the picture is still not clear. The adjutant general's (AG) branch in army headquarters
and the military secretary's (MS) office have recorded different dates of birth
for Singh. While the AG's branch lists it as May 10, 1951, the MS branch has it

under the Pan-African e-Network Project. This is a mega project worth Rs. 542
crore that the TCIL is implementing as turnkey implementer on behalf of the Indian
Ministry of External Affairs (MEA). Among other things the project has facilitated
a very big help in fields of telemedicine and tele-education to African countries.
So far the tele education facility has covered 3500 students who are taught in
virtual class rooms by faculty sitting in Delhi. Similarly , in field of telemedicine
through 12 super speciality hospitals of India TCIL has been able to provide effective
link for treatment of patients in African nations. It may be stated that Rakesh
Kumar Upadhyay is an officer of 1975 Batch of Indian Telecom Services. He obtained

Interactive Session with PHDCCI B.B. Pattanaik Managing Director(MD)
Central Warehousing Corporation (CWC) held an interactive session with the members
of the PHD Chamber of Commerce & Industry (PHDCCI)on April 29, 2011 at PHD
House, New Delhi. About 50 members of the PHDCCI participated in the interactive
session which was preceded by a Power Point Presentation made by B.B. Pattanaik
highlighting the warehousing scenario in the country, the activities of the Corporation
and its future expansion/diversification plans. The need and scope of augmentation
of storage capacity for agri commodities including incentives available under
various schemes of the Government of India(GOI) for agri warehousing and cold
chain infrastructure were also discussed with participants. G.N. Nair, Director

also participated in the interactive session. The programme was well received

ACC system have its relevance for all posts? Does the ACC system
has its relevance as far as appointment of incumbents for all posts was concerned?
It is time consuming. Under the system it is examined at each level and in every
Ministry there are at least six levels. Broadly speaking it goes from concerning
Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry
of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming

A question of substantial importance has been raised
here. ACC approval should be restricted to appointments beyond joint secretary
in Government of India. For positions beyond joint secretary or equivalent in
subordinate formations, the process should be completed by Minister incharge after
obtaining necessary inputs from CVC, Intelligence etc. R S Thakur
Database of all eligible candidates must There should
be database of all eligible candidates for such top posts with the DoPT duly updated.
The candidates should be able to submit their applications thorough Online. ACR
gradations can be updated by the DoPT/ PESB, after the same is received from the
concerned department which also means the application is in order and duly forwarded..
The CVC should have list of officers whose vigilance is clear/not clear, accessible
online to the departments who require the information, may be with password. This
list should be updated regularly by CVC. Once selections is made by the Search
Committee/Board, the Vigilance status can be seen online and recommendation can
be sent to Appointing authority directly. By this, most of the appointments can
be made before the post becomes vacant. If we are talking of greater transparency,
why not simplify the procedure? Too many scrutiny is wastage of time and really

one farewell party to a retiring secretary. In his praise it was said that he
served a DM for 9 years, Joint secretary in 2 ministries and as a secretary in
4 ministries. No one talked about his achievements if it were any. This is how
the feudal set up is so engraved in our mind works. Mohan
Immediate attention of Govt and CAG required At present,
there are 20 Commissioners of Income Tax as OSD in Delhi, ie in excess of sanctioned
posts while there are posts of CIT lying vacant all over India. Isn't it a matter
requiring immediate attention of Government and CAG? Present Chairman CBDT has
taken a number of progressive measures and he should transfer excess CITs immediately
by identifying those who are there in Delhi continuously for longest period. This
situation is result of new transfer policy made by a committee of officers ,all
of whom had vested interest to stay in Delhi or Mumbai or Chennai. Under this
policy nobody is due for transfer from metros even after being there continuously
for10-12 years whereas officers in smaller stations are due for transfer after
3-5 years. The whole concept of exempt posts needs to be abolished and cap should
be fixed at continuous tenure of 8 years in a metro station, be it in field or
ITAT or Board or deputation. At the moment, policy is heavily biased in favour
of officers in metros. Will FM and Chairman CBDT revise this irrational policy?

I joined as Inspector in the year 1976. If my son would have joined as Inspector
in the year 1996, he would be my colleague Superintendent. If he would have joined
as Appraiser Gr. B, he would have my Assistant Commissioner and if he would joined
as Direct Gr. A, he would have become Additional Commissioner. Today, I met a
Senior Additional Commissioner of Income tax, who joined as Inspector in 1976.
This is the plight of our service. Ministry of finance is least bothered about
our cadre and we see no hope. If any cadre review is on anvil, that will be for
the benefit of Gr. A only. H G Mathew Who
cares for GOI circulars in Income Tax ? In the Income Tax department,
there is no room /no regard for GOI circulars, nor there is any concern/humanitarian
approach to the needs of differently abled people. This is more apparent/rampany
in AP under the leadership of Basu, CCIT. Handicapped people are forced to climb
3-4 floors to reach their office rooms while able-bodied men are posted in places
with lift facility. Only God can alter the nature and outlook of these in-humanitarian
people. These Officers in the Dept., don't respect the laws of the land and blatantly
the Disabled Act is not implemented and thrown in the dustbin. At least the DOPT
should come to the rescue of the differently abled in the I.T. department.

Constitution of bench by the SC The
CIC observed that the information whether the Registry of the Supreme Court (SC)
has placed certain papers before the Chief Justice of India for constitution of
a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative
in nature. It is difficult to imagine how the disclosure of such information could
cause any abrogation of the independence of the judiciary. The CIC directed to
provide information on action taken by the SC Registry and also provide copy of
the order, if any, for constituting a Bench of appropriate strength for further
hearing on the SLP. The CIC further directed to provide a copy of the document,
if any, confirming the news about the Hon'ble Chief Justice of India advising
Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave. Comments While
the CIC deserves applause for the interpretation of the RTI Act, is it not surprising
that the CPIO of the mighty Supreme Court of India cannot decipher one of the
simplest Acts of the independent India? Even earlier, the CPIO of SC has received
