Aaj Ki Aawaz

PAC actually means Politicians Aiding Corruption........ as per the situation Netas switch roles!!!!

And punch in each other's arguments holes!!

Today BJP's crying foul and Congress is in deflecting and damning mode....switch!!!

Congress would do what BJP is doing today and BJP would enact Congress's role and create hitch after hitch!!!

Now do you realize why Congress was plugging for PAC!!!!!

Via PAC pulling a ' Prank and Con' or PAC!!

PC and Sibal were on hand to take the Congress PAC Members class...... Professors in defeating Justice!

Both specialize in how to get around justice for 'injustice'!!

JPC should actually work to 'Jamming Political Corruption' or JPC!!!

But today JPC is ' Jointly Promoting Corruption' or JPC!!

Behind the scenes deals are made ....... and in the end JPC Report is a 'compromise' or 'deal'!!!

On their duty the JPC Members compromise and as always short-changed Law does feel!!!

Why did it take a hunger strike and public upheaval to make Sonia respond to Anna's letter????

She ignored the letters of this anti corruption go-getter!!

Only a naive Indian will feel Sonia and Rahul 'are above it'!!!!

They are very much part of the Political establishment though on a pedestal they sit!!!

The pedestal does not mean that they are different or have higher standards from the rest!!!!

Please study the Q case and blatant corruption during UPA rule.... my case I rest!!!

And as on date on corruption have their actions shown that they want corruption to end???

They are perceived to be heading UPA and 'GDP' has shot up in UPA rule so what message does this send???

GDP..... Gross Diversion by Politicians is doing the Nation in!!

By gross I do not mean the 'total' but Blatant ..... like a sin!!

And in this GDP now India holds the record....... phenomenal rise!!!!!

In UPA's rule its hit new highs!!!

Though Karan Thapar and his lot try to show that Lokpal will be like a Dictator!!

Lokpal will dent corruption to some extent ...only flaw is what if Lokpal is himself a 'smooth operator'????

Some would say get Infosys to come up with Lokpal Software and let 'the computer decide'!!

Will be on merits of the case and Computer will not take any one's side!!!

Praful Patel as Aviation Mantri has single handedly made AI go into a 'tail spin... crash kind'!!!

Everywhere in AI scum you will find!!

When the top is rotten the message that filters down is....... chori days!!!

And looking at their Boss enjoying power and getting away with chori they say 'chori pays'!!!

Be it purchase of planes or diverting land or even hiring Pilot..... ghoos ka raaj!!!

Why do you think they say that Pawar and Praful have in their palms an incurable 'khaaj'???

So called Fighter against Corruption Ram Jethmalani is 2 G Chor Chandra's Lawyer!!!

Why do you think people say do not believe what Ramu says .... he's a liar!!!

Just do a recall of the cases he's fought and it'll become clear!!!!

That when it comes to his legal practice from his 'damn corruption' stand he does cleverly steer!!

His standard argument is 'he's guilty till proven blameworthy'!!!!

How come to take 'Suo Moto' notice of Chandra's guilt he does not find it worthy???

When you fight for the corrupt how can you say 'I fight corruption'??????

Question Ramu on this and be sure 'there will be anger ka eruption'!!

Indian Media went berserk on the Kate William shaadhi.... what they'd have actually loved to say!!!!

Headlines TV......marriage was bankrolled by 'Swindler' H. Ali and all bills from his UBS a/c he did pay!

India TV...... Kate is an 'ichaadari' Nagin who is out to avenge the killing of her snake mate!!

And she's going to bite William who had killd her mate one day on his bald pate!!

IBN and Times....... marriage was an IBN or Times effect!!!

Its because of IBN or Times each other they did select!!

NDTV will have Barkah doing a Talk Show........ why Gandhis were not invited????

Because for NDTV Gandhis are royalty and Barkah would end up saying by this India has been slighted!!

Aaj Tak will do a Vardaat on the shadhi......yeh asli William nahi hai....asli William ho gaya tha kidnap!

And News 24 will give us on the shaadhi and its future Astro crap!!

Prabhu Chawla doing an interview with William's Driver or Valet or Cook!!!!!

Karan Thapar doing a Devil's Advocate with Kate's best friend and giving her his 'choochi aankh' (narrowing eyes) look!!

Karan Jalebi Thapar will question Kate vowing to love and respect but not saying she'll obey!

She's made grounds for divorce at the alter itself Jalebi Thapar will say!!

Confucius says..... Begaani shaadhi mein Indian Media diwaana..... after the shaadhi BBC's has moved on!!!!!

But our Media on this shaadhi still goes on and on!!!

Adds..... is it the Brit rule hangover that's got our Media feeling this shaadhi will grab eyeballs on TV!!!

Otherwise why should our Media go berserk on William getting himself a biwi???

Flash..... Corruption has spread all over...... now the AIEEE paper has been leaked!!!

And as corruption has no limits you cannot say corruption has peaked!!

In Sonia Raaj just see corruption ka khulla Raaj!!!!

Madam Ji sorry but with the way the Nation is going aap ko aani chahiye laaj!!!

Sonia Raaj mein ' burger sastha aur mehangi humaari 'staple roti aur dal'!!!!

Desh ka on every front ho gaya hai boora haal!!!

DEBATE
Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Restrict ACC approval

A question of substantial importance has been raised here. ACC approval should be restricted to appointments beyond joint secretary in Government of India. For positions beyond joint secretary or equivalent in subordinate formations, the process should be completed by Minister incharge after obtaining necessary inputs from CVC, Intelligence etc.

R S Thakur

Database of all eligible candidates must

There should be database of all eligible candidates for such top posts with the DoPT duly updated. The candidates should be able to submit their applications thorough Online. ACR gradations can be updated by the DoPT/ PESB, after the same is received from the concerned department which also means the application is in order and duly forwarded.. The CVC should have list of officers whose vigilance is clear/not clear, accessible online to the departments who require the information, may be with password. This list should be updated regularly by CVC. Once selections is made by the Search Committee/Board, the Vigilance status can be seen online and recommendation can be sent to Appointing authority directly. By this, most of the appointments can be made before the post becomes vacant. If we are talking of greater transparency, why not simplify the procedure? Too many scrutiny is wastage of time and really unnecessary.

PM should consider suggestions

The suggestions of A K Saxena for administrative reforms, must be considered with an open mind by the Prime Minister as he is the Cabinet Minister-in-charge of DoPT.

ACC system : "A Sham and a Scam !"

The column by A K Saxena on WIC dated 29th April,2011,is a must read for all bureaucrats. I compliment Dr Suresh Mehrotra Sir, Editor-in-chief of this great site for enlightening its readers with such powerful expose. I had covered DOP&T during my initial days in journalism. What about achievements ?

I attended one farewell party to a retiring secretary. In his praise it was said that he served a DM for 9 years, Joint secretary in 2 ministries and as a secretary in 4 ministries. No one talked about his achievements if it were any. This is how the feudal set up is so engraved in our mind works.

Immediate attention of Govt and CAG required

At present, there are 20 Commissioners of Income Tax as OSD in Delhi, ie in excess of sanctioned posts while there are posts of CIT lying vacant all over India. Isn't it a matter requiring immediate attention of Government and CAG? Present Chairman CBDT has taken a number of progressive measures and he should transfer excess CITs immediately by identifying those who are there in Delhi continuously for longest period. This situation is result of new transfer policy made by a committee of officers ,all of whom had vested interest to stay in Delhi or Mumbai or Chennai. Under this policy nobody is due for transfer from metros even after being there continuously for10-12 years whereas officers in smaller stations are due for transfer after 3-5 years. The whole concept of exempt posts needs to be abolished and cap should be fixed at continuous tenure of 8 years in a metro station, be it in field or ITAT or Board or deputation. At the moment, policy is heavily biased in favour of officers in metros. Will FM and Chairman CBDT revise this irrational policy?

Plight of Central Excise & Customs service

I am a Superintendent of Central Excise & Customs. I joined as Inspector in the year 1976. If my son would have joined as Inspector in the year 1996, he would be my colleague Superintendent. If he would have joined as Appraiser Gr. B, he would have my Assistant Commissioner and if he would joined as Direct Gr. A, he would have become Additional Commissioner. Today, I met a Senior Additional Commissioner of Income tax, who joined as Inspector in 1976. This is the plight of our service. Ministry of finance is least bothered about our cadre and we see no hope. If any cadre review is on anvil, that will be for the benefit of Gr. A only.

Who cares for GOI circulars in Income Tax ?

In the Income Tax department, there is no room /no regard for GOI circulars, nor there is any concern/humanitarian approach to the needs of differently abled people. This is more apparent/rampany in AP under the leadership of Basu, CCIT. Handicapped people are forced to climb 3-4 floors to reach their office rooms while able-bodied men are posted in places with lift facility. Only God can alter the nature and outlook of these in-humanitarian people. These Officers in the Dept., don't respect the laws of the land and blatantly the Disabled Act is not implemented and thrown in the dustbin. At least the DOPT should come to the rescue of the differently abled in the I.T. department.

RTI

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

Comments

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
