If top sources are to be believed a new Indian scam is in the offing this time at the behest of Scotland Yard. One can only wait and watch.
To become 'Mahatma' of Kalyug, Rahul has a long way to go
True that Rahul Gandhi is increasingly finding space alongside Mahatma Gandhi on the same wall in several Congress leaders' chambers. It is also true that Rahul Gandhi who does not fight shy of crediting his status in politics to his lineage to the illustrious Nehru-Gandhi family but chooses Mahatma Gandhi when it comes to speaking about his ideal. Still, Rahul has a long way to go to become 'Mahatma' of Kalyug.

An ardent follower of Mahatma Gandhi, as he claims to be, "If I have any ideal in politics, that is Gandhiji for me", Rahul Gandhi is making efforts to replicate Mahatma Gandhi by going around the country and getting the feel of the ground realities and the problems of the people.

Rahul also speaks about poverty and contends that till the poorer sections of the nation are not given a lead on the road of progress, India would never be able to match other developed nations of the world.

But, the young, innocent general secretary of Congress who appears to be contributing his best to the party will have to go a long way to earn the epitome of 'Kalyug Ka Mahatma', feel majority of those who responded to the debate - CAN RAHUL GANDHI BECOME "MAHATMA GANDHI " IN THIS "KALYUG"? - conducted by whispersinthecorridors.com.

While few respondents said that he (Rahul Gandhi), who wants to build cadre of Congress at grassroots by injecting a whiff of fresh air, is not only an icon for the Indian youth but is also striving hard to do a Mahatma Gandhi in today's " Kalyug, others - much more in number- thought that the very idea of comparing Rahul Gandhi with the father of the nation Mahatma Gandhi was like living in a fool's paradise.

"The ideal and philosophy of both these persons do not match. One fought for the nation during freedom movement and the other is fighting for the party and, in other words, creating a space for himself to become the Prime Minister of the country in the days to come".

Rahul Gandhi can, however at the most, become "Mahatma' for the sycophants in the Congress party whose only qualification is that they know the art of being the Yes-man and enjoy power.

UNESCO's concern about Pakistan's out of school population
According to UNESCO's Education for All (EFA) global monitoring report 2011 published on Tuesday Pakistan with 7.3 million 'out of school population' has been spending seven times as much on arms as on primary education. The diversion of resources to military coupled with armed conflict in some areas has resulted in shifting of the responsibility for providing education from the State to the Householders which in turn is resulting in disturbing social imbalances. The report has noted that 49% children in the 7-16 agegroup from poor families are out of schools as compared to only 5% in the same agegroup from wealthier families. The report has called on national governments and donor agencies to 'urgently review the potential for converting unproductive spending on weapons to productive spending on schools'.

Training idea for Collectors rubbish

I don't think collectors need to get any training for administering a naxal affected district, it is the poorly trained police force who lost their lives either due to their own incompetency or due to their poorly trained superior's instructions to get proper training. I want to bring out the ground realities prevailing in the naxal affected areas for the readers.....

1. The Joint forces never goes out during night times, going for ambush one or two times in a month will never serve the purpose, result!!! Maoists are freely moving in the area without any check

2. Most of the courts in our country never believe their claims of encounter with Naxals, arrest of Maoists and seizure of huge quantity of arms and ammunition, some media persons had complained that the police is showing same weapon in more than one occasion that those weapons were seized from Maoists why? to get gallantry awards from the government

Some good dedicated lower rank officers and constables are doing really good work but the incompetent, poorly trained and egoistic higher rank officers are taking credit for their hard work. if these lower rank officers achieve any success (very few) the incompetent higher officials will go in their full uniform with all stars and caps shamelessly and take snaps, talk big and take credit for that

4. Another shame is the Ego war between the State police officers and CPMF officials. every one knows that the CRPF had lost morethan 70 jawans due to the co ordination problems in Chhattisgarh.

Sooooo first these poorly trained, big mouthed loudspeakers stop talking nonsense about an officer who try to enter in to the areas where these tigers are not able to go with big AK, SLR, PISTOL etc.

Glaring Discrimination

The IAS has traditionally dominated the mighty Steel frame the Central Secretariat which rules the country. However it has failed to deliver because Officers are busy angling for after retirement posts & blackmail the politicians threatening to expose their deeds & thus get their own work done & have no time to show results nor is there any accountability. The position at top three level is given below.

1. At Joint Secretary level there are 488 posts available for offer on deputation in GOI. At present the composition of representation of services is as under-

(i) IAS - 335 (All India Service) - 69% of total posts

(ii) IPS - 42 (All India Service)

(iii) IFS - 07 (All India Service)

(iv) CSS - 25

(v) Central Services - 75 (presently only 12 services represented)

(vi) ForeignS - 04

TOTAL - 488

2. Similarly at Additional Secretary level there are 111 posts & break up of representation is as under-

(i) IAS - 85 (All India Service) - 77% of total posts

(ii) IPS - 14 (All India Service)

(iii) CSS - 03

(v) Central Services - 09 (presently only 08 services represented)

TOTAL - 111

3. At Secretary level there are total 95 posts out of which service representation is as below-

(i) IAS - 78 (All India Service) - 82% of total posts

(ii) IRAS - 01

(iii) Scientists - 08 (specialised service posts)

(iv) Indian Foreign Service - 05 (specialised service posts)

(v) Indian Postal Service - 01 (specialised service post)

(vi) Statistician - 01 (specialised technical post)

(vii) Economists - 01(specialised technical post)

TOTAL - 95

If the specialized posts are separated then the dominance of IAS is 100%. The CSS is over represented & has more than its due share with very little knowledge of value except of course assisting the IAS in its inhouse dirty tricks department & secretarial scheming, plotting & intrigues. This anomaly needs to be rectified by GOI & more representation of Central Services needs to be encouraged.

Financial insecurity may aggravate corruption

Adequate pay is no surety for non-corruption, and there is no end to man's greed. True, that's why there is so much corruption at top in government and associated organizations despite 6th pay commission.

But financial insecurity does tend to aggravate corruption. Genuine needs of the people should be looked into and addressed.

Misuse of official is also corruption

Misuse of official position is a form of corruption. Be aware those who indulge in such type of practices. During the Anna Hazare's fast on 5th March, 2011 this issue is going to raked up by person who is collected a number of information in this area under RTI Act-2005. Tax Payer's money is also being used in the administrative expenses of the Government. So don't misuse telephone, car, stationery items, PSUs and staff (i.e. having additional over and aboe entitlement)

Introduce Police commissioner system !

Police commissioner system should be introduced all over the country and young and dynamic IPS officers be given charge. They will bottom-pinch the situation back to normalcy. What happens to the oldies in the Paramilitary forces, young dynamic and brilliant IPS officers will decide.

Prosecution record

Copies of certain documents were denied to the Applicant claiming that it consists of analysis of evidences by various decision taking authorities and their opinions thereon which has the potential to influence these evidences and to interfere with the proceedings of the court wherein prosecution of the Applicant is already under process. The Commission noted that copies of the relied upon documents submitted by the Respondents to the Court have already been provided
to the Applicant by the Court and that there is no order from the Court not to disclose any further information available with the Pubic Authority. The Commission directed to provide the documents after severing those portions that are exempt from disclosure under any of
the sub clauses of Section 8(1) of the RTI Act.

Comments

Public Authorities tend to avoid disclosure even after the filing of the charge-sheet, on various pretexts. With the filing of the charge-sheet which marks the end of the investigations, the documents should no longer be held as exempt.
