further education in India or abroad. Another way of making the armed forces more attractive is to deem anyone who has served 5 years in the armed forces an OBC. By this deeming fiction of the law, such officers will also get the benefit of OBC reservations everywhere and more and more people will be attracted to the armed forces.These measures will go a long way in making the armed forces more attractive for the youth.

The illegal appointment of PJ Thomas compelled the Central Government to collect previous records of all IAS posted in Central government without realising that the states are also in the clutches of corrupt IAS and "Chor Chor Mausere Bhai"(two thieves are always cousins) thus the libelous portion from the file can always be obliterated. Our PM has still faith in these bureaucrats is really surprising. At least the Government should do one thing that is where the Secretary is an IAS, Jt and Addl Secretary should be appointed from other services like IPS/IRS/IFS/IAAS etc which may create a balance and may minimise forgery in files.

Gratuity 35 lakhs as per pay commission !

4th pay commission gave Secretary's pay as Rs. 8000/- and gratuity as 3.5 lakhs. Now Secretary's pay has become 80000/-.Therefore gratuity should be 35 lakhs. All officers and their families are suffering.

To cast aspersions on an entire linguistic group because the tainted army officers may be Punjabis is unfair. Even factually the report is incorrect as Kaul and Hooda are not Punjabi surnames and Singh is a common surname across a number of states.

Call to CBDT

Income tax for FY 2009-10 for which ITR were filed by 31st July 2010, assessment is still pending. What is efficiency IT officers are working? ACs in whose jurisdictions cases are pending, CBDT should take serious view. It is clear cut case of deficiency in service and should be viewed seriously. How appraisals are being done? FY is ending on 31.3.2011 but cases are not settled. Will CBDT issue instructions through OM, cases in general to be finalised by the end of the FY for AY 2010-11.

Training Afghan civil servants

I doubt that Indian civil servants are unwilling to go to Afghanistan on deputation. the problem is that GoI does not communicate properly. Moreover, retired bureaucrats instead of hankering for sinecures in Delhi and state capitals could go. In many countries retirement age for teachers is 66 and in most countries there is no retirement age.

What a love for the country! They do not want to go to Afghanistan because they want to 'serve' their own people. The love for their people is so much that these 'wizards' dont even join the corporate jobs offering hefty pay packages. And the critics say that bureaucrats are self serving. These jealous critics don't know that civil servants are their benelovent servants. These selfless people opt for central deputation so that they may provide good administration to their cadre state and work for their betterment from 1000 miles away. They do not even want to serve in backward states, what to talk of Afghanistan. If they are posted in Afghanistan their noble mission will remain unfulfilled.

Why should bureaucrats be lured to Afghanistan ?

Why should bureaucrats be lured to Afghanistan with large pay packets. They could have joined the corporate world with even heavier packages but did not out of a spirit of service to the nation. But for those who wished to join the Foreign Service to see new lands every three years, most civil servants would prefer to serve their own people in India.

Police Enquiry
The appellant desired information regarding action taken report on his complaint dated 29.7.2010. During the hearing, the respondents submitted that the enquiry is now complete. During the course of the enquiry, it was found that the matter was civil in nature and the same was closed by the Police. The Commission directed to provide an
authenticated copy of the enquiry report conducted by the police.

Comments

A copy of the complaint or the enquiry report is not exempt from disclosure unless it contains information which would impede the process of investigation or cause any danger to the safety of the complainant.
