Do people throw Parties when they have failed or flopped?????? That's why many are surprised at UPA 2 celebrating its second anniversary!!!! And then the Report Card too was hilarious..... this self assessment was indeed ludicrous!!! What was needed was an all India Survey to check out what India felt about UPA..... the failures.... shortcomings etc. And then a Chintan Baitak to ponder on what the survey throws up.......come up with ways to improve!! I guess if India was to mark UPA 2.... tackling inflation 0/100, Governance 2/100, tackling corruption 0/100, Subsidy/aid delivery 8/100, National Security 20/100, Vision 22/100, Overseas image 3/100!!!!! Failed...... but in this type of examination when one fails one does not repeat the class but one is thrown out! By the way in Besharmi UPA 2 has maxed the paper 100/100!!!

UPA will get the real Report Card post our casting votes in the next general election!!!!

As of today I predict ...... failed.......vide our rejection!!!

When the Tihar guard tried to awaken Kani she said 'not now... I'm sleeping late'!!!! Now Congress has got NCW to get into the act.................... it's well known the Lady heading NCW is known for her love for the Gandhi family!!! I Gandhi had visited her home in Rajhastan and she considers I Gandhi as her political mentor...... in fact if she could she would print this on her visiting card and letterhead!!

Pakistan is under attack from within!!! The Taliban which Pakistan nurtured for years is' biting the hand that nurtured it'!!!! What will happen if the Taaliban takes over one of Pakistan's Nuclear facility's????? Though I do agree that now Taaliban's popularity is on the wane in Pakistan!!! But they are still a potent force and have infiltrated Paki Army and ISI!!!! There is another school of thought that says this attack was a 'controlled attack' and ISI behind this attack!!! Pakistan can then go to Washington and say ' we are under attack from Talibaan' and save face by showing 'we too are on Taaliban's hit list' .......post Osama's killing Pakistan's reputation is in the dumps....... and then this would also help Pakis in getting more dole from USA in the name of fighting Taaliban!!!

BSP's vote share narrows down
If assembly polls were to be held in Uttar Pradesh now, then the BSP is likely to get 140 to 160 seats. Big climb-down from its 208 odd seats it bagged four years back. Likewise, the BJP which has 50 seats will get between 60 and 70 seats and the Samajwadi Party (SP) could get between 90 and 100 seats. The Congress could get about 70 to 75 seats as per the present mood in the state.

Retirement age should not be increased

It is fully agreed. There is no technological logic in increasing retirement age from 60
to 62 years. It shall definitely block the new entrants, young ideas, synergy, from the
upcoming generation. This is completely opposite to UPA's commitment to give priority
to younger generation and youth. This shall lead to unending frustration in subordinates
with respect to promotions, opportunities and implementation of their ideas. Retirement
age should be maintained at 60 years, as at present.

How can CCS be deciding on the retirement age issue? Isn't this an issue which needs
direction from the PM / FM himself or a GoM. Not raising the age may be good - but
clearly this is not the approach!

Doctors deserve increase in retirement age

This is regarding "increase in retirement age of doctors" and a comment by one Shanjay,
that the teaching sub cadre of doctors have little or no experience of treating patients!

Nothing could be farther from truth. Rather the teaching sub cadre has a better and
extensive experience of both treating and teaching. perhaps few would know the time
required for becoming a teaching faculty in medical and other streams. A Lecturer/Asst
Professor in medical stream takes a minimum of 11.5 years after class 12th to be eligible
for a teaching job. Whereas in humanities/commerce/science stream it takes only 5 years,
and in engineering it takes mere 6 years !!!!

Sibal trying to stem the rot

Kindly refer to the letter of VM appeared in WIC on 22.05.2011 regarding New transfer
policy. I am unable to understand why these officers are blaming Kapil Sibal. Sibal has
merely introduced logic & accountability in chaotic ambiguous situation prevailing
earlier. So what is wrong in that? Sibal is Prime Minister's trusted lieutenant & rightly
so he is trying his best to clean up the system and therefore these officers whose vested
interests are affected are disgruntled and criticizing the transfer policy. There is nothing
wrong in the new tenure transfer policy just introduced by Sibal for the Indian Postal
Service. Now it has become essential that officers who have successfully evaded working
in the field positions will have to gain field exposure & learn the job & not merely stick
around in Delhi, doing insignificant work & passing adverse judgement & comments
on the working of officers in the field without themselves having any knowledge. The
senior officers have already left many loopholes in the Policy so that they can twist
it in favour of certain officers. For example tenure in PLI Directorate & Business
Development Directorate should be included in tenure of Headquarters but nothing has
been mentioned. Similarly to show Postal staff college in Uttar Pradesh Circle, is like
throwing dust in eyes of Minister. Only Postal Training Centres should be counted as part
of that circle where it is located and this should not apply to postal staff college located
in NCR because the Director of PSCI and the Chief PMG Uttar Pradesh Circle are of
equal rank and director PSCI reports directly to the Department Headquarter. Majority of
officers working as director PSCI have retained accommodation in Delhi & commuting
daily at government expense so they must be counted in Delhi station. The posting in past
was done based on favoritism & also reasons improper to mention in this forum. It is only
a strong Minister like Sibal who can force these truant officers to fall in line. Therefore
any criticism of Sibal is unjustified.

New Chairman for CBDT

So much is being discussed and written about IRS, CBDT and its Chairman in your
column. It makes people wonder whether your column be renamed as IRS info.com.
First of all, IRS and CBDT doesn't figure anywhere in the Government's scheme of
things. Rarely one finds Chairman among the important Secretaries of GOI. Secondly,
the organisation itself is loosely held making it look like a bunch of playing cards ready

to collapse. Though the present Chairman addressed one issue of promotions within a
short period of time earning laurels from all quarters, the problems are far from over. The
organisation requires tinkering from Zero level. Foremost, is about making it truly public
friendly. Replace CPC with effective software to make processing the returns and issue of
refund completely electronic similar to railway reservations software. CPC is a burden on
the exchequer and public who have received demand notice instead of refunds will testify
sufficiently on the havoc caused by persons manning CPC.

Next reorganise the functioning levels. Remove the present lucrative system of having
company, business, LTU circles. As a result nobody is ready to work in Salary,
International taxation, CIB circles. Make the jurisdiction based on geographical units
upto range level. Commissioners and Chief commissioners can be posted based on
subjects similar to principal secretaries at State Govt level. For instance there could be
one CCIT for Income Tax, another for Corporate Tax, third for other taxes. One CCIT
for Appeals to maintain uniformity in decision making. The CCIT, CCA can be the
person functioning like Chief Secretary at State level. Tranfers into Delhi, Bombay be
controlled similar to IAS getting posted to central Government following first in first out.
Clamp more restrictions on functioning of Raids Section and Vigilance. Will the dream
Chairman of CBDT think Big or end up showing some favours to a few assisted him/her
during the field tenure. Any takers!

Sir your website is being used to advocate the cause of a single officer Praksh Chandra
to be placed as Chairman Board of Direct Taxes. CBDT should immediately rein in
such advocacy which is inviting open ridicule. Such washing of dirty linen in public is
unbecoming of public officials. The hon'ble Finance Minister should take notice of the
sinister goings. We are not interested in letting this site be hijacked by vested interests in
CBDT. This is an unbiased site and care should be taken not to allow misuse.

Minorities pampered in Kerala

Sri Navnith's comments on the Kerala elections are apt. There is a great damage to the
national polity by national secular parties aligning themselves with communal parties like
Muslim League. Congress has practically leased out certain districts totally to communal
outfits. In the process UDF has become a pseudo-secular communal front. In the present
UDF ministry Congress has given away vital portfolios like Finance, Agriculture,
education, urban development, forest and PWD. Muslim population is exploding every
where and as if as a gift, new constituencies are added to their benefit. Their population
which was around 12% at the time of partition has gone upto 27% now. One can see new
gigantic Mosques at every half a kilometer in Kerala. If one looks at the land registration
figures 82% of registration f properties during 2010-11 are done in their favour. They

use the black money flowing in Kerala to pay as black money for land purchase. Their
prosperity can be seen every where. They are pampered by both left and the Congress.
Mullahs and Moulavis with ten years experience are given pension of Rs 4000 pm where
as an agriculture worker who worked in the field whole life are paid a paltry sum of
Rs.250 pm. Madrassa examination has been equated with CBSE and SSLC and graduate
Muslims who goes to teach in Madrassas science subjects are paid Rs.6000 to Rs 18000
pm by Government. This is when post-graduates and doctorates roaming around teaching
in parallel colleges for a paltry sums of Rs.5000. Last year alone 18000 Muslim Children
and 12000 Christian children both from affluent communities were given educational
scholarsips of Rs.30000 each. Both the left and the UDF are busy bringing a campus of
Aligarh Muslim University into Kerala. Now body knows why this University which has
a dubious pre-partition background selected when there are more reputed universities
elsewhere. Last LDF Government has allotted Rs.100 crore for this. Naturally there is a
Hindu backlash. Normally if one looks at historical factors, UDF should have come out
with thumping majority in the last elections. The frustrated Hindus voted for LDF since
BJP in Kerala is rudderless with weak leadership.

For getting Officers promotion on seniority basis, they are first appointed ad-hoc
service which is followed by regularisation in CSSS, it is high time for DOP&T, its
Establishment Division and CS Division should moot a proposal to regularise the ad-hoc
services of the Officers from the date of their initial appointments on ad-hoc basis. The
reason for this being are:

The objective of ad-hoc appointments was to fill the gap till the regular incumbents joins
and which was a short-term measure. Now the ad-hoc appointments are made by DOP&T
against the existing vacancies/ substantive posts and continue for years together. It is
most pertinent in case of Stenographers Grade 'D' who were promoted by their parent
Ministry/Departments Stenographers Grade 'C' way back in 1993-94 on ad-hoc basis
and continued uninterrupted till they are covered in Select List formed by DOP&T (CS
Division) which is more than 16 years which cannot be treated short-term appointments.

To rectify this and to give relief to all affected officials, it would be fair for the DOP&T
(Establishment Division and CS Division) to take corrective steps for regularising the
service of ad-hoc tenure from the date of their initial appointments and take up this matter
suitable so that the benefit of restructuring should the actual effectees for whose benefit,
restructuring is done and required.

It is high time that the issue is resolved at once.

Decision of CAT : Landmark or not a landmark?

The problem with Bimal Bahadur or A.K. Srivastava or S. Kant is that given the limited
space available to give feedback in WIC, they are unable to present full picture and
accordingly we are unable to buy their idea about CATS's judgement being landmark
or no landmark as also whether it is in furtherence to or within Prabha Devi case?
Regarding studying in Class 2 etc and getting seniority over those who are serving for
long, I think this is already settled issue.

Change does occur, barriers notwithstanding !

The story about the recent assembly elections in West Bengal makes not only an
interesting but very significant case study. It is that dogmas simply don't work.
Indoctrination fails automatically after its expiry date, be it Osama or communism.
Budhadeb, I once told a visitor from Gyanpeeth publications, had all the PM material.
That was some 5 years ago. He had to fail in a party dominated by a different ideological
frame of mind represented by Karat. But that is only a part of the story. The result was
only waiting to be delivered--only the right ignition was awaited. A vibrant community
of Indians, the Bengalis were forced to suffer, decay, decadence and putrefaction: all in
the name of communism. Added to it was organized violence and the continuing threat
of violence against those resisting the dictates of the local party cadre--not different from
the local goon. Life, liberty and property--everything was at the mercy of the cadres.
Corruption, like all over India, reigned even under communist rule, which disillusioned
the elite of all professions of ideology. The last nail was the live-in relationship with the
Congress which the communists have been projecting as corrupt, dynastic, capitalist etc
for decades. People of 21st Century in Bengal, as in Tamil Nadu are better informed than
they were in the last century. They have now easy access to information and capability
to process it without politicians interpreting it for them. The politician , like the preacher,
can fool him or her no more. The ostentatious life style, power, pelf, privilege and groups
within the party, all have led to the debacle. The politics of strikes, gheraos, pen down,
work to rule or other scientific and technological inventions of the left have angered
people no ends. When communism died in the world long ago, our communists were
continuing to keep it on life support system unnecessarily. It is the death of communism,
not mere loss of power in west Bengal. Fortunately, leftists enjoy a good reputation on
integrity scale and they must redefine policy for prosperous India, instead of Lording
over poverty. They stand rejected all over India, if the defeat of those who considered
themselves the natural allies of the left is counted. The leftist rhetoric had misled the
youth up to the time of the imposition of the black Emergency. They have done the
gravest harm to the nation by imposing the misrule of the UPA in 2004: a government

without any mandate from the people, resulting in scams of historic magnitude.West
Bengal has been itching for long to free itself from the shackles holding it from marching
on the path of recovery, regeneration and growth. If team Mamata succeeds in doing
that, it would have fulfilled its manifesto. But revival of communism is out of question,
even as neo-colonialism is marching ahead stealthily if our economic policies impelling
disaster to the average Indian are any sign.

"Appointment of Board level executives in PSUs !"

The WIC suggestions in forum dated May 22, 2011 for expediting PESB's
recommendations are too simplistic to follow besides being out of sync with the ground
realities. Such a cut and dry approach will lead to corruption and irreversibly wrong
decisions causing embarrassment to ACC that is serviced by Cabinet Secretary as its
Secretary .

Let us face facts. As a former Secretary of PESB, I feel that relying on aspiring
candidates in vigilance matters is fraught with serious repercussions. Basic delay occurs
in PESB and its belated release of recommendations, differences of opinions between
the temporary and permanent Executives, delay in receiving Ministers' agenda from the
Party's HQ, consultation with wheelers &dealers, the corporate lobbysts and overcoming
difficulties in finalizing views on considerations other than merit.

The PESB needs to be pro-active. The PSU executives are baffled by the unprecedented
delay in PESB Sectt in releasing its recommendations. DeLay leads to corruption.
The time lag between dates of interviews by PESB and formal release of its
recommendations to ministries is incredibly large . A case study by DOP&T will bring
out the truth. This belated response is contrary to PM's oft-repeated emphasis on Good
governance. Incidentally, he happens to be the Cabinet Minister-in-charge of DOP&T
and the PESB.

Against this background, I suggest the following course of action for GOI's
consideration:-

(a) The PESB Sectt must initiate the selection process for board level vacancies one
year in advance of dates of vacancies. Hundreds of board level vacancies are unfilled
for lack of timely action. No wonder,hundreds of board level vacancies are remaining
unfilled as on date.
(b) Agencies like PESB, Ministries, CVC, DOP&T, Cabinet Secretary etc must meet
their assigned targets within the pre-determined time frames. These are being violated
with impunity, at present.

(c) The PESB must declare its results on its web site www.pesb.gov.in immediately
after the interviews. Formal recommendations must be sent to ministries ,the next day.In
this age of super scams, directions must be given by ACC on the basis of documents

available on files rather than as collective decision communicated through "non-
speaking" directions. The illegal appointment of P J Thomas as CVC, later nullified by
the SC , must act as a constant reminder to GOI

(d) The Search Committee mechanism has become a common practice in GOI. This
smacks of a hidden agenda to favour someone or for planting Non-professionals to
board level positions in PSUs. This must be stopped forthwith..

. Let the GOI consider these suggestions dispassionately in the interest of Good
governance.

CCTV Footage of Station

A copy of CCTV footage for 5 days of Andheri Railway Station, Mumbai was denied u/s 8 (1) (a) claiming that it would be detrimental to the Nation's security. The appellant argued that the location is not a prohibited area and is available on commercial charges for films, TV serials etc.. He also claimed that the CCTV will provide instances of RPF personnel taking bribes from illegal hawkers against which he has lodged a complaint. The contention of the appellant that any individual with a small camera/mobile phone can capture footage of any train or any corner of the platform was accepted by the CIC. The Commission made a distinction between those CCTV cameras which are in full public view and which are hidden. It was held that the footage of CCTV cameras kept at secret locations cannot be shared as it would indeed reveal the location of these cameras. The CIC directed to allow the Appellant to watch the footage of only those CCTV cameras which have been placed in full view of the public in the presence of PIO for the period of 5 days and if the Appellant's allegation against RPF personnel taking bribes from illegal hawkers is found true from this footage, to give a copy of that visual.

Comments

CCTVs are used in many areas including possible soft targets for a terrorist attacks. This order opens up the access to all such recorded data in public interest even when it is perceived as security risk.
