With the government still to decide upon the Army Chief's age, it is now clear that 'luck' would play a crucial role in the appointment of his successor. Two army commanders Lt General Bikram Singh or Lt General Dalbir Singh could be possible successors to General V.K. Singh but they will have to wait for the government's acceptance of a law ministry advisory to determine the present chief's age as the adjutant general's (AG) branch in army headquarters and the military secretary's (MS) office have recorded different dates of birth for Singh. While the AG's branch lists it as May 10, 1951, the MS branch has it as May 10, 1950. Though the law ministry has now said that General V.K. Singh's school leaving certificate, that records his date of birth as May 10, 1951, is a bonafide document, the decision will have to be taken by the appointments committee of cabinet (ACC) on the recommendation of the defence ministry. According to the terms of his appointment as the chief of army staff, General V.K. Singh will serve for two years or till he is 62, whichever is earlier. If the ACC accepts his year of birth as 1951, he may get an extension or else he retires in June 2012. In the event of his retirement in June 2012, the eastern army commander, Lt General Bikram Singh, emerges as the seniormost and next-in-line to be the chief. If the current chief's term is extended by a year, then Lt General Dalbir Singh could be the successor.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Place minutes of CSB on web

A simple remedy for the travails that afflict ACC is to place the minutes of the CSB on the web of the DoPT as soon as the minutes are finalized. The minutes are not official notes but decision taken by senior officers. Like all meeting minutes the minutes giving the rationale for suggesting names of the three officers for a particular post indicating their choice, their performance and academic and professional achievements should be summarized and final decision should be a logical outcome of the requirements of the post and the attributes of the officers. Will it need another Anna to achieve this simple remedy or will the courts need to intervene to make the government accept the need to make the CSB corruption free?

People with godfather in Cabinet Secretariat and PMO will get the things done in few days otherwise files will continue to gather dust for months. As on today, one IAS officer's file for inter-cadre deputation from Rajasthan to Andhra Pradesh reached PMO within 7 days while some other file are pending with Cabinet Secretariat for more then 2 months for the reasons best know to bosses in cabinet secretariat only.

Senseless politics

This refers to comments reg PAC. All the parties are corrupt. What is worse is they don't acknowledge their wrong doing and all the time pass on the blame to the adversary and that too in a brazen and shameless manner. All of them including the left have a lot of introspection to do. Whatever happened in the PAC was the result of utterly shameless politics on the part of the Congress as also the BJP. When so called national parties themselves start senseless politics the nation is bound to become weak.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
