7 am: Got up wee bit late! Gursharan is giving me silent treatment. I hear Kushwant Singh called her up and told her that in the Sikh Community my reputation has plunged.......he told her my honesty is no longer taken for granted!!!!! Khushwant is a rotten ole scoundrel .... I hear there are a few Pakistani Nawabs and some from the Pakistani Page 3 lot who are waiting to lynch him if he comes to Pakistan.... he enjoyed their hospitality when he was in Pakistan and then wrote lewdly about the beauty of their wives! Eh teh luchaa hai from birth and seems he'll be one till he goes!!

8 am: No tea....... called out to Gursharan for my tea.... no response. The staff too are behaving deaf! What the heck .... I'll get ready and go to work and get my cuppa there!!

9 am: Ready ..... took extra time as Gursharan refused to perform her customary tasks!! Thank God I do not have to colour coordinate my clothes or I'd be looking like a joker today!! No breakfast..... kyon bhai shera, bhuk naal latak gaya chehra!!!

9.45 am : Reach office and ordered for tea and toasts! Madam's emissary has come with the 'Daily Orders Bag'..... it looks like the bag used by the UK PM.... Madam has a sense of humour!!!

10.14 am: Read the orders....... sometimes I feel like I'm the janitor in this Government.... they dirty the place and I have to clean up!! Madam says Rahul is livid at Anna becoming the youth icon.... what can I do???? Youth basically got tired of waiting for Rahul!!!!! And I'm not going to talk to Mamtha.... so what if Pranab Da always ends up getting on her wrong side!!! I do this and I'll be on his wrong side.... as it he is cut up with for my getting the PM's job!!

11 am: Meeting with Rattan Tata. PAC draft has got him livid!! He says it's customary for Industrialists to write letter of praise to Party Bosses of Ministers they deal with!!! He says he wrote a letter to Vajpayee praising Mahajan and even wrote one for Maran , but later he found out that his staff bungled and the letter went to Jaya.... who I'm sure must have ripped it in a fit of anger!! Anyway I assure him of my help.

11.45 am: Urgent call from Madam. I cancel my appointments and rush to 10 Janpath. Maybe it's about inflation.... or maybe it's about fall in Congress's image..... or maybe its the Cabinet Reshuffle.... well to be on the safe side I carry with me relevant info!!!! Madam is livid....she says in India she and her family are like royalty..... Rahul is even called Yuvraj and still she's not received an invite for the Kate William wedding!!!! She wants me to take it up with the Brit PM...... make it into a 'diplomatic incident'!!! I try to calm her down and tell her none of the 'other' Indian Royals have been called.... I stress on others and she looks at as if she's telling me shabash.......why even Amrinder who hosted William's Dad in Patiala has not been sent an invite!!! But Madam is still livid..... seems she's been needled by I think by Priyanaka who I feel must have been showing off at Page 3 Parties that she will get an invite for the wedding!!!!! And what's really got her in a knot is the rumour that Amar Singh has wrangled an invite...... my guess is he'll gatecrash as he has the technology to do this and show off that he was invited!! Madam goes on and on the issue of not getting an invite.... I mock answer my mobile and pretend I'm answering a call from PMO.... its customary to either switch off mobiles or put them on vibration mode when one enters 10 Janpath!!!!! I excuse myself and leave for my Office!!! As I leave I'm reminded of a proverb....... sochiya si hoyega pahaad teh nilkli kiddi (ant)!!!

1 pm: I'm famished but I cannot go home as Gursharan is in a foul mood and like breakfast I'll be cold shouldered for lunch too!!! I order what I term as 'my soul food'...... burger, fries and a large Cola...... takes me back to my World Bank days!!!!! I wolf down the meal and my Secretary buzzes and says PC is in the visitor's room..... he's upset and wants to meet me!!!! It's odd for a Mantri to come without an appointment ... but what the heck, I like this guy. PC comes in and starts bawling..... what I understand over his sobs is that he's upset that 2 G PAC has ticked him off!! I tell him it is not the end of the World and we will not take this lying down!!! PC says he called for all the I Tax files of Murli Manohar Joshi to get some scum on him... yes this is an effective way...... see how effective it was with the Bhushans recently!!! But I feel it's not only this that has got him so upset.... there is more!!!!! I needle him and he blurts it out...... seems in a recent meeting with Madam and Rahul he showed off that he was one of the Minister's in the Cabinet against whom there were no allegations....... he's still trying to get the Finance portfolio back..... he had in a 'show off mode' even boasted that if there was even a whiff of an allegation against him he'd resign! I must not praise PC henceforth in front of Madam and Rahul!!!! Apni kabar aapne aap khodhi!!!!!!!

2 pm: Just to appease Madam I call Krishna and tell him to take up the issue of Madam not getting an invite for the Kate William shaadhi, with his counterpart!!!! And also request him to get the Singapore Embassy to check out where is Amar Singh!!! I'll send my ATR on this issue to Madam and hopefully wash my hands off this useless issue!!! Amar Singh... bah...... he knows how to twist Gandhis tails... he must has spread the rumour that he's got an invite!!!! Begaani shaadi de liye Madam diwaani!!

2.30 pm: Got a call from Pawar..... he says he's got info that Madam has developed a bald patch on her head and that I was being blamed for it!!!! Rabha..... what a day this is turning out to be!!!!! But what have I done to make Madam loose hair????? Arre at this age Ladies do loose hair!!!! I think its Anna who has caused her hair loss!!!!!! A few minutes later Pawar calls me again and says he got it wrong..... said she's blaming the cash for vote for the start of her hair loss.... someone close to her was trying to squeak in my name...... waal waal bachaya!!!

3 pm: I think I dozed off....... buzzer rings...... and I'm told my Madam is on the line.... I hurridly take take the call!! Gursharan says she's not eaten as she's waiting for me to come home for my lunch!!! From her tone I get the feeling she's been able to find out I've eaten..... hai oh Rabha.... ajh merri kher nahi!!!! I cancel my evening appointments and rush home..........yes..... people will say I'm leaving Nation's work and rushing home to appease my biwi....... oye Desh gaya bhaad wich ..... if there is a fire in your colony will you first douse the fire in your house or go out to douse the fire in the colony?????? Oh! Rabha......... Ghar wich Gursharan Kaur ne teh dafter wich Madam ji ne banaa ditha mainoo nikama......... warna see my Resume Manmohan Singh is aadmi badhe kamm da!!!!

R.K. Upadhay is BSNL's new CMD BSNL
Finally, R.K. Upadhay assumed charge as as new CMD BSNL on April 30,2011. Hitherto, Upadhyay who was CMD of the TCIL will also continue to look after the charge of CMD, TCIL. While, serving as CMD, TCIL he had made a mark for himself. The TCIL ,has so far covered 34 of 53 African countries under the Pan-African e-Network Project. This is a mega project worth Rs. 542 crore that the TCIL is implementing the said project as turnkey implementor on behalf of the Indian Ministry of External Affairs (MEA). Among other things the project has facilitated a very big help in fields of telemedicine and tele education to African countries. So far the tele education facility has covered 3500 students who are taught in virtual class rooms by faculty sitting in Delhi. Similarly , in field of telemedicine through 12 super speciality hospitals of India TCIL has been able to provide effective link for treatment of patients in African nations.It may be stated that Rakesh Kumar Upadhyay is an officer of 1975 Batch of Indian Telecom Services. He obtained B.Tech (Electronics) Degree from I.T. Banaras Hindu University in 1974 and MBA (Marketing Management) degree from Indira Gandhi Open University. He is also a graduate of Defence Staff Services College (DSSC) Wellington and was awarded M.Sc (D.S.) Degree by Madras University. He has successfully worked in Department of Telecommunications from August 1975 to July 1996 in the areas of Planning, Installation and Commissioning, Commercial administration and operations. While on deputation to TCIL during October 1996 to August 1999, he successfully worked in the foreign projects as Project Director, Sana'a and General Manager, Yemen. After a stint from Jan.'2000 to Jun.'2003 in BSNL as General Manager Jammu & Kashmir Telecom Circle he joined TCIL again on deputation in June 2003. After joining TCIL, he successfully worked as a Chief Project Director, Algeria, Group General Manager (New Technology) and Executive Director (Project Monitoring) and other important assignments. He has got rich experience in the fields of Planning, Projects, Operation and Business Development. He took the charge of Director (Projects) w.e.f. November 1, 2005 and subsequently took the charge of Chairman and Managing Director on March 1, 2007.

SAIL Q 4 up by 7 percent
The unaudited financial results of Steel Authority of India Limited (SAIL), taken on record by its Board of Directors today, showed 7% y-o-y growth in the company's turnover of Rs. 47,042 crore. SAIL's turnover for January-March (Q4) of FY '11 at Rs. 13,137 crore was also 7% higher than the previous quarter and 1% higher than the corresponding period last year (CPLY). Reflecting on the achievements of the company during FY'11, SAIL Chairman C.S. Verma said: "The significant uptrend in quarter-on-quarter performance is ample testimony to the success of our strategic initiatives in the area of people and processes. To realize SAIL's vision of becoming a global player, we are working on multiple fronts at the international level by adopting the inorganic route and strategic tie-ups, aimed at backward, forward and lateral integration. In the coming months, our stakeholders and well-wishers will witness the emergence of a new SAIL - a global SAIL."

ESIC'S first ever super-speciality hospital in India inaugurated at Hyderabad (A.P.)
ESIC's first ever 126 bedded Super-Speciality Hospital in India was inaugurated by Mallikarjun Kharge, Union Minister of Labour & Employment, at Sanathnagar, Hyderabad on Saturday in the presence of the Andhra Pradesh Chief Minister N. Kiran Kumar Reddy who graced the occasion in the capacity of Chief Guest. "Similar other projects of ESIC - costing around Rs. 9,000 crores under construction - would be dedicated to the people soon" said Kharge while addressing the gathering on the occasion.. He also said that the Union Ministry of Labour & Employment has made many ESIC Stakeholders friendly amendments in the ESI Act in recent past and urged Reddy to implement the Central Govt. run Rashtriya Swasthya Beema Yojna (RSBY) in Andhra Pradesh. The establishment of this Super-Speciality Hospital at Sanathnagar, Hyderabad will immensely help the workers of Andhra Pradesh. The super-speciality hospital has been built up in 17241 sq. meter of land with an estimated cost of about Rs. 129.87 crores. The ESIC Hospital, Sanathnagar is unique in its features which is centrally air conditioned, with super-speciality facilities i.e. Cardiology and Cardio thoracic surgery, Neurology and Neurosurgery, Nephrology and Urology and Pediatric Surgery. The hospital has all the facilities comparable to any private corporate hospital in the country. It will provide indoor, outdoor, emergency and diagnostic services to the Insured workers of Hyderabad in particular and of the State of Andhra Pradesh in general.
Prominent among those present on the occasion were Mrs. D. Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

There is inherent dichotomy between Performance Prescription and Performance Appraisal. While 'Out of Box' thinking is prescribed & encouraged, trouble begins to arise when "subordinate" actually starts doing so, which is perceived 'Out of Boss' and posing threat to status quo. Deep seated innate subjective proclivities acquired & accumulated over ages due to myriad socio-cultural factors can not be overcome by mandating objective parameters designed by (and borrowed from)other systems & societies. Deprecating slavish mentality and feudal structures, a Professor (Head of Department) in College would exhort us as students to acquire sense of proportion to respect the 'Head' but not bow before the tail and display courage to severe last vestiges of the redundant tail! Yet, Boss's magnanimity knows no bounds and many a time overworked & enlightened boss desires draft comments for writing the (complicated & confusing) Report!

Thirty six years ago I got two adverse ACRs in row but I wrote back to my HOD, "Sir you can change my career but cannot change my destiny". In spite of adverse ACRs I was little delayed in my first promotion thereafter, but was promoted much in time by the susequent DPCs. One's destiny is in one's own hands. No one can change it except almighty.

MACP a curse for performers

I sympathise with Duggal on the circumstances leading to this pain and financial loss. This issue should have been taken into consideration in the DOPT in Establishment Division. MACP is a good scheme for non performers but it is a curse for performers. Can such a situation be thought of in any organisation where senior officers drawing much less than their 8-10 years juniors. In all fairness grant of NFSG at 4800 to 5400 and treating it as promotion has led to this unfortunate condition. On this adverse issue where a large number of employees are adversely affected due to treating of NFSG as promotion should be corrected immediately. We hope JS(CS) & JS(E) will immediately take steps to correct the situation.

My heart felt sympathies with G.C. Duggal. The treatment meted out to him and like other either in CSS/CSSS is highly condemnable. As a model employer DOPT should look into this genuine high handedness for these hapless retirees and serving officers. The root problems in issue is consideration of grant of NFSG after 4 years from 4800 to 5400 as promotion. This has led to juniors getting MACP after 10 yrs. and seniors with 17-18 years denying the benefit of MACP due to treating of NFSG as promotion. 7-8 years juniors are drawing much higher salary and seniors are left in lurch. Around 40% employees in these grades are sufferers of this humiliation and retirees are worst sufferers. This is an issue which needs urgent attention of MOS(PP) and Secretary(P) on humanitarian Ground. Rajiv Kapoor, JS, is a very positive and broad minded fair officer and he may also take cognizance of this issue and get it settled in consultation with JS(E), DOPT. Request to go through the issue with compassion.

Ever heard of an individual treating his superiors with party and gifts on the day of retirement instead of getting a farewell from them. While MCD, DDA and other local bodies are known for corruption, a little known fact is that whenever a teacher of MCD School retires, he or she has to give gifts to the seniors and invite them for a party. Sometimes the invitees are so many that arrangement of tents and halwai is made by the teacher to please the ?demons? on the day of retirement.

Another institution went for a toss

Public Accounts Committee- of which every ministry was afraid of.The senior officers had to appear before it if there were draft paras pertaining to their department in the CAG report. That is why there was always some dread about the draft paras making bureaucrats conscious of the financial propriety in dealing with cases. What happened the other day is another blot on our parliamentary procedures. The draft report on 2G spectrum was leaked out with every TV channel flashing crucial paras. Then the committee meets. The members belonging to the ruling establishment create a ruckus making the chairman adjourn the meeting and walking out. The Congress and the DMK members elect their own chairman and reject the report. Bizzare. How can a member of the party in power become the chairman on his own when the convention is to have a member of opposition as the chairman. Why the draft report was rejected? Because it contained remarks about the failure of PMO(sparing the PM),union minister etc. in not preventing the 2G scam even though they were in the know of things. Were these remarks not based on facts? The PAC report has to be on the basis of evidence-oral and written like judicial judgements. It cannot be on the basis of conjectures and presumptions. It has to be above politics. If in this case certain conclusions were not backed by evidence the members should have discussed the same and sought modification rather than reacting like a mob. They have not only destroyed an institution but have also eroded their own authority as members of PAC. It is sad indeed to find erosion of values all around and continuous blow to the constitutional provisions and parliamentary conventions by small men who are supposed to govern us.

I want to say it is good woman moving forward & occupying high chairs but I only wish & pray the next secretary Mrs Manjula takes tough decisions. Pillai should be given extension

Excellent turnaround of a major sick central public sector organization on account of systematic and consistent efforts of officials of the national textile corporation. The Company has made a positive networth,the company has made excellent progress during the last 3 to 4 years. it would be in the interest of NTC in case he is given an extension, if the Government policy allow the same for a period of 3-4 years.

extension as per the Policy of the Government of India and for better prospects of NTC in the coming

Comment on Pillai is wrong

Comment on Mr. Pillai is wrong. Mr. U.C Shrama was punished by CMD. Performance of Mr. Pillai is very good & outstanding. 24 units has revived by CMD and 18 unit give operational profits. Mr Sharma views are malafide.

Unfortunate

DOPT have given the scale of Rs. 7450/- to PA/Assistant and steno/UDC who got the promotion between golden period of 1.1.2006 to 31.8.08. It is unfortunate that prior to 1.1.2006 who got ACP suppose on 31.12.05 denied the benefit. All the Sr. ACP holders are suffer. They are getting much lesser pay than their juniors. This anomaly should be removed which is causing great harassment to senior who are getting less pay as compared to their juniors. DOPT should look into this anomaly.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
