Aaj Ki Aawaz

I reached home dog tired and plonk myself in my favourite chair in the living room and Bolshoi, my Boxer dog, comes and sits at my feet.

Bolshoi: Boss who won the match that we were watching yesterday.... I had dozed off midway?????

Me: Mutt don't you remember what you had promised me?????

Bolshoi: Jog my memory.....Boss I'm 5 and if you convert these dog years into human years I'm over the hump.....memory is just not the same!!

Me: Convenient way to get out of commitments and promises. You had promised me that when I come back home for at least one hour you will not ask me any questions!!!

Bolshoi: Did I promise this???? Boss I don't remember!!!! Any proof of my making this promise????

Me: Mutt I have other methods to jog your memory.... how about I chain you in that corner...... hope you remember you got this punishment when you were a naughty pup!!!

Bolshoi: Boss ..... really I don't remember making this promise..... the other day we were watching the news and this guy Amar Singh said something and within ten minutes denied saying what he had said....... Boss no one punished him.... in fact you laughed it off saying 'Luchaa' (lovable scoundrel)!!!!

Me: So Mutt you are aping Amar Singh!!!! Well do you know because of his lying now no one trusts him...... in fact Amar Singh's name is synonymous with lying!!!

Boss: But do you see his lifestyle..... Big B is his pal...... Anil Ambani is his pal......Bollywood heroines are pally with him..... see his cars!!!!

Me: He's no longer pally with Big B or Anil Ambani .......his lying has put them off.... they studiously stay away from him!!! As for heroines ..... the kind he hobnobs with are pally with him because of his money.... they lie to him amd he lies to them!!!! And as for his cars...... his is the classical case of car maketh man!!! So buddy stick to you promises if you want to be trusted and loved!!!!

Bolshoi: Okay Boss........but one day you have to explain me that how come in the human world good things happen to bad people!!! Okay Boss gussa spit karr doh and call me 'Luchaa' and let's get over with it!!!

Me: Oye Luche don't get philosophical with me now.... too dog tired!!!!

Bolshoi (hurt): Boss you are tired of me!!!!!
Me: Idiot that's a human expression that 'I'm very tired'!!!!

Ramu my servant walks in.

Bolshoi: Here comes another promise breaker!!

Ramu: Oye kuthe mein tehra khoon pee loonga!!!

Bolshoi: Ramu promised you he will give up smoking...... he smokes incessantly when he takes me for a walk.......so much that after I come back home I feel my lungs are full of smoke!!

Me: (looking at Ramu sternly) Ramu!!!!!

Ramu: Boss I don't smoke....what proof does this kuthaa have that I smoke?????
Bolshoi: I'll just call Bunty (our neighbor's son) and he's recorded Ramu smoking this entire week!!!

Ramu: I may have smoked one day and your friend Bunty who is a computer whizz must have made my one day mistake as an everyday one.... on TV how many times you get to see Netas saying that CDs on them are made to order!!!

Bolshoi: Oye Ramu shaana Bunty took the pics whenever we crossed the newsstand and you can read the dates on the newspapers..... 7 shots of you smoking and 7 different dates on the newspapers!!!

Ramu: The tapes are duplicate (slang for false)........ I saw on the TV the other day ......a very respectable Lawyer saying that the tapes made about him were duplicate and then Amar Singh too was saying the CDs about him were duplicate!! He said the voice was his but he had not said what's been recorded on the tape!!!

Me: Ramu it's your health.... I was just worried that you are ruining your health.... the other day the lift was not working and you climbed the stairs with me and I'm 20 years your senior but I was not panting and you looked as if you had a heart attack!!!

Ramu: Sorry Sahib......now that we want truth to prevail....... Sahib yesterday you sent the driver to check out the paint job in the garage!!! He lied to you that the workmanship was shoddy and you gave the poor painter a firing!!! I checked out the painter's work and it was just fine!!

Me: Let's go to the garage and call the driver!!!

We reach the garage and the driver is there nervously shuffling about!

Me: Gajaa Singh the paint job is fine....... but you painted such a gory picture that the walls looked unpainted, that the painter had spilt pain all around on the floor and the painter had burnt something offensive in the garage!!!

Gajaa: Sir Ji Madam sent me on an urgent errand and I asked the building watchman to check out the painter's work and I told you what he had told me!!!

Me: Shame on you ........you got that poor painter fired for no reason........ I feel like firing you!!!

Gajaa: Sir Ji I'm at your mercy that's why you can fire me!!!! Yesterday you were talking to your friend about what happened in Greater Noida and you were taking Rahul Gandhi's side saying that he relied on what he heard and it was not his fault!!!! How about applying the same on me too.... I too relied on what the watchman said....... Sir Ji what is okay for Rahul should be okay for me too.......or is it that the rich and powerful are always right….. and then what Rahul did has huge ramifications.... my folly is nothing compared to his folly!!

Me: Bhaago tumm sabh...... aaj se tumm sabh ka TV pe news dekhna aur news paper padhna bandh.... our Netas are having a horrendous influence on you!!!

Mukul Roy appointed Union Railway Minister
Trinamool Congress leader Mukul Roy has been appointed as the Minister of State for Railways. The post was held by the Trinamool chief Mamata Banerjee who will formally take over as the West Bengal Chief Minister today. Roy was Minister of Sate of State for Shipping. He is likely to be elevated to the cabinet rank when the Prime Minister reshuffles his cabinet.

Maharashtra to get more money for central in Plan budget
Maharashtra is going to get more than double the funds from centre for the centrally sponsored schemes. The amount allotted last year was Rs 5600 crore which has now been increased to Rs 11600 crore for financial year 2011-12 . However an area of concern remains that the state has not been efficient in returning back the unused funds to the centre. However, the credit of increasing the fund allocation goes to Prithviraj Chavan.

Pakistan : Cinema halls thrive due to screening of Indian Films
The provincial government of Sindh (Pakistan) is planning to restart tax collection from cinema halls after noticing boom in their business due to screening of Indian Films. Tax collection from cinema halls was suspended in 2005 to save the industry from collapse due to decreased viewership. Thanks to popularity of Indian films, there is noticeable improvement in the situation now. In Karachi alone three halls have already resumed business in Clifton area and two more are preparing to reopen. The rates of tickets too have been revised to Rs 250 from 200 for upper class, 150 from 100 for middle class and Rs 70 from 50 for the lower class.

TN Govt creates new posts of ACS, PS rank
The Tamil Nadu government has accorded for creation of temporary posts of Additional Chief Secretary to Government, Social Welfare & Nutritious Meal Programme Department in the grade of Chief Secretary for a period of one year. The government also created another post of Principal Secretary to Government, Tourism and Culture Department; Principal Secretary/Commissioner of Sugar; Principal Secretary/Commissioner of ' Rehabilitation; Principal Secretary/Director of Social Defence in the grade of Special Commissioner, Commissioner of Museums; and Officer on Special Duty (Relief &. Rehabilitation), Tsunami Unit, Revenue Administration Department, Director of Rural Development (Training) in the Senior Scale of IAS for a period of one year with effect from the date of appointment, or till the need for it ceases, whichever is earlier.

PM dedicates Bina oil refinery to the nation
Prime Minister Dr. Manmohan Singh dedicated Bina oil refinery to the nation at a ceremony held in Bina (Madhya Pradesh) on May 20,2011. The event was also attended by Rameshwar Thakur Governor MP, Shivraj Singh Chouhan Chief Minister Madhya Pradesh, S. Jaipal Reddy Indian Minister for Petroleum & Natural Gas, Kamal Nath Indian Minister for Urban Development, Kantilal Bhuria Indian Minister of Tribal Affairs, R.P. N. Singh Indian Minister of State for Petroleum & Natural Gas & Corp. Affairs, Jyotiraditya Scindia Indian Minister of State for Commerce & Industry along with other dignitaries and senior government officers.Refinery has a capacity of 6 million metric tones per annum (MMTPA) and is equipped with state-of-the-art technology to produce Euro III & IV petroleum products. The Refinery has an inbuilt flexibility to meet Euro - V equivalent standards for petrol and diesel with minimal investment. Adjacent to the Refinery complex is the Bina dispatch terminal (BDT), with product storage tanks and dispatch facilities for both rail and road movement of petroleum products. The Refinery and the BDT are spread over 2500 acres of land. Bharat Oman Refineries Ltd (BORL), is the company that was formed to set up the Bina Refinery and the company is promoted by Bharat Petroleum Corporation Ltd, a Fortune 500 company. BORL has an equity participation of 26% by Oman Oil Company and about 1% by Govt. of Madhya Pradesh.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

ACC system- a delay tool

The concerned department forwards the proposal to the parent ministry. which has 8 levels-S.O./US/DS/Dir/JS/AS/Secy/ Minister. then the case goes to DOPT at 6 levels- SO/US/DS/DIR/JS/AS/SECY. Then the case goes to Cabinet i.e. ACC. It takes about 2-3 months for ACC meeting. totally process takes 4-6 months which is sheer wastage of time. JS and above level appointments should be completed in max one months time, including ACC approval.

I feel certain vested interests are using your website for pushing their own agenda & have hidden interests. Such people are repeatedly voicing their views & praising certain bureaucrats. I hope it is not at the instance of these bureaucrats themselves that their selected chamchas are praising them. Everyone must retire on time & no one should be given any extension because no one is indispensable. if anyone think that the government of India will fall if certain officers are retired from service then they are mistaken. the government should not give any extension to anyone. history has always thrown up leaders in a crisis similarly if one person retires another should take over & powers to be will realise they have got a better person. Continuing the same person with same stale ideas & giving extension upon extension only reflects lack of confidence of politicians in their own decision making abilities & hence the inclination towards maintaining status quo at the cost of good governance.

Audit Paras of C&AG

Request for disclosure of information which went into the making of an Audit Report such as audit observations, marginal notes, audit notes and audit memos, etc. was denied claiming that these intermediary
documents are merely working papers and are not within realm of "Information" under the RTI Act. The CIC ordered for disclosure holding that disclosure could not be said to constitute a breach of privilege of the House.

Comments

The Article 151 of the Constitution provides that the reports of the C&AG shall be laid before the Legislature. However, it is silent about the draft report, half margins or draft audit notes. Therefore, the
Parliamentary privileges cannot be stretched to mean that every single item of information held anywhere, that may in future become part of the proceeding before the Parliamentary Committee, should be exempt
from disclosure. In view of the dominating role acquired by the C&AG reports in the media in cases of alleged corruption; this case has immense implications for bureaucrats.
