Pakistan : Islamabad and Punjab police trade charges

What is the problem if IFS(Forest) officers are in demand in Government of India? Other Services are equally in demand! Every Service should have a quota in deputation posts in GoI proportionate to their cadre strength and officers of the same examination should be at the same seniority and empanelled in the same year.

Cricket reduced to anything else but a game

I am waiting for the finals on 2nd April for this Cricket madness to end. All the news channels, it appears, do not have any other news except cricket match between India and Pakistan. Political leaders as also business tycoons are fanning this craziness. The real cricket lovers are those who are getting lathi-charged, be it Bangalore, Ahmedabad, Mohali and you name any other venue. It is a shame that the cricket has been reduced to anything else but a game.

With all the hype being exhibited by Indian press and Government, Pakistan will still want Kashmir to be handed over to them, Siachen and Sir Creek issues settled in her own terms, it will not want to lift the barriers to trade with India,will not punish those responsible for Mumbai massacre, will not suppress the jihadi groups or place curbs on hafiz Sayeed in his vituperative tirades against India, will oppose our presence in Afghanistan, deny us transit flights to that country and will go on expanding its nuclear threat to India. Added to this is the action by our Government to involve army officers and RSS in the Samjhotha express case, in its efforts to score points over BJP. Earlier Government has blamed Pak trained terrorists for the incident. Now Government has allowed Pakistanis to link this case with Mumbai massacre. Added to the disgrace of the Government is the admission by PM in Sharm-el sheikh about India's involvement in Baluchistan. One shudders to think whether this nation is safe in the hands of this inept unelected PM or more shocks will be in store after his Mohali meeting with Pak PM. At least PM should understand that all these talks is a smoke screen for Pakistan to hide her nefarious activities against India.

The Cricket Fever

It is not understandable why this madness, which everyone is showing towards this match. Everyone everywhere knows there is huge betting on this match; still all wise men think it is a game where as it is a very good piece of entertainment like any other concert and people are unconcerned about the outcome. I am not against the game of cricket as the managers of this game particularly in India like IS Bindra, Late M R Scindia, Arun Jaitely and many others have done a great job to bring the game of cricket where it is today. But there is a word of caution. As in economics we say there is a need to have equitable distribution of wealth to eradicate poverty and eliminate exploitation based on economic status. For achieving this end Government of the day makes policies like having higher tax rates for higher income groups, more tax on luxury goods, heavy duty on imported cars and many others.

By going crazy for cricket the people are encouraging unequal distribution of resources available with corporate world. Cricket is attracting much more sponsors then all the sports put together in India and as a result no other game is moving forward. Rather all other games are looking towards Government for support. As a policy to curb this and to ensure equitable allocation of resources available with the corporate world government should make policies and laws to stop this mad flow of resources for this game. Let there be tax on the money flowing to cricket in sponsorship, cricket should not be given any tax exemption, rather there should be tax and duty on all inputs in this game. I am not saying this to damage cricket as Government does not impose higher tax rate on higher income groups to trouble the rich but it is to ensure equitable distribution of wealth. Similarly all such tax collections can be allocated to sports budget of the union and states for promotion of sports other than cricket. Let us not FATTEN the FAT. Let the FAT be made to work and contribute for the health of others or as is happening in society the gap between rich and poor will widen and similarly we will have only 11 heroes and rest of the sports will dwindle and perish with this widening gap. ?Bera Bandh Na Sakio Bandhan Ki Wela, Bhar Sarwar Jab Uchchle Tab Taran Duhela? ? a couplet from Adi Granth Sahib which means, ? If you do not anchor your ship at the right time then it will be difficult once there is storm in sea?. Let us all wake up.

CBDT/CBEC most unpopular among their own officers

It is a great surprising that about 90 percent IRS officers do not like, rather hate their apex boards because of the injudicious approach of these boards. In one interview some of the IRS officers call these boards as black boards. In fact, in any administrative matters like postings, vigilance, deputation, foreign training, officers receive a very raw deal from their boards. Now, since there is no hope of promotions also, the magnitude of revolt is so high among the officers, they are going out of control and if this situation is not taken care of, it will be very harmful for the organisation.

Good proposal for declaring 31.3.2011 as last date for issue of refund/demand note for AY 2010-11 by CBDT. Then spokesperson from CBDT can say Income Tax department has completed its assigned work. Follow Delhi Government fixing responsibility in case public works getting late as deficiency in service and pay interest from 1.4.2010 till the refund or payment is made for AY 2010-11 without harassing the assesses.

MACP order

MACP order issued on 9.9.2010 along with point of doubt and clarification. In point no. 8 where the employee has earned three promotions not under ACP/MACP and stagnating after completion of 10 years in particular grade does not solve the problem as it has been point blank refused no promotion under MACP. Let an IAS officer stagnate after 10 years of service in particular grade, how he feels. That time it will be permitted under MACP. Staff side should not agree to this and reconsider the point if an officer was stagnating after completion of 10 years of service in one particular grade, he should be given financial upgradation under MACP and not be related to three normal promotions. Consider the miserable condition of employee continuing in same grade for more than 10 years without promotion.

Why vigilance commissioner only an IAS officer ?

There are others who could be equally vigilant such as IPS and Defence Services Officers. This does not mean that other than these are only sleeping. This should be a brilliant choice which brings pride to the nation. There is perhaps no deficiency of talent in the country including our private sector and political class. Let us hope for the best as every experience is expected to make us wiser and better choice.

The condition of SOs also same. Due to PC Chidambaram's technical grant of 6500-10500 scale to Assistants in Sept., 2006, some assistants got the option to get first their pay fixed in 7450 scale in 2006 and then as per new CPC. Whereas SOs were never allowed this option and they remained in 6500-10500 scale during that small period from January to September 2006. Pity Assistants' scale being more than that of SOs and nobody bothers. Also the grade pay difference of just Rs. 200 is too less especially in MEA where Assistants were getting promotion in 18-20 years.

Police Enquiry
The appellant desired information regarding action taken report on his complaint dated 29.7.2010. During the hearing, the respondents submitted that the enquiry is now complete. During the course of the enquiry, it was found that the matter was civil in nature and the same was closed by the Police. The Commission directed to provide an
authenticated copy of the enquiry report conducted by the police.

Comments

A copy of the complaint or the enquiry report is not exempt from disclosure unless it contains information which would impede the process of investigation or cause any danger to the safety of the complainant.
