Me: In Punjabi there's a saying ' jithe di khothi uthe ayiee khalothi' which means ...... Jack Ass , feminine of Jack Ass, may roam about but it comes and stands where it belongs!!!! Welcome back!!!

Bolshoi: Boss a bird in hand is better than two in the bush!!!

Me: Mutt you are close to landing in a bush!!!

Bolshoi: Boss when I stepped outside I met the dog of that guy who lives on the 6th floor...... that slimy looking guy Hummer Singh..... do you know the contact number of SPCA??????

Me: No .... but why do you want SPCA's number..... and why do you call him Hummer when his real name is Thakur Kammar Singh?

Bolshoi: He's showy and larger than life like a Hummer!!!! And I want SPCA's contact details because Hummer Singh mistreats his dog.... do you know what he does.....jallad...... he keeps naming his dog after his enemies, and mind you it seems he makes one every minute.........and then taking the name of his enemy he kicks his dog. Today his dog says he's named him Prashant and he's kicking his dog....... his dog says he's kicking him and calling him a 'PIL specialist'..... Boss what's a PIL specialist????

Me: Don't worry your head......bullies are cowards .... take my advice and one of thesedays gather all the dogs in the building and mock attack him..... mock as if you are going to attack him!!!! He'll most probably call SPCA and handover the dog to them!!!

Bolshoi: Chalo though SPCA doggy home (dog pound) is a rough place but any place is better than Hummer's home!! You know Boss his doggy's a rare Chinese breed and Hummer bought him for a fortune!!! He's no dog lover...... he bought this dog because he thought owning such a dog is a status symbol!! Imagine naming such a dog Kaalu!!!

Me: Hummer...... you guys really give apt names to people!!! Tell me why have you doggies named the guy on the first floor Osama????

Bolshoi: He does not come out........and on rare occasions when he does he takes walks in the compound at night!!! Two guys are the family's contact with the outside World!! The other day they bought two Sheep to be delivered to Osama's house and there was a hue and cry in the building!! When kids playing cricket in the compound hit the ball into his balcony Osama's balcony his family does not return the ball......they throw down a cheque for Rs. 50!!!!! The kids have collected a bundle of cheques......... one of them got his Dad to deposit a cheque and it was returned with the remarks 'insufficient funds'!!!

Ramu: (entering the room)..... Are you talking about Osama!!!! Poor guy he suffers from a skin condition that prevents him from coming out in the sun!!!!! He has 6 wives and 2 of them live with him in this apartment!!!! Eight of his kids also live in this apartment!!! Kids are educated at home by their Moms...... the other day two Sheep were brought as the kids were learning 'Ba Ba Black Sheep have you any wool'..... the kids had never seen a sheep!!

Me: But why does he keep giving the kids these dud cheques?????
Ramu: Sahib he's stinking rich..... he got a huge fortune when his Dad died........ one of his wives has sued him and the Court has frozen his accounts!! Poor fellow he divorced this wife because she practiced natrupathy on him..........she gave him some potion claiming that she had invented the real 'Fair and Lovely' cream and he got his skin allergy that prevents him from going out in the sun and so he divorced her!!

Me: Do you have any idea what he does the entire day in the house?????

Ramu: Sahib ..... satkela hai laghta hai......he stands in front of the mirror and while he does this he has a wife film him. Then he watches this film of him standing in front of the mirror...... seems he's in love with himself!!!

Bolshoi: The other day he was fighting with the Dhobi!!!! Seems for some reason his wife stitches a chota Gandhi (Rs.500) into the kurtas he wears........ she was saying he changes a kurta every week .... chee....... and every week when the kurta goes for washing she unstitches the 500 note .....takes it out and stitches it into the fresh Kurta he's going to wear!!! The other day she forgot to remove the note and sent the Kurta to the Dhobi for washing....... so she was accusing the Dhobi of taking the 500 note, as it was not there after the Dhobi returned this kurta!! Boss what is the mystery behind this 500 note stitching?????

Me: Ramu says his wife has sued him ...... maybe the 500 note is his 'monetary life-jacket'!!!!!

Ramu: 500 se aaj kall kya hotha hai Sahib?????

Bolshoi: Boss Ramu's trying to wangle a raise from you.........

Me: Maybe Osama feels that he will bribe Azrael.........Yumraj when he comes to take him!!!! After all death comes without notice..... can come from anywhere...... even the sky!!!! Otherwise why should he keep the money on himself in such an odd way????

Me: Maybe it's not the denomination but Gandhi's pic on the note...... after all Gandhi must be having a fan following up there!!!

Ramu: But then why a 500 note why not a lower denomination note?????

Me: Once even angels come into this part of the World they get a touch of 'chai pani'-itis!!!! So maybe the 500 denomination is like 'paper weight' on the note with the Gandhi pic so that it does not flyaway!!!

1977 batch IAS a disgruntled lot !
The 1977 batch officers of IAS who were empanelled as Secretary are a disgruntled lot. After almost a year only 2 officers have been given regular Secretaryship and the rest continue in their in situ position. Going against convention of first accommodating the officers serving at the Centre, the Cabinet Secretariat is now contemplating going by seniority in the list of empanelled officers. This game changing measure will ensure that some officers may become Secretaries only for a few months; if at all, thereby nullifying their experience at the centre. Surprisingly, even though slotting the existing panel may well take over a year, efforts are afoot to empanel the 1978 batch. This leads to the question; why is the 1977 batch being targeted for special step motherly treatment? While the Government is fully within its rights to choose its servants, the goings on are being attributed to reasons which are " more than meets the eye"

Fact finding team to Slovenia
A high level tem comprising Secretary DPE, Special Secretary DOP&T and Member AICTE is currently visiting Slovenia to look into the matters of International Center of Public Enterprises in Slovenia where currently officers from Government of India are deputed for Long term training of DOP&T. The team is visiting Slovenia after reports of serious irregularities in ICPE surfaced. The very nature of irregularities have shocked the authorities and a fact finding mission was sent to findout the truth. DOP&T has already taken a decision to stop long term as well as short term training in Slovenia with immediate effect. Incidentally Secretary DPE is chairman of governing council of ICPE.

Pakistan : OBL inquiry to be headed by junior most Lt Genl
Lt Gen Javed Iqbal of Pakistan Army will conduct the inquiry in to the intelligence failure that allowed Osama Bin Laden to hide out in the garrison town of Abbottabad. Contrary to the assurance given by Prime Minister Gilani that the inquiry is to be headed by a 'very senior general', Iqbal is the junior most serving Lt Genl. There are 30 Lt Genls in the Pakistan army and Iqbal comes at the fag end of the list at serial number 30 while Shuja Pasha (the prime suspect being the ISI chief) is miles senior at serial number 8. The three senior most generals after the Army Chief Genl Keyani are Lt Genls Khalid Shameem, Javed Zia and Shujaat Zamir Dar.

Nine Executives Directors (EDs) of IOC have been short listed for interviews along with other external candidates.Of these three senior most EDs are considered to be hot contenders for the top job in IOC's Marketing division. The senior most in fray is Amitava Chatterjee, who has worked in sales, operationsand lubricant departments and also functioned as Head of State Office and other Executive positions in Head Office of Marketing Division. He had been a motivating force behind the largest selling lubricant brand "SERVO" and appears to be the most suitable candidate for the job based on profile, capability and seniority. Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Baba Kalyani to receive highest French civilian award
Noted industrial tycoon Baba Kalyani who heads $2.40 Billion group of Bharat Forge Ltd (BFL) will add one more feather to his cap later this year. The Insignia of "Officer de la Legion d'Honneur" will be conferred on him. Instituted in 1802 by Napoleon Bonaparte, France's highest civilian award had been conferred on film-maker Satyajit Ray, Amitabh Bachchan and singer Lata Mangeshkar. The award is a recognition of his outstanding contribution in cementing the Indo-French ties. It may be stated that the BFL has already joined hands with Alstom and Aerva(both French companies).

Decision on oil prices today
The Empowered group of Ministers ( EGoM) on Petroleum is going to meet on May 11,2011 to decide on hike in petrol, diesel, kerosene and LPG prices. This hike if approved it will come into effect while oil prices in the international market are actually falling. The EGoM comprises Petroleum Minister Jaipal Reddy, Agriculture Minister Sharad Pawar, Rail Minister Ms.Mamta Banerjee, Transport Minister CP Joshi and Power Minister Sushil Kumar Shinde.

Collect data about number of employees

The Government before it makes any move to increase the retirement age should collect data from all Central government departments and PSU's about the no. of employees on prolonged medical leave, CCL & Medical expenses incurred etc before arriving at any decision. Many departments are reeling under prolonged absence of employees hampering work. Regarding the argument of deferring financial liability in payments of retirement benefits then the properties of all those involved in various scams should be attached and money recovered should suffice for paying pension benefits. It appears the move to increase, if at all, is to favour only One bureaucrat.

Development of the IT dept important

I do not hold a brief for Chairman CBDT. I am only interested in the development of the IT department. If any of the other Members can carry on the good work done, by all means let them make a small start at least. however what the truth is, is known to all. In these very columns there is a debate on increase in the retirement age. The bureaucrats at the highest level are mentally at their strongest but in 99 % of cases have become tied up in their self interests and have lost their vision. A look at the top brass in every charge of IT department will show a phalanx of men and women who have lost their will to change the mindset, to set up high standards of public service or to even serve the public. Can leadership ever be provided by such a bankrupt group? There is a leadership crisis in this department. people who have never developed a backbone or developed any administrative capabilities become leaders due to civil list. then they stifle the youngsters who can perform because they do not have the sense to see that they are not fit to hold leadership positions. This is a debate that should be held in our in house forum. It is not a matter of one Sudhir Chandra but every CCIT or DGIT should look into his own conduct and evaluate whether he can provide leadership and what is his actual departmental or public image .If they were to ask for honest feedback they would realise that every small indiscretion and hidden agendas are actually known to all. If they were to practice honesty they would not pass such transfer and posting orders as are rampant. this charge lies as well for the Member P CBDT. Despite AGT orders why has he not asked for a compliance report from the field? so my friend we all have to look into our collars and see if anyone of us could have contributed as much to the department as Chairman has done till date

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
