Aaj Ki Aawaz Sonia
must call her hatchet man Guv Bhardwaj back! Karnataka's governance is at stake.......though
I guess Sonia will appoint another loyalist and after a 'cooling off' period he
or she too will go after Yeddy and Congress will say 'okay Bhardwaj was biased
against Yeddy but then why is this Guv also demanding Yeddy's sacking...... which
means there is definitely something wrong with Yeddy'???? Yeddy is no 'babe in
the woods'....... however BJP does not have the High Command culture whereby Yeddy
could be told enough of this 'I, me and mine' largesse.......apno ka benefit bahut
karr diya.......arre bhai doosron ka bhi kuch laabh karro....... no Neta in his
or her right mind will ask a CM to stop corrruption...... what they will tell
the CM is.......remember Party Fund and spread it evenly...... and get work done
simultaneously!!!! And what's actually saved Yeddy is that BJP's got cent percent
marks in the State bye-elections!!! Bhardwaj returned
to Bangalore and when asked where had he been??? He responded
'was in Delhi to get next set of instructions from the Queen'! Had
BJP presented the album of photos that Rahul presented PM and had there been a
Congress Government in UP , Congress's Manish Tiwari would have blasted the album
saying it contained 'manufactured photos' and would have found 1001 technical
and moralistic flaws in the album!!! Rahul says he wanted to make the affected
Farmers meet PM!! Well when the ultimate decision has to come from Sonia then
why not make the Farmers meet his Mum????? Or is Rahul giving the Farmers a run
around.....Neta red tape????? I'm still surprised at Rahul's 'twenty twenty' match
appearance in Noida....... he promised Test Series kind of presence and just gave
a 'twenty- twenty' appearance!!! And it's pretty clear that 'forced acquisitions'
are now looked upon as a carry forward from the days of the Raj.... 'The Queen
needs your land'!!!! Rahul ji itni jaldi kyaa thi gharr jaane
ki!!! Kya yehi style hothaa hai Raajon ka apni hamdardi jathlane
ki!!! A much reduced Jaya has appointed a jumbo size Cabinet......
down South big is beautiful!!! The swearing in was like an Opposition Jamboree.
The event's importance can be gauged from Ajit 'Lotaa' (tumbler) Singh giving
Takait's funeral the miss to attend Jaya's swearing in!! Though I feel Amma's
going to keep her options open...... she could go with Congress or NDA or Third
Front.....what suits her most!!! But at present she's going to be non committal!!!!
If she's changed this will be evident if she's gets the intercom in the ante room
of her Poes Garden house removed..... she's antagonized many Leaders by not meeting
them ... instead just speaking to them on the intercom!!! But my guess is that
though she's reduced her girth her ego is still of the same size if not bigger!!!
Mera naam hai Amma!! Abh Karuna, Stalin aur Azagiri
ka surname hai Nikama (useless)!!! Didi in the meantime has
made it clear to Sonia she wants more berths in Delhi!!! She's also hinted that
Pranab should now concentrate on being the FM...... in case he has the urge for
shudh Bengali fare she's assured that a courier will carry whatever he wants and
will be there in Delhi on the same day!!! Of course she wants more resources for
WB!!!! And she sought an assurance from Sonia that no Congress CM will allow a
Commie Conference in his or her State!! Commies as you know now are ' Stateless'.....
though 47% of Keralites still support Commies but then 'jiss ki laathi ussi ki
bhains'!!! Didi has also demanded that in State Banquets Bengali Dishes would
get fair representation!!! And last but not the least has hinted that she would
like a Minimum Programme Committee to be instituted (like the one UPA had with
the Commies) and this Committee should meet weekly!! When Mohna heard the last
demand he slapped his forehead and exclaimed ' Hai o Rabba'!!! Didi
Didi Didi Didi....... in WB now there's Didi!!! And Did now
stands tall though she looks pidhi ( Punjabi for small)!! If
Pakistan could find a way to drown itself it would????? That's how bad their self
confidence is today!!! They've started threatening and punching their favourite
'punching bag' India!! Gillani has already thanked Pakistan's all weather friend
China for its support..... of course this bond is Chinese made, because its China
that needs and wants this friendship..... and it's one Chinese product that's
not gone kaput in a few days of usage!! If not bombarded Osama's hideout will
become a 'Fanatic's tourist attraction' and if dead Obama's photos do not come
out he'll continue 'to live' for many of his supporters!!! My guess is the US
Paki friendship will never be the same again!!!! Indian without a doubt is the
gainer!! With Islamic fundamentalism raising its head in the border areas like
Gilgit, China too will be forced the relook at its Paki bond!!
India ki ho gay balle balle!!! Pakistan ho gaya
'thalle thalle' (fall)!!

: US rejects dubious expenditure claims Pentagon has rejected over
40% of the claims amounting to $ 3 billion submitted recently by Pakistan's military
authorities on account of expenditure incurred for the so called war against terror.
The claims have been found to be dubious and bogus. To quote just one typical
case the Pakistanis submitted huge bills for refurbishment of four helicopters
allegedly required for transporting troops to the rugged mountainous terrain on
the Afghanistan border to fight militants but on closer scrutiny it came out that
the choppers were actually operating for peacekeeping duties in Sudan for which
reimbursement of all expenses was being done by the UN. Due to enhanced scrutiny
of bills and vouchers submitted by Pakistan the rejection rate from Pentagon has
risen from 1.6% in 2005 to nearly 44% since 2009. Tenure

DEBATE Does
ACC system have its relevance for all posts? Does the ACC system
has its relevance as far as appointment of incumbents for all posts was concerned?
It is time consuming. Under the system it is examined at each level and in every
Ministry there are at least six levels. Broadly speaking it goes from concerning
Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry
of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming

Increase in retirement
age to benefit few
The increase in the retirement age is being
talked about keeping in view the preference of the current Government for few
seniormost IAS officers working closely with the PM/Sonia Ji. Why spoil the system
by bringing about changes aimed at individual benefits. Even in the present scenario,
the officers and staff stop working 2/3 years before retirement. By raising the
retirement age, the public money will be wasted without corresponding benefits
in the increased productivity. Ranjana Court's

said that the Court's decisions are to be respected but it cannot be said to be
infallible. I am 100% in agreement with him and respect all the courts in the

on all the services rules in the country which were framed/amended based on the
Supreme Court's judgement in the Prabha Devi Case that the 'minimum eligibility
period has to be completed' for getting next promotion irrespective of the position
in the seniority list'. As a consequence to it the DOPT had issued an order. It
takes four to five years for an IAS/All Indian Service/Group 'A' service officers

The CAT has directed the UOI to give two years relaxation to the direct recruit

Assistants till only very recently were getting selected based on the examination
conducted by UPSC. Many of them become Section Officer based on the Limited Departmental

failed to qualify the Assistants Grade examination but got selected in the main

RTI Audit Paras of C&AG Request
for disclosure of information which went into the making of an Audit Report such
as audit observations, marginal notes, audit notes and audit memos, etc. was denied
claiming that these intermediary documents are merely working papers and are
not within realm of "Information" under the RTI Act. The CIC ordered
for disclosure holding that disclosure could not be said to constitute a breach
of privilege of the House. Comments The Article 151 of the
Constitution provides that the reports of the C&AG shall be laid before the
Legislature. However, it is silent about the draft report, half margins or draft
audit notes. Therefore, the Parliamentary privileges cannot be stretched to
mean that every single item of information held anywhere, that may in future become
part of the proceeding before the Parliamentary Committee, should be exempt from
disclosure. In view of the dominating role acquired by the C&AG reports in
the media in cases of alleged corruption; this case has immense implications for
bureaucrats. [Full bench decision in CIC/AT/A/2007/00274, CIC/AT/A/2008/00726,
