for Hajigak deposits Atleast 15 Indian steel & mining companies
who had visited Afghanistan recently to inspect iron ore deposits at Hajigak in
Afghanistan met at the corporate headquarters of Steel Authority of India Ltd
(SAIL) ,in New Delhi, on Thursday to deliberate upon their future course of action.These
companies are among the 22 companies shortlisted by the Afghanistan Ministry of
Mines for grant of mining licenses at Hajigak, which carries an estimated 1.8
billion tonnes of high quality magnetite with 62-63% Fe content. The Afghanistan
government has indicated preference for companies which will offer development
plans from mining of iron ore to vertically integrated processes, including making
of steel. They discussed the major concerns and identified the issues to be discussed
with the Afghan and Indian governments. Among the main concerns are security issues,
inhospitable terrain, lack of infrastructure and skilled manpower, etc. Issues
such as local laws, tender terms & conditions, infrastructure development,
evacuation of ore, diplomatic challenges, etc., were discussed in detail. The
possibility of forming consortiums to bid for the mining licenses was also deliberated
upon.

ACC system is
time consuming
Yes ACC system is time consuming. For example,
a DPC held in first week of Feb. 2011 is yet to get ACC approval even after more
than three months. Now time has come to review this system. Are there so many
channels required who does not any contribution to make in the file except putting
some routine initials which is not at all considered priority for them and are
kept pending for long. Ideally file should have minimum stages and have some disposal
timing and if any body delays it he/she has to give reasons/remarks for the delays
which can be verified if required. Delayed decision has many repercussions which
can be checked hence relook of ACC system is very much required. Vijay
Kumar Historic judgement of CAT The
historic judgement of CAT, where it has tried to guide DOP&T to implement
the same relaxation clause in CSS from SO to US level to protect the interest
of seniors ,which DOP&T itself not only has been directing all other organised
services to implement since 1989 after Prabha Devi Judgement but also has implemented
from Assistant to SO level in CSS . Anyone can read the Judgement on CAT Website,
which shows how DOP&T has tried not to include this relaxation clause in RR
of CSS despite its own 4 OM to all services to do so. At one hand CS division
,DoPT did not comply with the DoPT's order to include this relaxation clause as
issued to protect the interest of seniors when juniors are being considered for
promotion but tried to fight the case in court that CSS RR does have this. Most
of the DRs (through civil services exam) hold professional degrees and have past
work experience. No one denies the competence of some of the DR assistants but
it doesn't mean they are superior to IAS because some of them also qualify CSE
(Main). The divide & rule politics of top bureaucracy , discriminatory treatment
of all other services vis-a-vis IAS, no fixed date (after fixed no. of years )
promotion of whole batch for other services as in case of IAS, non upgradation
in the same seat and delaying of DPC of all other services due various reasons
without responsibility being fixed and inaction at the top to act for correcting
the wrongs are the reasons of all malaise. Subservient and compliant top cannot

case of life saving drugs. To think that only drugs are life saving and not the
consultancy or surgery is an absurdity. I have put in legal consultancy as well,
since there is hardly a standarized rate for similar services rendered. Bigger
the name of the lawyer and his brand, fatter is the fee. Is not it time to rein
in an anarchic situation in both fields, since public is always at the receiving

like to say that the GoI should not increase the retirement age at any cost rather
the GoI should offer VRS or any other package for those who have rendered more

RTI Audit Paras of C&AG Request
for disclosure of information which went into the making of an Audit Report such
as audit observations, marginal notes, audit notes and audit memos, etc. was denied
claiming that these intermediary documents are merely working papers and are
not within realm of "Information" under the RTI Act. The CIC ordered
for disclosure holding that disclosure could not be said to constitute a breach
of privilege of the House. Comments The Article 151 of the
Constitution provides that the reports of the C&AG shall be laid before the
Legislature. However, it is silent about the draft report, half margins or draft
audit notes. Therefore, the Parliamentary privileges cannot be stretched to
mean that every single item of information held anywhere, that may in future become
part of the proceeding before the Parliamentary Committee, should be exempt from
disclosure. In view of the dominating role acquired by the C&AG reports in
the media in cases of alleged corruption; this case has immense implications for
