A book by Ms.Anita, Atul Karwal on the Mt. Everest making waves
A book titled "Think Everest- Scaling Mountains with the Mind"- a narration of the physical and spiritual journey to the top of the world - has been making waves ever since it was released in March 2010 by Dalai Lama. Significant aspect of the book is that its authors are Karwal couple serving in All India Services (AISs). Atul Karwal, IPS and Ms.Anita Karwal, IAS, both from the 1988 batch of the Gujarat cadre. ARE PEOPLE LOSING INTEREST IN DEFENCE SERVICES THESE DAYS ?

It is a good point for debate and all those who call it "good and best org" would not be part of the same and those now associated do not allow their siblings to be associated with it. Such is the org irony!!!!.

Some of the possible reasons why?

1. The ad says" DO YOU HAVE IT (leadership, courage, sacrifice) IN YOU" instead of "DON'T YOU HAVE IT IN YOU? In the service, it is in the young officers shoulders where the chest of the lion in the ASHOKA EMBLEM exhibits "IT", and as one grows in rank, the brasso causes shine but wears down the chest and symbolically the "IT".

2. At about middle age, officers realize that every successive rank they get/earn pushes them down the hierarchy(WOP) and the rules leave little leeway. Further the "vacancy method" of promotion ensures that "merit" is valued amongst peers only and "not" with successive batches; and the environment treats "non-empanelment" as unwanted.

3. Every pay commission ensures that the entry level pay of newly commissioned officer is above all other entries and SPC gave Military Pay. However, soon they realize that it is the "golden noose"; DOPT rules state that for "central staffing scheme/ deputation" eligibility is that, the officer cannot apply for a vacancy which has lower pay scale or lower grade pay which eliminates all ranks except "Colonel". And for Brig and above need of five years service both in the grade as well as residual service eliminates them.

4. The services are the only org in the world where a long waiting list exists (read rules) for "non-empanelled" officers to get "pre-mature retirement/ release" but officers found "fit" can get out fastest (the vacancy is much needed).

5. Officers realize that although the government wishes to ensure that they have a second career, but no other govt wing is willing to jeopardize in-cadre vacancies by absorbing serving/retired/superannuated officers in their wing. The government has provided that all vacancies being advertised are cleared through DGR (resettlement wing) but the other govt wings create such recruitment rules that no/miniscule service officers are eligible and DGR makes no effort to inform the environment about such vacancies before NOC is given.

6. Post retirement some of the very senior officers in coveted positions in the private sector ensure that middle age retired officers are not employed in their org and are quite vocal about it, thereby publicly espousing the unwantedness/ wastefulness of the years in service.

7. Honour and Rations whilst in service may ensure "living standard" however parents and family also need to be proud of, which is missing in the "society/ administration" at large.

Only tall talks of good governance & transparency

It is surprising that even after tall talks of good governance and transparency, glaring instances come to light. Consider appointments to the National Green Tribunal. How come IAS officers are being considered? Does NGT not require past domain expertise or it will be another slot for retired IAS officers? It is sad in India we are continuously veering away from global norms in governance. This is still more sad with the present set up at New Delhi, because perhaps we may have such as set up in the coming years. We are continuously throwing to the winds recommendations of ARC etc. Then what is the purpose in administration if it is to be subverted with impunity?

Is there any transparency in promotions ?

WIC has been giving news about promotions in BHEL, SBI, and IOC etc. at AGM, GM, and ED level. Is there any transparency in these promotions? Are those senior people left out, communicated the reasons of their being superseded? Are the marks awarded known to the candidates?

If promotions are done at these levels at the desire of management in a non transparent manner, these officers will naturally be sycophants and honesty will be at a discount.

Should DPE not look into it to promote honesty and integrity in PSUs?

Supreme Court has held the appointment of PJ Thomas as illegal. Consequently, all decision taken by the illegally appointed CVC in his capacity as CVC should be treated as 'null and void' and thus should be held as cancelled. At least these decisions must be reviewed.

Appointments/promotions of all facing prosecution be quashed

Now that Supreme Court has quashed the appointment of CVC PJ Thomos, appointments/promotions of all such similar persons facing criminal prosecution should be quashed . Or else an ordnance should be issued to the effect that criminal prosecution /vigilance enquiry shall not be considered a bar for promotion /appointment for even constitutional posts for utilising the expertise of those facing criminal prosecution so that governance does not become dull affair.

Poor WIC !

It might be all right for the Parliamentarians to use such journalistic slangs in Parliament but not appropriate for journalistic ventures like the WIC to use the Parliamentary lingo for journalistic endeavours. An appointed PM has little space for political manoeuverings, what to talk of action against a solid rock called Sharad Pawar. It is too much to suggest, in the manner of the Opposition, that the PM goes after M. Karunanidhi (Kani only his impression). A PM without the party backing him has to search for political allies beyond his party, in case, you know, political developments necessitate such collaboration. This exercise begins with the "natural allies" meaning the Left Parties, which immediately lends him the aura of being progressive. It is further brasso shined by alliances with like minded secular parties (most of whose leaders have been jailed or being investigated for disproportionate assets and vulnerable to arm twisting by the power wielder and thus anxious to support the PM against his own party if granted relief).The judiciary acts as the spoiler, otherwise the chess is played better than Vishwanath Anand can play. The gains of winning the hands of newer allies impress the rank and file of the political outfit, though the party thinks shrewder of any such suspicious moves by the PM. Gaining friends is left to the exclusive credit of the party boss. The party front should never mistake himself for real and try to carve out a niche for himself in the minds of the cattle class Indians, to threaten the party later.The party is aware of the temptations of individuals to prove themselves superior than the party by wearing spotless white khadi and image of honesty.Such game is nothing new!!! The party knows how honest such individuals are in reality. Such individuals can not be permitted to break the chain of the great political leaders by installing themselves between them ! So he is allowed to do only as much as he is told, nothing more nothing less. His acts(kamm frm nikkamma)of enlisting the loyalties of the bureaucracy by rewarding it through lucrative post retirement engagements or assignment as in the case of U.C.Banerjee or Thomas,is a very intelligent act to increase his support base at the cost of the party for which he has to pay the price in the form of his reputation getting minced. Any shrewd Indian politician knows the value of bureaucracy's tremendous usefulness in winning elections or running political parties. The public perception of the corrupt is different from that of the politicians, for the corrupt is kamm daa bandaa and the honest nikamma or utterly useless.Those who mistake the PM as a no political man are grossly mistaken--he has not only survived but grown continuously when all other politicians have fallen by the wayside in the past 25 years. What was Sonia Gandhi when Man Mohan Singh was the Finance Minister, who had made the most generous offer of Rs 200 crores to the Rajiv Gandhi Foundation?(indirect temptation to trap her, which she rightly and very wisely spurned).Te, kamm de bande nu pher nikkamma nahi kende !!!

Why such double standards?

When Sonwane was burnt alive while conducting an impromptu raid these very top Babus said they had issued orders from Mantralaya that no one will conduct raids without being accompanied by the Police. Sonwane did not belong to IAS but on his way back from Government duty he chanced to see Oil mafia's nefarious activities & tried to stop it & in the process sacrificed his life. When Malkangiri Collector goes to Naxal affected area these IAS officers term it as the greatest sacrifice of an Officer in the call of duty of the highest magnitude never heard or seen before. The poor policemen who spent hours in patrolling in the most trying conditions away from their families with very poor facilities & logistics had shown exemplary courage & dedication & a large number of naxalites were put behind bars. If the IAS Babus ubiquitous white towel spread on the back of his chair is not changed every quarter he throws up & tantrum & says work environment is not conducive & facilities are poor but if a poor police jawan has to face an angry crowd with a bamboo stick & isn't provided water canons or rubber bullets & is suspended if he even dares to fire & use up bullets in self defence in a charged atmosphere, the IAS babu becomes proactive in getting him hanged or guillotined.

Why did the naxalite problem arise? because these officers sitting in Mantralaya never bothered to give good governance, they were busy searching for plum postings & stashing crores .What happens to the hapless seven people kidnapped by Somali Pirates? The Foreign Minister washes his hands off & says it is for their employers, the private company to handle the issue. If Air India flights could be sent to Libya to bring back Indian people employed in private companies & involved in mundane activity of earning their livelihood then why the Indian sailors in captivity for last seven months should not be helped by the government. If interlocuters could be appointed on same day the news of abduction of Malkangiri collector spread, then why such double standards in the case of these poor soldiers coming from economically weak families. Some one please explain what is the act of bravery of Malkangiri Collector that now his name is being proposed for the 'PM Award for Excellence in Public Administration' to be given out on 21st April which is celebrated as Civil Service Day. Who is bothered about all those unnamed & forgotten police & para-military Jawans who have laid down their lives in curbing the Naxalite Menace. They have been greatly let down & their sacrifices trivialised & frittered away.

This is regarding your whisper on the 'unprecedented delay' in the posting of General Managers on the Railways. It is learnt from Railway sources that the cause of the delay is influence used by one officer at Cabinet Secretary' end to get on the panel for General Managers. His name was not considered by his cadre authority for not meeting the accepted and approved criteria. He has been successful in getting on the panel now by using influence. Now since he has found a place in the panel, courtesy DOPT or Cabinet Secretary, he is naturally wanting to be considered for posting. Hence the delay, so say the Railway sources. It is really a travesty that those who should take up with the Department for delay in posting are responsible for this .This is again a reflection of how senior posts are being filled up by influence or sifarish without considering the merits. In this particular instance the officer does not deserve to be there as he lacks personal integrity and is suffering from ethical deficit.

Central Secretariat is the only place where CSS officers are posted unlike IAS or other Central Services who have avenues in their respective services/cadres. It would therefore, wrong to say that CSS is over represented in their own cadre.

Removal of Thomas good for country !

The decision to remove PJ Thomas from CVC is good for the country as it sends a signal that the most suitable person with impeccable integrity even from civil society not from civil service alone should be considered. This should be applied to all other constitutional posts and higher posts in Government e.g. Joint Secretaries and Secretaries. Currently the bogus empanelment process itself is faulty and serves to put IAS lobby at the dominant position who are almost unaccountable and unafraid of wrong doing.

Prosecution record

Copies of certain documents were denied to the Applicant claiming that it consists of analysis of evidences by various decision taking authorities and their opinions thereon which has the potential to influence these evidences and to interfere with the proceedings of the court wherein prosecution of the Applicant is already under process. The Commission noted that copies of the relied upon documents submitted by the Respondents to the Court have already been provided
to the Applicant by the Court and that there is no order from the Court not to disclose any further information available with the Pubic Authority. The Commission directed to provide the documents after severing those portions that are exempt from disclosure under any of
the sub clauses of Section 8(1) of the RTI Act.

Comments

Public Authorities tend to avoid disclosure even after the filing of the charge-sheet, on various pretexts. With the filing of the charge-sheet which marks the end of the investigations, the documents should no longer be held as exempt.
