There are indications that proposal for hiking retirement age to 64 years for scientists who are Joint Secretary level and above will be decided by May 26, 2011. It will apply in scientific departments like Science, Earth Science, biotechnology and CSIR.

The proposal for petroleum refinery at Bina, Madhya Pradesh which was dedicated to the nation by the Prime Minister was pending for two decades as the State departments of Industry, Taxation and Finance could never see eye to eye. When Babulal Gaur became the Chief Minister, he told the Secretaries concerned that this project will transform the economy of Bundelkhand area; and in his typical style added that he will be personally grateful to them if they could help him in this regard. The Chief Secretary called a meeting of concerned Secretaries - Vishwapati Trivedi, Anand Asthana and Sumit Bose and the project was cleared in no time. Several such projects (including Auto testing track near Indore) were inplemented during Gaur's tenure. Padma Bhushan M. N. Buch in his book "When the harvest moon is blue" has named Gaur as one of the few successful Chief Ministers of the State though his tenure was rather short and he did not cultivate the media effectively. When the BJP high command asked Gaur to resign, with due humility he accepted the post of Industries Minister under the new Chief Minister.

TN Govt creates new posts of ACS, PS rank
The Tamil Nadu government has accorded for creation of temporary posts of Additional Chief Secretary to Government, Social Welfare & Nutritious Meal Programme Department in the grade of Chief Secretary for a period of one year. The government also created another post of Principal Secretary to Government, Tourism and Culture Department; Principal Secretary/Commissioner of Sugar; Principal Secretary/Commissioner of ' Rehabilitation; Principal Secretary/Director of Social Defence in the grade of Special Commissioner, Commissioner of Museums; and Officer on Special Duty (Relief &. Rehabilitation), Tsunami Unit, Revenue Administration Department, Director of Rural Development (Training) in the Senior Scale of IAS for a period of one year with effect from the date of appointment, or till the need for it ceases, whichever is earlier.

The mammoth work of constructing 85,000-km. long Narmda branch canals throughout the state is going on in a full swing. Chief Minister Narendra Modi at Randhanpur laid foundation stone for three construction works of Kutch and Radhanpur branch canal and its distribution system on May 21, 2011.Under the three projects, about 986.88-km of branch canals will be built at the cost of Rs.712-crore, which will be instrumental in providing Narmada water to 158 villages of Patan, Banaskantha and Kutch districts.Chief Minister said that Centre is giving 90% grant to the other states for setting up irrigation projects in arid lands, but is not ready to give same amount of grant for Narmada canal work even though th major portion of it is going to benefit the arid land. Instead of making
injustice to Gujarat, the Centre should think of competing with it in a healthy way, Chief Minister said. Revenue Minister Ms.. Appointment of Board level executives in PSUs

So far as appointment of Board level executives in PSUs are concerned, the correct procedure will be that PESB should submit the recommendation to DOP&T without involving administrative Ministry. Every fortnight, there should e ACC meeting to be attended by PM,HM and Minister-in-Charge and decision should be made in the Meeting itself. There is no need for involving Cabinet Secretariat. As regard CVC clearnace, in the case of private candidates, condition stipulated by PESB as per Annexure-II if application form is that candidate has to give a certificate that he does not suffer from any disqualification of Section 274 of Companies Act. We may have similar conditions for executives from Government Sector or alternatively |CVC should be given 15 days time for Vigilance clearance. One a candidate is certified from vigilance angle & recommended by PESB, appointment should not be declined by PESB. The present system of files remaining pending in PMO or Cabinet Secretariat for months together & companies suffering, can not be justified.

Kerala poll results do not augur well

The elections in Kerala and the results do not auger well for the unity and security of our nation. Ever since Nehru allowed a strain of the detested Muslim League who caused the partition of India to continue their political activities in Kerala, the party has been growing from strength to strength ably supported by the Congress. In the recent elections Congress has given more than 50 seats to their UDF partners Muslim League and Kerala Congress, both communal outfits and who put up only Christian and Muslim candidates. Out of 82 seats contested, Congress has given more than 50% of their own seats to Muslims and Christians in order to prove their secular out look. Now Muslim League is asking for a Cabint rank in the centre and flexing their communal agenda to other parts of the country. Congress which had been more or less responsible for the partition, is leading this country to another one.

CAT's judgment can't be treated as landmark

The CAT's judgment of 9.5.2011 cannot be treated as landmark. It is the judgment of the Supreme Court which is treated as landmark. Why did the professional come to a service where you don't have a peon and subordinate staff under you (the nature of work being such) to assist? Why do you forget the various judgments of the Supreme Court that direct recruits in any service cannot get seniority prior to their date of appointment especially the Rudra Sain's case of 2000? The advantage which the direct recruit Section Officers of CSS ( prior to 2003) were getting is not their any service in the country even the Group 'A' or any All Indian Services. A promotee was in position as a Section Officer on a date and that point of time the Direct recruit Section Officer may be in his Second Class. But when the latter comes into service he get seniority over the former because his vacancy is being forwarded year to year. Why seniority is being carry fowarded? It should be the vacancy which should be forwarded and that too for some years. CS Division should consult the Division in DOP&T dealing with the subject with the subject of Seniority and Law Ministry before implementing the CAT's decision and also consult the Department of Expenditure as financial implications will be involved for payment to the 38 officials who are expected to get the relaxation. As they had on their own brought our the Select List, agitated the case in Kolkatta-CAT and Delhi-CAT, it is their moral responsibility to agitate the case further. A.K. Srivastava of CSS had won a case in 200* (Delhi-CA) of 'in-situ promotion' based on constitutional provisions, precedents and various judgments of the High Court/Supreme Court but the DOP&T went ahead and filed an appeal in the HIgh Court which is pending under DB rule. DOP&T should not adopt different yardstick. It is only the Supreme Court which can undo its judgment in Prabha Devi's case and nobody else.

The "Most Unwanted" dereliction of duty!!!

For more than 48 hours now the government is simply trying to sideline the most unwanted dereliction of duty. Not one, not two, perhaps more to be found living in India and Government of India is demanding of Pakistan to "hand over the fugitives" to them! What a shame? What a shame? What a devastation of the administrative machinery in the government? That is the singular achievement of this government of our shadow Prime Minister. Were the PM an elected leader and Leader of the Lok Sabha, such costly mistakes would never have been made. The functioning of the government as per the law has been paralyzed in the past 7 years beyond repair. Appointments are not made on "merit" by the government and the established modes of transacting government business. Instead, political muscle flexing has become the norm. We might not be following the American "spoils system" under the law, but certainly practice that only. How else such unpardonable mistakes happen and happen repeatedly. None other than the highest in the government are responsible for it. Ministries are neither titular organizations nor mere decorations. They get feedback from all concerned e.g. state police, IB, CBI etc. and process the information independently. That is the essence of a senior civil servant becoming the central Home Secretary or a politician of some standing becoming the Home Minister. Everybody might not qualify to be so. The sheer sensitivity of the subjects handled in the Home Ministry or the Defence Ministry broach no error. I shall not cite an example from the sensitive side, but to illustrate my point, give one instance. The execution of a condemned criminal is scheduled to take place early next morning, but a mercy petition reaches the President late previous evening. There are no case papers with the officer entrusted the job late in the evening because the officer concerned has left office. Case papers are not with this officer. If execution is not stopped immediately, the consequences might turn out to be fatal, for it is the President alone who can grant mercy or reject the petition. In those few hours, the orders have to be conveyed and also delivered to the Jail Superintendent. Can the officer afford to be lax? Similarly, the petition is either not examined properly or the papers pertaining to another person are mixed up (like the most unwanted list of fugitives given to Pakistan), can the Home Minister simply sign? There is a system and Home Ministers are known to be not only very intelligent but cautious persons, barring exceptions of course. Unless heads roll, such blunders will become the order of the day, as extensions or re-employment after retirement is on top priority rather than examining communications with a hostile neighbour like Pakistan. No excuses pl: they are obnoxious and offending!

Increase in age of retirement for CGHS Doctors

There are 3 sub-cadres of CGHS doctors-a) Non-Teaching Specialists (working in RML, Safdarjung etc), b) Teaching Specialists working in LHMC, UCMS etc and c) GDMOs working in CGHS dispensaries. Age of retirement for 3 sub-cadres is 62, 65 and 60 yrs respectively. Non-teaching and teaching requires MD/MS/DM degree with 3 years teaching or non-teaching experience before selection through UPSC. Since they join the job quite late that was the reason they have been given extension for retirement age. All three services has one DGHS. Now with 65 yrs of retirement age for Teaching sub-cadre, only teacher could become DGHS and run the patient care of the country with no or little exposure to patients in these medical colleges. Govt should make equal age of retirement for at least teaching and non-teaching consultants, either 62 or 65 so that who so ever is senior could become DGHS and run the govt. health sector in the country.

Request for disclosure of information which went into the making of an Audit Report such as audit observations, marginal notes, audit notes and audit memos, etc. was denied claiming that these intermediary
documents are merely working papers and are not within realm of "Information" under the RTI Act. The CIC ordered for disclosure holding that disclosure could not be said to constitute a breach of privilege of the House.

The Article 151 of the Constitution provides that the reports of the C&AG shall be laid before the Legislature. However, it is silent about the draft report, half margins or draft audit notes. Therefore, the
Parliamentary privileges cannot be stretched to mean that every single item of information held anywhere, that may in future become part of the proceeding before the Parliamentary Committee, should be exempt
from disclosure. In view of the dominating role acquired by the C&AG reports in the media in cases of alleged corruption; this case has immense implications for bureaucrats.
