Pakistan : US rejects dubious expenditure claims
Pentagon has rejected over 40% of the claims amounting to $ 3 billion submitted recently by Pakistan's military authorities on account of expenditure incurred for the so called war against terror. The claims have been found to be dubious and bogus. To quote just one typical case the Pakistanis submitted huge bills for refurbishment of four helicopters allegedly required for transporting troops to the rugged mountainous terrain on the Afghanistan border to fight militants but on closer scrutiny it came out that the choppers were actually operating for peacekeeping duties in Sudan for which reimbursement of all expenses was being done by the UN. Due to enhanced scrutiny of bills and vouchers submitted by Pakistan the rejection rate from Pentagon has risen from 1.6% in 2005 to nearly 44% since 2009.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Increase in retirement age to benefit few

The increase in the retirement age is being talked about keeping in view the preference of the current Government for few seniormost IAS officers working closely with the PM/Sonia Ji. Why spoil the system by bringing about changes aimed at individual benefits. Even in the present scenario, the officers and staff stop working 2/3 years before retirement. By raising the retirement age, the public money will be wasted without corresponding benefits in the increased productivity.

Court's decisions are sure to be respected

A Senior Lawyer today has said that the Court's decisions are to be respected but it cannot be said to be infallible. I am 100% in agreement with him and respect all the courts in the country. In OA Number 3278/2010,. 4282/2010 to 4826 & Other OAs the Principal Bench of CAT has passed a judgment on 9.5.2011, which will have large scale repercussion on all the services rules in the country which were framed/amended based on the Supreme Court's judgement in the Prabha Devi Case that the 'minimum eligibility period has to be completed' for getting next promotion irrespective of the position in the seniority list'. As a consequence to it the DOPT had issued an order. It takes four to five years for an IAS/All Indian Service/Group 'A' service officers joining in the Grade Pay of 54oo/- (Rs.8000-13500/-)to get the grade pay of Rs.6600/- (Rs.10000-15200/--US level A direct recruit level Section Officer joins the Central Secretariat Service (Group 'B') in the Grade Pay of Rs.4800/-(Rs.6500-10500/-. He/she gets the non-functional scale of pay with grade pay of Rs.5400/- (Rs.8000-13500/-) after completion of 4 years of service and continues to remains a Group 'B' officer. The CAT has directed the UOI to give two years relaxation to the direct recruit Section Officers of CSS for becoming Under Secretaries. That means that the service of the Direct Recruit Section Officers of the CSS will become the best service in the entire country viz. they will be rising from a Group 'B' Section Officer level to Group 'A' level Under Secretary in only two years. The direct recruit Assistants till only very recently were getting selected based on the examination conducted by UPSC. Many of them become Section Officer based on the Limited Departmental level examination also conducted by the UPSC. The Assistant examination consists of paper in the Arithmetic. There are a number of instances wherein person has failed to qualify the Assistants Grade examination but got selected in the main Civil Service where there is no stress on Maths.

Audit Paras of C&AG

Request for disclosure of information which went into the making of an Audit Report such as audit observations, marginal notes, audit notes and audit memos, etc. was denied claiming that these intermediary
documents are merely working papers and are not within realm of "Information" under the RTI Act. The CIC ordered for disclosure holding that disclosure could not be said to constitute a breach of privilege of the House.

Comments

The Article 151 of the Constitution provides that the reports of the C&AG shall be laid before the Legislature. However, it is silent about the draft report, half margins or draft audit notes. Therefore, the
Parliamentary privileges cannot be stretched to mean that every single item of information held anywhere, that may in future become part of the proceeding before the Parliamentary Committee, should be exempt
from disclosure. In view of the dominating role acquired by the C&AG reports in the media in cases of alleged corruption; this case has immense implications for bureaucrats.
