Bolshoi: Boss a bird in hand is better than two in the bush!!!

Me: Mutt you are close to landing in a bush!!!

Bolshoi: Boss when I stepped outside I met the dog of that guy who lives on the 6th floor...... that slimy looking guy Hummer Singh..... do you know the contact number of SPCA??????

Me: No .... but why do you want SPCA's number..... and why do you call him Hummer when his real name is Thakur Kammar Singh?

Bolshoi: He's showy and larger than life like a Hummer!!!! And I want SPCA's contact details because Hummer Singh mistreats his dog.... do you know what he does.....jallad...... he keeps naming his dog after his enemies, and mind you it seems he makes one every minute.........and then taking the name of his enemy he kicks his dog. Today his dog says he's named him Prashant and he's kicking his dog....... his dog says he's kicking him and calling him a 'PIL specialist'..... Boss what's a PIL specialist????

Me: Don't worry your head......bullies are cowards .... take my advice and one of thesedays gather all the dogs in the building and mock attack him..... mock as if you are going to attack him!!!! He'll most probably call SPCA and handover the dog to them!!!

Bolshoi: Chalo though SPCA doggy home (dog pound) is a rough place but any place is better than Hummer's home!! You know Boss his doggy's a rare Chinese breed and Hummer bought him for a fortune!!! He's no dog lover...... he bought this dog because he thought owning such a dog is a status symbol!! Imagine naming such a dog Kaalu!!!

Me: Hummer...... you guys really give apt names to people!!! Tell me why have you doggies named the guy on the first floor Osama????

Bolshoi: He does not come out........and on rare occasions when he does he takes walks in the compound at night!!! Two guys are the family's contact with the outside World!! The other day they bought two Sheep to be delivered to Osama's house and there was a hue and cry in the building!! When kids playing cricket in the compound hit the ball into his balcony Osama's balcony his family does not return the ball......they throw down a cheque for Rs. 50!!!!! The kids have collected a bundle of cheques......... one of them got his Dad to deposit a cheque and it was returned with the remarks 'insufficient funds'!!!

Ramu: (entering the room)..... Are you talking about Osama!!!! Poor guy he suffers from a skin condition that prevents him from coming out in the sun!!!!! He has 6 wives and 2 of them live with him in this apartment!!!! Eight of his kids also live in this apartment!!! Kids are educated at home by their Moms...... the other day two Sheep were brought as the kids were learning 'Ba Ba Black Sheep have you any wool'..... the kids had never seen a sheep!!

Me: But why does he keep giving the kids these dud cheques?????

Ramu: Sahib he's stinking rich..... he got a huge fortune when his Dad died........ one of his wives has sued him and the Court has frozen his accounts!! Poor fellow he divorced this wife because she practiced natrupathy on him..........she gave him some potion claiming that she had invented the real 'Fair and Lovely' cream and he got his skin allergy that prevents him from going out in the sun and so he divorced her!!

Me: Do you have any idea what he does the entire day in the house?????

Ramu: Sahib ..... satkela hai laghta hai......he stands in front of the mirror and while he does this he has a wife film him. Then he watches this film of him standing in front of the mirror...... seems he's in love with himself!!!

Bolshoi: The other day he was fighting with the Dhobi!!!! Seems for some reason his wife stitches a chota Gandhi (Rs.500) into the kurtas he wears........ she was saying he changes a kurta every week .... chee....... and every week when the kurta goes for washing she unstitches the 500 note .....takes it out and stitches it into the fresh Kurta he's going to wear!!! The other day she forgot to remove the note and sent the Kurta to the Dhobi for washing....... so she was accusing the Dhobi of taking the 500 note, as it was not there after the Dhobi returned this kurta!! Boss what is the mystery behind this 500 note stitching?????

Me: Ramu says his wife has sued him ...... maybe the 500 note is his 'monetary life-jacket'!!!!!

Ramu: 500 se aaj kall kya hotha hai Sahib?????

Bolshoi: Boss Ramu's trying to wangle a raise from you.........

Me: Maybe Osama feels that he will bribe Azrael.........Yumraj when he comes to take him!!!! After all death comes without notice..... can come from anywhere...... even the sky!!!! Otherwise why should he keep the money on himself in such an odd way?? After all when Azrael or Yumraj come to collect souls in India they too could be afflicted with 'chai pani' itis!!!!

Pakistan Railways : Loco Maintenance Scam
Pakistan's Railway Ministry has ordered a probe in to alleged irregularities in a repair and maintenance contract for its locomotives with Dalian locomotives of China at a cost of $15.2 million. The agreement was finalised in Sept 2009 for repair of 50 locomotives but during a visit by the GM (operations) to Karachi on March 18 - 19 this year it was observed that 'none of the 50 locomotives were made operational' in spite of lapse of nearly 18 months leading to severe curtailment in the movement of freight trains. The GM also noticed that the cost of spares agreed was too exorbitant and in some cases full of anomalies. The inquiry committee will comprise of Mohammad Shafi (Member Finance), Anjum Parvaij (GM Infrastructure) and Ahsan Mahmood Mian (AGM Mechanical).

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Interviews for IOC's Director Marketing on May 13
Interviews for selection of Director Marketing of the Indian Oil Corporation (IOC)-the largest corporate entity of the country, are scheduled on May 13,2011. Nine Executives Directors (EDs) of IOC have been short listed for interviews along with other external
candidates. Of these three senior most EDs are considered to be hot contenders for the top job in IOC's Marketing division. The senior most in fray is Amitava Chatterjee, who has worked in sales, operations and lubricant departments and also functioned as Head of State Office and other Executive positions in Head Office of Marketing Division. He had been a motivating force behind the largest selling lubricant brand "SERVO" and appears to be the most suitable candidate for the job based on profile, capability and seniority. He is also on Board of group Companies IOC MEZ and AVI Oil. M. Nene is the other ED who has an impeccable career profile of operations Department. However, he lacks experience of sales. Also, Jaipur fire incident at IOC depot has happened when Nene was heading the operation Department. The last among the three senior most ED is R. Sareen, who is also having background of Sales and Aviation Departments, but enquiry against him is going on for alleged corruption charges. The other six EDs are relatively junior in comparison to these three stalwarts of IOC Marketing Division and may not be able to super cede their competent senior colleagues. External candidates are unlikely to find favour as IOC Marketing Division involves very complex management skills and individuals having exposure to the same would be always at an advantage.

Absenteeism and habitual late coming in Govt offices

1.This has assumed catastrophic proportion in government offices in general and in Income tax office in particular. If you visit income tax office (Aaykar Bhawan at 10.30 AM ) you will find entire parking vacant even though official time is 9.30 AM. This means all the officers of the rank of Joint commissioner and above are coming late.

2. The position of staff is even worse with majority coming after 11 AM and leaving by 5 PM, worse no officer can discipline them for fear of powerful Unions.

3.It is high time government should introduce biometric attendance(as in home ministry) to stem open wasting of public money.

4.Alternatively government should depend on contract workers as it is not able to command government employees who become "Son in law" once they get a government job and stop working.

5.I wish our cabinet secretary and revenue secretary can respond to this complaint.

Atrocious brute treatment

Surrounding villages, driving out menfolk, maltreating women is colonial style policing. That a person like Mayawati tolerates such inhuman treatment of innocent and non-empowered villagers at the hands of the brute police force and insensitive civil authorities, dooms the death of democracy in India. Even the British Govt had resorted to state violence of this kind but cowered under the counter from the revolutionaries. But for the intervention of Mahatma Gandhi this blood bath would never have stopped. Hence the limits of the police brutality must be acknowledged and civilized treatment of the public grievances be resorted to. It must be noted that Mayawati's detractors and rivals want to malign her on a daily basis and such stupid acts only facilitate them. It is not only UP but most states have misused the land acquisition powers. Can the Government of India provide reliable data on surplus land under the possession of industries and other entities operating in the name of the public(hospitals/schools/colleges/institutions and a plethora surviving in the name of poor, weaker sections, Dalits, Tribals, Minorities, Women , Youth Clubs etc)? All such land was acquired in the name of development but has ended in creating thousands of neo-zamindars. Today's corrupt are crorepatis. Viewing any film of the 50s/60s/70s will contrast the corrupt of today from those during that period when illegal gratification of a mere few thousands would result in a jail term to the culprit. The first thing the corrupt syndicates of neta-babu-business do is to buy big chunks of land at dirt cheap rates in the vicinity of the land proposed to be acquired, since they know it before the information is put in the public domain. Rules of conduct do not permit such transactions for those handling the subject, but who cares for the rules in the regime of unprecedented corruption? All surplus land must be returned to the rightful owners. The Tamil Nadu government passed a law for restitution of alienated land in some other context after 30 years and properties requisitioned by the government in Maharastra & elsewhere continued to be requisitioned even after the lapse of the statutory period under unlawful orders/colourable exercise of legislative authority. Unless the LA Act is amended, more violence can be expected. Governments must understand that it is a permanent cessation of remuneration or source of income for the land holder when his small holding is acquired by the govt. The poor have come to possess small pieces of land after the land ceiling provisions were implemented. Don't rob the poor further!!!

Why an exception ?

Is it not odd that when Congress M.P. Suresh Kalmadi, Finance Member Jaychandran, Darbari and Mahendroo are all in Tihar for the same offence , an exception has been made of CEO,OC, of the CWG, Jarnail Singh. Why? .

RTI

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
