My dog Bolshoi the Boxer spends the day either watching TV or keeping tabs on what is going on the building I live in. The other day I came back home tired and l plonked myself in my favourite and was about to pick-up the remote control when my dog Bolshoi the Boxer ran in!!!

Bolshoi: Boss number 1 and 2 time.... you better hurry up .... I cannot hold it for long!!!

Me: Shit..... where's Ramu?????

Bolshoi: He's on strike...... so you can grab a coffee from the Coffee Shop around the corner..... your wife my Enemy Number One is not at home!!!!

Me: Ramu on strike..... why????

Bolshoi: All the servants in the building except the one's on 8 to14 floors are not on strike!!!

Me: Why have they membership of a different Union?????

Bolshoi: Boss I too am puzzled ..... from the dogs in some of the apartments on 8 to 14 floors I learn that these apartment owners work as servants in the apartments. There's this politician from Maharashtra Sharat Power and his family employs them! I learn that an apartment is this building costs Rs. 2.5 crores.... funny that crorepatis are working as servants!!!

Me: Sharat Power is a Neta and he has so much property that he has a full fledged Estate Management Cell that keeps track of his Real Estate investments.It is rumoured that he was passing a building and he asked his Secretary to note down the name of the building as he wanted to buy a couple of apartments in the building and the Secretary told him that the building already belonged to him!!! The servants are just fronts and the flats belong to Sharat Power!!!

Bolshoi: But Boss would you buy a apartment on the name of Ramu...... he'll claim ownership and the next day half his village will be living in the apartment?????

Me: Don't forget Sharat Power is a very powerful Neta..... this is where the goonda clout comes handy!!! One call to Balasahib and Sena goons will do the needful!!!!! And then must have in his possession their signed blank Stamp Papers......these servants are old family retainers and are loyal...... yes Sharat Power takes good care of them and their families!!

Bolshoi: Well you better let Ramu know the truth because he's one of the Leader's of the building Servants Union that is demanding apartments from their owners!! And Boss have you seen this guys cars and SUVs????

Me: The cars and SUVs do not belong to him because in his Affidavit to the EC he's mentioned he and his wife do not own any cars!!!

Bolshoi: Yesterday I peed on the wheel of his SUV and he shouted at me and ordered his driver to beat me up..... saved myself bahut mushqil se.... today when he comes I'm going to pee on the wheel of the same SUV again and when he throws a fit I'm going to taunt him 'tehre Daddy ka kya jaatha hai, because the SUV is not yours'!!!

We step out of the house. And after I buy my Coffee and take the first sip and Bolshoi fires the next question.

Bolshoi: Boss in the dog World we do not bite and wag our tails at the same time!!! How come this takes place in the human World????

Me: Why do you ask????

Bolshoi: Boss you know that very famous Lawyer in the Penthouse.....he takes his ferocious Doberaman for a walk around the building compound and if he sees a trespasser he orders his dog to attack the trespasser but at the same time he pulls the leash with all his strength and helps the trespasser get away!!!! The he starts using expletives and starts issuing legal threats to the dog. His dog is a nervous wreck.... the other day he was in the building compound going around in circles!!!!

Me: Your talking about Shyam Sethmalani ....... he's leading the fight against black money and then he goes and becomes the Lawyer for people who are accused for raking in black money by the tonnes.... it is his nature!!!

Bolshoi: Yeah now I recall....... you know the other day the doggy on the 5th floor whose owner is a retired Parsi Judge asked him that how come his Boss cried from rooftops that black money is a scourge and should be tackled on a war footing and at the same time he fought cases for those neck deep in black money???? You know Boss what Sethmalani's dog said......he said that his Boss says that till proven guilty no one is guilty!!! This dog added that often Setmalani shouts at him without verifying if he's guilty or not!!! He says the other day the servant's kid made a puddle in the living room and Sethmalani punished this already puzzled doggy accusing him of peeing in the living room!!!!

We come back home and I sit in my favourite chair and switch on the TV. Bolshoi comes and sits at my feet.... so that means more intorregation!! I do not want to shoo him away because then he'll say that he did not compete 'what I take him out to do' and I'll have to take him out again!!

Bolshoi: On the 2nd floor there's this guy Spectrum Raja who owns the entire floor!!!!

Me: I did not know we had an Anglo Indian living in the building....

Bolshoi: Don't know about this but this guy's from Chennai !!!!

Me: I've never seen this guy....

Bolshoi: Boss he just bought the apartments six months back.....he's inside for the past few months!!

Me: Inside

Bolshoi: In jail..... his dog meets him everyday there and says Spectrum is not doing too bad in jail!!! Says some friends have joined him in jail and he's made some new friends in jail!!!

Me: What shit.... how can his dog go to meet him in jail????

Bolshoi: Well he says he and the driver leave home for jail and enroute they collect a huge 'dabba' from some restaurant and then they enter a what looks like a empty living quarter in the Jail and there after some time Spectrum and gang come and enjoy their food!!! Why he says as Spectrum expects to stay 'inside' for some time they are getting this living quarter refurbished and air conditioned!! And do you Boss my pal says during his visits to the jail he's befriended some tough guys who have promised to 'take care' of that aggressive Rottweiler who lives in the 3rd floor apartment!!! They've asked my pal to arrange supari!! Boss can you too go inside and I'll visit you and make friends with these guys....... that Doberman pair in the next building are eyeing Debbi .... Labrador on the 2nd floor.....she's my love!!!!

Me: What...... I go to jail ......go to hell ........ and listen buster I'm not a Neta so you will not be able to meet me in Jail...... and nut case go and tell Ramu that I'm not a Neta who needs to indulge in keeping benaami property in the name of my servants!!!

In the meantime Ramu comes in and I explain him the truth about the ownership of apartments on 8 to 14 floors!!! After I finish both Ramu and Bolshoi walk to the door.

Me: Where are you going.... Ramu I've already taken the mutt outside for his su-su, get me a cup of tea.... and Bolshoi why haven't you still got me my slippers????

Ramu and Bolshoi: We resign.... we are going to find work in a Neta's home!!!!

The award is a recognition of his outstanding contribution in cementing the Indo-French ties. It may be stated that the BFL has already joined hands with Alstom and Aerva(both French companies).

CWC signs an MoU with KRIBHCO (UPDATED)
Central Warehousing Corporation (CWC) signed a Memorandum of Understanding (MoU) with Krishak Bharati Cooperative Limited (KRIBHCO), a major fertilizer manufacturing company in the Cooperative Sector, on May 6, 2011. As per the MoU, CWC will construct a seed processing infrastructure comprising of 6,000 MT seed processing unit-cum-storage and marketing infrastructure at Hisar (Haryana) on "deposit work" basis for KRIBHCO at an estimated cost of Rs.4.25 crore. The project will be completed by April, 2012. MoU was signed by the officials of CWC and KRIBHCO in the presence of B.B. Pattanaik Managing Director CWC and B.D. Sinha Managing Director KRIBHCO. The other senior officials of CWC and KRIBHCO were also present.Under its diversified activities, CWC has been undertaking engineering consultancy work of constructing food grain storage godowns for Orissa State Warehousing Corporation, Andhra Pradesh State Warehousing Corporation, Primary Agricultural Cooperative Societies (PACS) in Orissa, etc. Incidentally, CWC had undertaken construction of seed processing Complex at Siya, District Dewas (M.P.) on behalf of the KRIBHCO during 2005-06.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Effects of increase in Retirement age

What the comment Misses is that :

1. There are 7-8 Grades even within Gazetted.

2. A small fraction may get benefited.

3. The top in best posts works for two more years

4. The layers bottom to top suffer stagnation

5. Graying top, never an asset for Organizations

6. For every beneficiary there will be seven disgruntled

7. The twenty year full pension reform of 6th CPC becomes a mockery

CBDT challenges

Yes, the extension to present CBDT Chairman may be considered so that he can improve the system further. Assessment can be finalised on line and refunds can also be issued on line for Sr. Citizens and small tax payers whose income is up to 10 Lakhs (to start with). In status report which is being sent to CBDT by all CCIT, two more columns can be added one Total number of tax return received and second total number of assessment finalised before coming to the columns of refunds, refunds entered not processed etc. Improvement in the system and delay in the cases will improve overall image of the department. As Rakesh Mehta were quoted in TV programme for filing of property tax return on line has improved the system very much.

Let there be no mention of caste in human rights

Human rights are one and same for all the human beings whether S.C/S.T/O.B.C. Violation of rights of all the humans are to be treated as human rights violation. The CIC has given scope to unwarranted discriminations (which is already divided) in society by tagging caste to human rights. Will be it be correct if promotion is denied to other than S.Cs and can it be justified?. Therefore in the matter of human rights let there be no mention of caste.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

Comments

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
