some cases ordered these to be filled with soil wiping out any trace of their
existence. The famous Gurdas ban is a case in point which a few years ago was
ordered to be filled up by the head of the local union council. The heritage
sites of Bhoun can still be preserved if the federal government and the provincial
government of Punjab take some initiative. After all it is not just an ancient
Hindu village but also a part of the historical past of what is today Pakistan.
NN Ojha Regionalism V/s nationalism
People tend to wade in to regional comparisons, even when they had never
experienced personally the social life or other attributes of the people from
other regions. That limits their perceptions to the region they are familiar with.
But India is such a big country that it can never be understood without being
traversed and experienced personally. For a national perspective it is obligatory
to do so. Comparing regions without this love's labour, nationalism is lost. But
that should not be mistaken as a valid reason to wade into the speaker. Understanding
different regional characteristics will only be enriching and if someone paints
one particular region poorly in comparison to the other, it should be taken in
the spirit of the knowledgeable. If there is one subject on which nobody has succeeded
in establishing total monopoly, it is knowledge. May be the criticism is justified.
May be the communication is faulty at either the transmission side or the receiving
side. May be both are equally ignorant largely of each other.May be the speaker
has been given the cause for rebuttal of any earlier opinion equally harsh. But
one thing is certain: polite language has greater and longer lasting influence
than harsh. Some politicians have earned so much public disdain for their poisonous
tongue that they resort to channel flicking even before that ugly face opens his
mouth! Same thing uttered by a polite tongue registers with the viewers. It is
required for real growth, development and prosperity in a climate of ghastly incidents
of corruption on a daily basis on large measure that the aam aadmi is suffering
unwillingly. Unless you lend an ear to all, you will not expand your horizons.
M L Gupta Pitiable condition of Upper Division Clerk
I would like to draw kind attention of Dop&T and Ministry of Finance
regarding pitiable condition of Upper Division Clerk of Central Secretariat/Railway
Board, MEA and AFHQ. The 6cpc has widened the gape more. In these days the difference
between Basic Pay of UDC and Asstt is approx 10000/-. If we add other allowances
in it, the gap between salary will widened more and it reached to Rs. 15000/-
. while the work of UDC and Assistant is almost similar in central secretariat
but on the front of salary they may not get equal treatment. Besides routine noting
and submission of cases, is required to locate and collect other files or papers,
information, data and material, if any, referred to in the receipt, or having
a bearing on the issues raised therein, identify and examine the issues involved
in the case and record a note. The section consisting of LDC/UDC/Assistant and
Section Officer. While putting up a case, are required to see whether all the
statements, so far as they are open to check, are correct; point out mistakes,
incorrect statements, missing data or information(if any), draw attention to the
statutory or customary procedure and point out the relevant law and rules; furnish
other relevant data or information available in the Department; state the questions
for consideration and bring out clearly the points requiring decision; draw attention
to precedents; evaluate relevant data and information; and suggest, where possible,
alternative courses of action for consideration. This all work has been done by
UDC/Asstt and Section Officer but the credit has been always taken by Asstt..

Mishra Positive Step by CBDT CBDT has taken
good step about redressal of Income Tax grievances through Income Tax Ombudsman
in NCR. Can CBDT assess the pending cases circle wise and reasons for pendancy.
It will be really good approach if IT office finishes the cases with refund by
31.3.2011 for AY 2010-11. In case there is mismatch in 26AS and TDS deducted,
the whole responsibility should lie to the tax deductor not filing return properly.
It is not in individual hands to deposit TDS to IT account once it is deducted
by Bank or employer etc. Hoping the refunds will be finalised soon by efficient
officials working in IT department otherwise outsource the finalisation of ITRs
through third agency like PAN allotment. R K Mishra
RTI Police Enquiry The appellant
desired information regarding action taken report on his complaint dated 29.7.2010.
During the hearing, the respondents submitted that the enquiry is now complete.
During the course of the enquiry, it was found that the matter was civil in nature
and the same was closed by the Police. The Commission directed to provide an authenticated
copy of the enquiry report conducted by the police. Comments A
copy of the complaint or the enquiry report is not exempt from disclosure unless
it contains information which would impede the process of investigation or cause
