In a gentleman's agreement that dates back to the founding of the fund and its sister organisation, the World Bank, at the Bretton Woods conference in 1944, the Europeans have chosen the head of the fund while Washington has appointed the president of the bank. The crony deal is now going to be tested, since the financial dice is now loaded in favour of BRICS. Also, developing countries complained bitterly about this carve up and the next managing director of the fund should be chosen by an open and transparent process. There is already an attempt to project Gordon Brown as the next IMF chief. The Guardian-- "The fund's coffers were also replenished, in part due to the funding organised by Gordon Brown at the London G20 summit in April 2009 and in part by the sale of the IMF's gold reserves. There is now a war chest for the IMF to deploy in the event that the sovereign debt crisis affecting the peripheral countries of the Eurozone worsens. In theory, Brown would be the obvious European choice to continue Strauss-Kahn's work. Brown chaired the IMF's keep policy committee for almost a decade when he was chancellor and believes the fund should actively intervene to tackle poverty and make the global economy less unstable. Despite being handed around European countries on a "buggins's turn" basis since the second world war, a Briton has never run the IMF. To get the job, however, Brown would need the support of David Cameron, something the British PM has publicly stated would not be given. The chances, therefore, are that the fund's next boss will be from the developing world, although the candidate will still have to be acceptable to the major shareholders - the US and the big European countries." India, therefore has to get its act together if it were to push Ahluwalia's candidature. The logic of big European countries is no longer a valid proposition. Also, an European centric IMF has focused more on Eurozone crisis, be it Greece, Portugal, Ireland, etc. The world's poorest in Asia, Africa and South America have to be the focus of multilateral financing rather than IMF/World Bank being seen to be espousing the cause of profligate misadventures of populism which cause debt crisis in the first place.

Yes many of the cases need not be within ACCs ambit e.g. posts in various autonomous organisation under central govt. departments. These organisations have their own governing council or appropriate body which are competent to make appointments as per its own rules and as such ACCs approval is wastage of time. These should be kept out of ACCs purview. Similarly only Secy. or Head of PSU/ Bank level appointment should be within ACCs purview. In other cases (Jt. Secy equivalent posts) the concerned Ministry and DoPT should approve the appointments. In case where UPSC has made recommendation, it should be approved by the concerned Ministry only. Further whenever the appointing authority differs from the recommendation of UPSC or PESB or any other authority it should record its reasons on file.

Debate on ACC appointment !
I posted my views recently on the WIC based on my personal experience as Joint Secretary in DOP&T. I have also been following the views of respected browsers. There is no doubt that the present practice of appointment of Officers at the level of JSs and above, is arbitrary, discretionary and based on pick and choose. No weightage is given to experience of candidates, his aptitude and potentials in matters of posting at the right job. Some extraneous considerations and the covert support of wheelers &dealers, corporate lobbyists etc facilitate the appointments of wrong persons in ATM ministries, backed by quid pro quo deals/Enough is enough. It is time to put a stop to this blatant misuse of Executive powers. All appointments to organized services are made by the UPSC, a Constitutional Authority through the civil services examinations. The UPSC's asset is its integrity and fairness of examination system. Having served as Joint Secretary (Confidential) in the UPSC, I say it with authority and confidence. All civil servants recruited through UPSC, will vouch for it. I suggest that the UPSC is associated by DOP&T with all posting matters at the level of JS and above in the GOI, after assessing the profiles of candidates in the presence of their performance appraisal reports, through interviews. In the UPSC with which Secretary (Personnel) must invariably be associated. The UPSC's recommendations must, no doubt, be put up to the ACC for approval. This will ensure credibility of the system without discretionary interference by the temporary Executive. This will be a step towards Good governance.

The IAS Cadre implemented the ACC scheme in the Department of Tourism in 1991. The following examples are cited. The Tourist Information Cadre in the Department of Tourism suffered a severe jolt when an IAS officer of the Orissa Cadre, R.N. Bohidar was posted secretly to New York directly as Regional Director from Bhubaneswar in 1991. This was followed by another IAS officer of the Gujarat Cadre B.K. Sinha who was posted in the Tokyo office as Regional Director too. Another officer on deputation from India Tourism Development Corporation Ltd. Rajiv Varma was posted in Sydney in 1992-93 as Director In 1995 another IAS Officer from the Kerala Cadre Mr. T. Balakrishnan was posted in New York. A Delhi Tourism Official Suman Sharma was posted to Frankfurt as Regional Director in 1998. A Rajasthan Civil Servant Khushwaha was posted in Frankfurt as Regional Director and a Railway Canteen Manager Vivek Angra was posted as Director in London. The intervention of ACC has meant that critical senior posts of the overseas offices in the Department of Tourism are left vacant for months and in many cases from two to three years with severe consequences to the tourism promotion of India in the overseas market. It simply abrogated its powers to the ACC for transfers of the level of Under Secretaries and Deputy Secretaries so that the Tourism Information Cadre remain stagnant and they have no career progression and overseas tourist offices face tremendous loss of face in tourism promotion of India. Overseas posts meant for the Tourism Cadre with professional acumen are given to others. The time lag between an officer relinquishing charge and another officer taking over is so long that the new officer has to start from scratch all over again. The tourism trade in the overseas market see this under very cynical eyes and there is no remedy to this situation.

The retirement age must not be increased from present 60 to 62 years since it defies all logics. Their is no "technological logic' to postpone the retirement age to 62 years. This shall block the enthusiasm the upcoming younger generation as the old block of beaurocrates shall continue for next two years resulting in frustration of upcoming stream. The same problem shall again come after two years. To my mind, their is no logic in increasing this to 62 years. This is going to block all promotional opportunities and generation of new ideas from upcoming generation. If you ask people who are in age group of 59 to 60 years, I am sure most of them will opt for not to increase the retirement age. There is a physical limit to which a person can work, I feel that is maximum 60 years of age in service. Those who want to carry on further, can opt for another job in which they can serve beyond 60 years also.

I don't know that who is advocating this move of increasing Age of retirement and on who's behalf this move is has been raised. In our country there are millions of unemployed youths who are struggling for earning Bread & Butter on one side and inefficient & corrupt Government Machinery with aged employees on the other side, it is totally irrelevant, undesired proposal and should be scrapped in the first instance. Average service period 35 years. With 62 years retirement, it becomes 37 years. Increase of 6% ........of 1%.... ...... i.e. 0.0006

The increase in the retirement age is being talked about keeping in view of the preference of the current Govt. for few senior most IAS officers working closely with the PM/Sonia Ji. Why spoil the system by bringing about changes aimed at individual benefits. Even in the present scenario the officers and staff stop working 2/3 years before retirement. By raising the retirement age, the public money will be wasted without corresponding benefits in the increased productivity.

When huge man power is available , it is better to retire after the age of 62 years. Who says that why a young can not perform. those who have retired after the age of 60 and if they are active, they are already doing the work and utilising his experience for the nation's economy , not in the same organisation but in other organisation. This is certainly one of the positive initiative by GoI but not enough to retrieve the sagging morale of AIS officers. GOI should be more proactive and exercise powers granted to it under constitution of India , it can always issue executive instructions to state governments who are constitutionally obliged to follow it to avoid failure of constitutional machinery . what greater mockery can be there of constitutional service that a CM is first demanding an officer to be appointed as CS and after the officer is relieved , the CM dithers and GOI only watches whole drama as a silent spectator in the name of federalism forgetting gleefully and conveniently its constitutional obligation to protect the AIS . Now with change of government in four states after assembly election, more such development may take place and more such officers might be crucified in the name of federalism and GoI may meekly surrender to whims and fancies of CMs to its own peril ultimately .

If a case of irregularity is obtained under the RTI Act-2005 and proved, then action should be taken immediately. We should not do dilly dallying in passing on the information from one Department to the other Department, Central Vigilance Commission and Prime Minister's Office.

Selection by PSEB
Regarding selection by PSEB many alternatives had been followed in past such as recommending only one name, second was putting two names parallely not at no.1 or 2 and normally giving a panel of two and sometimes it had three. Suggesting two names are fine but to avoid controversies of changing of first and second positions of panel let the two names be put parallely in alphabetic order in the panel. The detail marking positioning is the prerogative of selection board. But in any selection process its very difficult at times to assess out of two equal candidates who is better. However if there is an outstanding candidate who is far superior than all others in that case only one name could be suggested. As far as ministry's preference is concerned its represented in PSEB by the Secretary. Its very rare that Secretary's recommendations are not taken in consideration and given due weightage. Most of the cases selection process is on consensus. It is for consideration to avoid misgivings in the mind of public the names of selected panelists be put in alphabetical order or only a single name be suggested if there is total unanimity in the selection board. My comments are only on systems and procedure, and past practices.

Desh Deepak Varma was indeed shabbily treated by the UP bureaucracy but this is the trademark of the Mayawati government functioning. She loves to keep people guessing and one never knows who is the intended beneficiary till the very last moment. there is no professionalism in the UP IAS anymore and every person is forced to toe the line, It will be fruitless for the present incumbent to retain his seat for any period of time too. he has undoubtedly served the state very well but it is not known how soon he will find himself out of favour. In Mayawati's government there are two kinds of bureaucracy even in the administrative services, the permanent and the expendables. it is the few officers in her inner coterie which form the unchanging bureaucracy and is the real power behind the throne.
