Some Kiriana Store owners also double up as money changers and bookies! My neighbourhood Kiriana Store displays exchange rates and odds for bets!!!! Post the State election results I walked in to buy some stuff and as the owner was not too busy I got chatting with him!!!

Kirit: Arre Seth TV waalon ko toh yeh Neta logh khareed lethe hai.......subha ko I see Bhakti programmes and shyam ko ......kyaa bolthe hai........ lux dekhta hoo......news channels se merre ko khujli hai!!

With the Congress led United Democratic Front (UDF) scrapping past the majority mark in what turned out to be an evenly contested assembly elections in Kerala- the closest ever- the state bureaucracy is in for a major overhaul once the political dust settles in. Changes are expected right at the top and the Chief Secretary Dr. P. Prabhakaran is likely to get the axe. For most Congress leaders he is an 'eyesore'. Prabhakaran, is an IAS
officer of the 1978 batch who belongs to the Kerala cadre. He will retire on March 31, 2012.

Jayakumar to be relived of Home in Kerala

K. Mohandas likely to replace Prabhakaran as Kerala CS
If the Centre agrees to relieve K. Mohandas Secretary Ministry of Shipping, GoI toKerala he might replace P. Prabhakaran as Kerala Chief Secretary. Sources said if given a choice, Mohandas, is also likely to get back to Kerala as he has barely eight months to go before retirement in February 2012. As of now he appears a strong contender for the post of state Chief Secretary.

Jose Cyriac also a contender for Kerala CS
If the Centre is unwilling to relieve K. Mohandas, then K. Jose Cyriac, Special Secretary, Department of Revenue, Ministry of Finance, GoI will be in the reckoning for the post of Chief Secretary. He is an IAS officer of the 1977 batch who hails from the Kerala cadre. His advantage is that he has about two years before his retirement in April 2013.

Will E.K. Bharat Bhushan make the cut in Kerala?
If a strong lobby in the state Congress circle is to be believed, they would like to rope in E.K. Bharat Bhushan as Kerala Chief Secretary. The only problem is that Bharat Bhushan is on deputation to the GoI as the Director General Civil Aviation who is also liked by the Union Civil Aviation Minister Vyalar Ravi. Bharat Bhushan is an IAS officer of the 1979 batch.

Bharat Bhushan's elevation would stifle half a dozen officers' chances
If the new Government in Kerala decides to bring in EK Bharat Bhushan as the new Chief Secretary of the state he will end up stifling the chances of at least half a dozen IAS officers waiting for elevation as CS. An IAS officer of the 1979 batch he will retire only

Punnose also in the line of fire
The Director General of Police, Kerala Jacob Punnose is also likely to be changed once the UDF government settles down. Insiders say that most UDF leaders from Kerala perceive Punnose as too close to the Left Democratic Front (LDF). Punnose is an IPS officer of the 1975 batch who hails from the Kerala cadre. He is likely to retire in August 2012.

Tamil Nadu - Truly women powered
With the AIADMK sweeping the Tamil Nadu state elections, J. Jayalalithaa's swearing ion as the new state Chief Minister is a mere formality. When Jayalalithaa swears in as the Chief Minister, Tamil Nadu will create a new history women powered state. TN will probably be the only state in India that will have a woman as Chief Minister (Jayalalithaa), Chief Secretary (S. Malathi IAS 1977 batch) and Director General of Police (Letika Saran IPS 1976 batch TN).

Jaya may continue with Malathy as TN, CS !
Whispers doing the rounds in the corridors of power in Tamil Nadu suggest that Jayalalithaa led AIADMK government will spare the Chief Secretary S. Malathy and allow her to continue. An officer of the 1977 batch from TN, Malathy can briong in continuity to the new state government's initiatives as she has a reasonable time till October 2014 before retirement.

Will Amma spare Letika ?
Police circles have been speculating about whether AIADMK supreme would allow Letika Saran to continue as the state's Director General of Police. If whispers' are to be believed, Amma might not disturb Saran right now as she has barely a year for retirement next March and the post of DGP has been hotly contested in the CAT by the senior IPS officers and elevating someone else will open a pandora's box for her.

Major bureaucratic overhaul likely in TN
While the AIADMK government might not disturb the Chief Secretary and DGP in Tamil Nadu the fact remains that there will be a overhaul in the state's bureaucratic and police set up. The State Secretariat and Police Head Quarters and Chennai Police Commissionerate is likely to witness a major shake-up.

As per AIS (Performance Appraisal) Rules, IAS officers above the age of 40 years are to get themselves medically checked every year. Medical checkup report forms part of the Performance Appraisal Report. Even the date of medical checkup is to be mentioned in the PAR form.Call it callousness or mismanagement, even after four years of the introduction of mandatory medical checkup, DOPT has not notified any hospital outside Delhi & NCR for the medical checkup. So, IAS officers on deputation to Government of India posted outside Delhi & NCR have to come to Delhi for the medical checkup! They have to take leave and come to Delhi at personal cost for the "mandatory" medical checkup, and queue up in the hospital and cajole the hospitals. As if, there are no good hospitals in Mumbai, Bengaluru, Chennai, Kolkata, Hyderabad, Guwahati,…! And as if the mandatory medical checkup is a personal work!.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Retirement age should be increased gradewise….( like in Army and Judiciary)

This would have a weighted average of 62.1 years.

No justification and need for such a move

There is no justification and need for such a move. In a country where unemployment is growing we cannot have such luxuries for Government employees. They may join private companies after 60 years if they are willing to work. On one side Government claims to tap potential of you in Nation Building and at the same time such policies can't exist.

Centre reposes confidence in him

After the recent mistreatment meted out to Desh Deepak Verma, a 1978 batch IAS officer of UP cadre where he was recalled from the centre in writing for the Post of Chief secretary UP but denied the post once he reached, there the central government has reposed it's confidence in him by making him DG of Sports Authority of India. His reputation as an honest and diligent officer will be useful for much maligned sports administration. This action of the UP government has brought disrepute to their style of functioning and the mature response of the centre has been admired in bureaucratic circles

You can't tar all with the same brush

With reference to complaint of Sudhir regarding non-adherence to office timings of 9.30 AM to 6 PM in ITO, though I admit that his complaint is not totally devoid of merit , he can not tar all with the same brush since I am working in the building as CC-2 and reach the office at 9.30 AM and leave beyond 6 PM and I have also seen Shri Ashok Manchanda CC-5, Rekha Goel DIT also coming in at that time and some other officers and staff also. However, the point raised by Sudhir is well taken and I would request all ITD parivar members to be punctual unless due to unavoidable reasons they are unable to come on time on rare occasions and extend world-class service to taxpayers (our customers) to the fullest extent. I am also proposing an Aayakar Sewa Kendra to be opened in ITO for single window service to our customers. Jai Hind.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
