(I've translated Kirit Bhai's, the owner of the Kiryana store, conversation with me into English.... retaining some of his expletives)

Me: How are you Kirti Bhai?????

Kirit: Ek dumm jakhaas Seth (top of the World in tapori language and Seth means Boss)!!!

Me: I hear you are standing for the MC elections!!!

Kirit: Yes Seth........ I want to diversify!!!

Me: Diversify....you are a businessman and diversification for you would be starting some new business or adding a new angle to your current business!!

Kirit: Arre Seth politics is the most lucrative business today!!! Faide ka sauda hai!!! Just see how well Sharat Power who owns half the building you live in has done!!! Faida hi faida hai.... (winking at me) ghaata toh Public ka hota hai...... I was one of the Public till jnow and I know this first hand!!!

Me: Chalo educate me on the faida!!!

Kirit: First and foremost your stock goes up..... even if you do not win the election people do not take pangaa with you feeling ' kall yeh Corporator bann saktha hai'!!!

Me: But your political adversaries go after you!!!

Kirit: Arre Seth once you come into their bracket they may blast you in Public but behind the scenes Netas, big and small, help each other!!!!

Me: What else??????

Kirit: Generate 2 number.....convert 2 number ka into 1 number..... arre Seth a Coprorator I know converted 46 khokhas (crores) from black to white during elections and his Corporator business generated 30 khokas!!!

Me: Corporator business.... now that's a laugh.....how's this generation and conversion done?????

Kirit: Arre Seth this is also a kind of technology!!! Seth there are so many Political Parties which are unknown and these Parties indulge in converting black to white!!! I been wanting to start a Hawala business from this premises......once I have the Neta tag no one will dare touch me!!! And I do not need to educate you on how Corporators make money!!

Me: I'm getting the picture..... and once you get into generating black and converting black to white indulging in Hawala would be like backward integration!!! What else?????

Kirit: Seth all these inspectors who keep coming to inspect my business will dare not ask me for ghoos ...... my work will be done without payment of ghoos!! Last year to just the weights and measures Inspector I paid 1 petti (lakh)!!!

Me: Your tingling with weights and expiry dates has not gone unnoticed.......yes asking a Neta for ghoos is unthinkable!! What else!!!

Kirit: If it's a hung house as an Independent candidate merri toh ho jaye gi chandi!!!! I know so many Netas who have become millionaires in this kind of saude baazi!!!

Me: So you are standing as an Independent candidate????

Kirit: Seth I've just announced my decision to stand as an Independent and already both the main Parties have approached me!!! One Party has even assured to help me in my election expenses!!!

Me: Maybe this Party feels its chances in your constituency are weak!!!! Fighting elections requires a lot of money..... hope you have deep pockets????

Kirit: Arre Seth all the donors tend to hedge their donations!!! They give the lion's share to the Party they feel will win ..... but they tend to keep something for all who are standing..... of course its lesser but then I find it's enough.... in fact I'll be able to save a couple of khokas!!!

Me: Looks like a win win situation!!!! But do you envisage any pitfalls????

Kirit: I met Kamar Singh Ji the other day and though his Party has nothing to do with these Municipal elections but he still offered me money!!! I questioned him about the pitfalls in politics and he told me....... if you can be abs besharam then there is no down side in politics....he advised me be flexible.... there are no permanent friendships or animosities in politics!!!! And he advised me to always carry one of those camera pens in my pocket!!!

Me: Kirit Bhai when you become a Coporator what will be the first thing you will do?????

Kirit: It's my dream that this street be named after my Dad?????? Mujhe iss ka junoon hai Seth! I will start working on this right from day one!!

Me: Good to know you love your Dad so much!!! But isn't it difficult to get the name of this street changed???? Do you have that kind of money to get this done....... getting the name changed is like buying from a political Party a Rajya Sabha nomination!!!!
Kirit: Arre Seth in Delhi do you know 74 places are named after 3 Members of a single family???? And all over India 450 Central and State Schemes, Projects, Places and Awards are named after the 3 Members of this family and the family has not spent a paisa to get this done....... yes Public ke billions of Rupees have funded these Schemes, Places , Projects and Awards!!!!

Me: But hasn't the Public objected to this????? After all India has so many people who deserve honouring!!!

Kirit: Yes I too sometimes get the feeling that in India's freedom and its progress I do not think only these three have had a major hand! But Seth have you noticed one thing..... only Gandhi Ji's pic is found on Indian Currency!!!! Meaning no one has Gandhi ji's kind of credibility!!!

Me: Yes maybe if this family tries to get these three's pic on Indian Currency the currency will be devalued..... of course not in terms of value but definitely in terms of image!!!

Dinesh Kumar Mehrotra (58) has taken over as the new acting chairman of the Life Insurance Corporation of India for a period of three months or till further orders, whichever is earlier. Upadhyaya - IAS turned expert on HIV prevention
Indian Administrative Service (IAS) and HIV prevention! Something rare and sounds absurd. However Commissioner, Scheduled Caste Welfare, Madhya Pradesh Vishwa Mohan Upadhyaya with his missionary zeal has become one of the few IAS officers in the country who have contributed to the cause immensely and is acknowledged for his interventions and expertise. He came to limelight when at the helm of the Madhya Pradesh's Health department he was successful in getting 50 lakh condoms distributed among the high risk groups. Upadhyaya, has been working towards prevention of HIV infections by using his skills to counsel people as an administrator, writer, researcher and speaker using different forms to fight and keep of from HIV infections. He has written two books titled "Conquering the Shame" and "Face to Face Talk AIDS" besides spreading awareness about HIV prevention at different forums including international seminars and conferences. With his
approach he is recognized as an expert on the subject in India and is invited to share his expertise and experience among the developed world. Upadhyaya is currently in Malaysia to attend the 5th International Congress of Chemistry & Environment to speak on "The impact of regular condom use of the body chemistry, stress and life style of couples". His passion has forced him to take up a PhD course on "Desirability of fresh politico managerial strategic policy for curbing the menace of HIV/AIDS along-with effective and efficient family planning measures in global environment perspective- A Comparative Study of Developed and Developing Countries".

Pakistan : FIR on PNS Mehran adds to confusion
According to official media briefing by Pakistan's defence authorities and the Interior Minister Rehman Malik after the terrorist attack on PNS Mehran there were six militants involved in the attack four of whom were killed and the remaining two escaped. However if one goes by the FIR lodged with the Sharea Faisal police station by Lieutenant Mohammad Irfan duty officer at the base at the time of the incident at least 6 to 8 attackers escaped and 4 were killed thereby raising the total number of militants to 10 or 12. According to Mr Niaz Khosa the SP I/C of investigation the FIR has been registered under section 121 (waging war against State) 302 (pre meditated murder), 324 (attempt to murder), 353 (assault of a public servant), 427 (mischief causing damage) and 34 (common intention) of the Pakistan penal Code. Section 3 / 4 of the explosives Act and sec 7 of the terrorist Act have also been invoked.

Civil service welcomes most happily the view that all future batches of IAS officers empanelled for secretary, be given in situ promotion on the day of empanelment as there are not enough posts to accommodate the large batches of 1978, 1979, 1980.

58, 60, 62 years etc retirement age discussions are going on but its funny that people associated with your website are largely bureaucrats who should be objective in approach. But I am surprised to see that many are writing comments with hue and cry, with emotions like despots. Come on be calm. Whatever decision would be taken will be taken accordingly by the democratically elected responsible government. One need not get tensed unnecessarily.

Government should lower retirement age of university teachers also. It is a fact that most of faculty members engage themselves in works other than teaching. After 50 they don't update their knowledge. They feel insulted in teaching, want to be controller of exams, postings as registrar etc.

Reduce retirement age to 55 years

I agree that age of retirement should be reduced to 55 years to promote youngsters fortune in the Government Machineries. Elaborate about Kerala Model of Retirement Age.

In today's scenarion people are very conscious about health and fitness. In fact the fitness level of people has improved drastically and even after retirement a person does not want to sit at home and relax. He is healthy and wants to continue to be in active service. In such a situation why should the country not utilise their experience and expertise for more time rather than wasting this available talent which the Govt. has nurtured and built up as an asset. As it is there is a dearth of skill and expertise in many areas in the country .In my opinion there is a sound logic in retaining people by enhancing the retirement age upto 62.

Transfer policy in Postal Services

Most respectfully I want to say that I entirely agree with S.K Sharma in his letter appeared in Whispers Forum dated 25th May under heading rectify transfer policy for postal services. In the year 2002 the Inspection Unit in the Postal Directorate was abolished because a certain fixed coterie of officers who monopolized posting in the Directorate and Delhi station did not know the working in the field offices and were becoming a butt of ridicule because of the blunders in their Inspection Reports due to ignorance and incompetence. So best way of leading a comfortable life was found & inspections of Circles was abolished. But because these officers in headquarters also wanted to continue with their collection of gifts business so they replaced inspections with visits as per whims, desire and mood of the officers in headquarters. The communications minister is doing a good job by breaking this nexus of officers who are jokingly referred to as ?Delhi cadre officers? who jump from deputation to directorate to deputation and so on & never leave Delhi. They will willingly go to Afghanistan, Kosovo, Somalia, Bangkok Thailand etc but if they are transferred out of Delhi they feign illness, even collapse in the corridor & find all kinds of funny ways to avoid posting outside Delhi. Suddenly everyone in their family is ill or infirm but in the ACR column their health is shown to be outstanding. Thus the minister should immediately cancel D.G. Posts letter No.17-6/2001-Inspn. dated 07-01-2002 and introduce accountability of CPMGs & annual inspections. With six Members & very little work these Members should be sent out for inspections & hold the CPMGs accountable. At present some CPMGs are indulging in all kinds of acts & being shielded by these Members & given outstanding ACRs. But if inspections by Members of all the Circles is re-introduced these officers will find it hard to justify or cover up
the actions of these CPMGs.

CCTV Footage of Station

A copy of CCTV footage for 5 days of Andheri Railway Station, Mumbai was denied u/s 8 (1) (a) claiming that it would be detrimental to the Nation's security. The appellant argued that the location is not a prohibited area and is available on commercial charges for films, TV serials etc.. He also claimed that the CCTV will provide instances of RPF personnel taking bribes from illegal hawkers against which he has lodged a complaint. The contention of the appellant that any individual with a small camera/mobile phone can capture footage of any train or any corner of the platform was accepted by the CIC. The Commission made a distinction between those CCTV cameras which are in full public view and which are hidden. It was held that the footage of CCTV cameras kept at secret locations cannot be shared as it would indeed reveal the location of these cameras. The CIC directed to allow the Appellant to watch the footage of only those CCTV cameras which have been placed in full view of the public in the presence of PIO for the period of 5 days and if the Appellant's allegation against RPF personnel taking bribes from illegal hawkers is found true from this footage, to give a copy of that visual.

Comments

CCTVs are used in many areas including possible soft targets for a terrorist attacks. This order opens up the access to all such recorded data in public interest even when it is perceived as security risk.
