To weed out corruption
First of all I must congratulate Sureshmehrotra.com for its spreading popularity,
so much so that even former President of India has found it a suitable forum to
express his views on. Corruption in India has in fact taken gigantic shape and
is spreading like cancer, calling for emergent action. As regards my views to
weed out corruption, I feel that, firstly, corruption cases should be equated
with cases of murder and hence stringent action might prevent such a crime, at
least to repeat such crimes. Secondly, the Supreme Court should designate special
courts in each State to decide corruption cases, which would also work as supervisory
courts for similar specifically created lower courts . For this purpose 2 new
posts of Judges be created in each High Courts. Thirdly, corruption cases should
be decided within a fixed time frame, say within 3 months (maximum). In fact,
I would like it to be tackled under a fixed time frame, just like steps to weed
out polio virus. Fourthly, final hearing in all cases of corruption involving
a sum beyond Rs.1 crore should be telecast live. Fifthly, children of corrupt
ministers, officials, businessmen should be debarred from availing facilities
under any type of reservation policy. C Singh
Get TDS certificate If there is mismatch in form 26
AS and the claim made by the assessee, what can the third outside agency do. Better
course is to get TDS certificate from the tax payer and give credit ,if required
,after making necessary verification from the deductor. In all such cases all
penal action should be taken against deductors as they think 'Government ka paisa
apna hai.' Poonam Declare 31.3.2011 for
Income Tax Refund for AY 2010-11 by CBDT Income tax department
has fixed last date for payment of tax as 31.3.2011 for AY 2011-12. In similar
way, can IT department fix date for its own work to finalise and issue refunds
for AY 2010-11 as 31.3.2011 and advertise in every news papers for the benefit
of public at large. This will give real situation of work done by income tax department
officials. Let the refunds or dues be finalised and issued according to ITRs submitted.
At least there should not be problem in finalising ITR 1 &2. If department
finds any dues are pending, they can issue demand note for the same. The cases
should not be delayed due to mismatch of 26 AS and TDS deducted. The assessee
can be asked to submit hard copy given by banks, employer etc. as the case may
be who has deducted tax. Give a try to fix refund date 31.3.2011 for AY 2010-11.

The hype around the semi-final match between India and Pakistan. All roads
are leading to Mohali. Corporates are flying in by their private planes, the tickets
are being sold at an astronomical rate in black. The massive security build-up
with anti-aircraft guns in place and with NSG,SPG commandos assisting the Punjab
police and the Air-force also roped in creates an atmosphere of a war rather than
a sporting event. Is it a match of cricket or a battle between the two traditionally
hostile neighbours? The public response is also as if it is a war between the
two countries. All this and the media shrill on the game is bound to cause stress
and pressure on our boys. Why could we not leave them alone to play their natural
game with genuine fans and lovers of game in the stands. Where was the need for
the Prime minister to intrude into this match with his cricket diplomacy? This
mad rush to Mohali by VVIPs, corporate honchos, filmstars and others is nauseating.
We are not helping our team by creating this pressure. This extravagant hype is
really ominous and we are certainly not helping Indian team to achieve their goal
though I wish and pray with lakhs, nay crores ,of my countrymen that India wins

and Assistants As in the case of UDCs and Assistants so in the
case of Sr PPS and PSO of CSSS and also in the case of Deputy Secretary and Director
of CSS - the difference in the pay is too high after the 6CPC. Prior to this,
the difference in pay was only 1000 - 1500 between DS and Director. Now that PSO
is equal to Director and Sr PPS is equal to DS, you find both Sr PPS and DS who
are on the verge of superannuation rushing to get PSO/Director promotion as the
difference in pay/pension works out to roughly 14000/4,000 respectively. They
seem to be asking for all kinds of relaxation in RRs etc. so that they walk home
with a higher pension. I find nothing wrong in that. It is the Govt. in the M/o
Finance and DOPT who do not want to help their employees. Govt. must remember
that this is the same group of CSS and CSSS officers who have stagnated in 1994,95
- and with great difficulty they got insitu promotion from SO/PS to US/PPS. The
denial of promotion at that time, because of lack of vacancies could now be made
good by relaxing RRs and giving them the benefit towards the fag end of their
service. Or alternatively, to lessen the heart burn of not getting Dir/PSO payscales,
the pay of DS/Sr PPS could be placed in PB 4, say with a lesser grade pay say
8,000 or something like that, so that there is no need to revise the grade pay
of PSO and Director. The wide disparity between these two payscales/bands etc,
has led to much heart burn which the Ministry of Finance and DOPT can certainly
take note and reduce the hardships being felt by both CSS and CSSS officers.
Moogambikai Increase in retirement age:
This is no logically correct. Instead, it should be 6-day week instead
of 5-day week. The main reason is only about 20-30% of government employees are
in office from about 9.00 Am to 5.30 P.M. Others, they come at the convenience.
Particularly, females, they have chalked out their own time, though government
in 6th CPC has given them more benefit. This is benefit is not available to female
employees in private companies. If it is a 6-day week, they office will automatically
be from 10.15 A.M. to 5.15. PM which was existing earlier. Biometric Machines
should be installed in all the Governments buildings, so as to ensure that all
come to office and leave office on time. This will certainly improve the efficiency
in working. These employees should also be made to understand that domestic work
like taking care of children etc. is common for everyone and also is a part of
life and not specially only for the employees of government. Brig

Police Enquiry The appellant desired information regarding action
taken report on his complaint dated 29.7.2010. During the hearing, the respondents
submitted that the enquiry is now complete. During the course of the enquiry,
it was found that the matter was civil in nature and the same was closed by the
Police. The Commission directed to provide an authenticated copy of the enquiry
report conducted by the police. Comments A copy of the complaint
or the enquiry report is not exempt from disclosure unless it contains information
which would impede the process of investigation or cause any danger to the safety
