Pakistan : Administration paranoid about Islamabad's slum dwellers
Administrative machinery and residents of Pakistan's capital Islamabad seem to have been gripped by paranoia about the city having been encircled by Al Qaeda and Taliban militants believed to have settled in the numerous slum areas (locally known as Katchi Abadis) on the city's periphery. At a high level meeting chaired by Interior Minister Rehman Malik and attended by the Interior secretary as well as police and intelligence top brass on Saturday it was decided to tighten security at all the entry points and step up surveillance on the Kachi Abadis. At another meeting taken jointly by the Interior and the Law minister the chairman of capital Development Authority and the Chief Commissioner of Islamabad Capital Territory were instructed to complete within one week a detailed survey of illegal afghan settlers and other immigrants in the slums surrounding the capital. There are over 30 Katchi Abadis having more than 70000 settlers but the police and intelligence agencies are most concerned about Mehrabad dominated by Christians working mostly as conservancy staff for the local civic body.

Kudos to Competition Commission of India (UPDATED)
Competition Regulator; Competition Commission of India(CCI deserves kudos for giving a landmark ruling against the powerful and deep pocketed National Stock Exchange (NSE) finding it guilty of abusing its dominant position against a much smaller rival in the currency derivative (CD) segment. This case became all the more path breaking as it involved the NSE trying to square it up wih MCX-SX . Then SEBI Chairman C B Bhave had refused to intervene in this matter when MCX SX complained to him about NSE's predatory pricing. CCI adjudged NSE guilty of dominating its monopolistic position to kill MCX-SX by doing unfair pricing. It is pertinent to mention the excellent work done by CCI by highlighting activities of a dominant exchange. The NSE had waived its transaction charges in the CD segment to destroy competition. MCX-SX had appealed to CCI against the allegedly illegal moves of NSE. CCI ruled "NSE's policy for zero transaction fees as unfair and anti-competitive." The move of CCI is worth applauding as it gave its judgement against a powerful and entrenched entity. This judgement, experts say, is in the league of landmark rulings, on the lines of the actions of the anti competition watchdogs of US and UK who ruled against the monopolistic Microsoft and ensured penalty of hundreds of millions of pounds for misuse of its dominant position by indulging in unfair trade practices. These cases showcase the motives of these monopolist giants who attempt to capture the market and milk the consumers. The case of NSE, which is held more than 67% by foreign and private investors, is equally worse.

I do not think this will be the situation. But if is it so, it will be disater for the country. Will go again in the arena of Devgowda like person who prefer to sleep nad the fortune of the country will also sleep. All can see how he is trying to spoil Karnataka. God save India from the persom like him. To avoid that the situation should not come what you think.

Cabinet Secretary should consider …..

The new Cabinet Secretary should consider the following issues facing the government and the nation:

[a] Urban Development-- Notification of Rent Control Act which has been passed by Parliament and signed by President; notification of Apartment Ownership Act so that flats can legally be transferred; regularisation of unauthorised colonies; regularisation of unauthorized construction and regularization with fine for old unauthorized usage in Delhi.

[b] Personnel--debar civil servants from applying for jobs in Commissions / regulatory bodies, after retirement; extend retirement age to 65; govt servant's spouces should not be treated as adjuncts and have independent entitlement to house loans, etc

[c] Corruption--all discretionary powers in matters relating to allotment of plots, land, flats should be withdrawn and the only method of disposal of any rights of any kind should be by publci auction,

Implemenation of the CAT's judgment makes them best

As a result of the judgment of CAT on 9.5.2011 in respect Garima Singh & UOI case, what is going to happen; is that a Direct Recruit Section Officer of the Central Secretariat Service of the year 1997, who joined as Grade 'B' Officer (Rs.6500-10500) gets confirmed in the year 2001 and also gets the non-functional grade of Rs.8000-13500/- in 2001(remains a Grade 'B' Officer) but becomes an Under Secretary (Rs.10000-15200/-) in the year 2003. An officer of any All India Service or of any organized Group 'A' Officer who had joined service in the year 2001 in the grade of Rs.8000-10500/- got the grade of Under Secretary i.e. Rs.10000-15200 only in the year 2005. Implemenation of the CAT's judgment makes the Direct Recruit Section Officer of the CSS as the best in the country. If DOP&T on the lobbying of Direct Recruit Section Officers implements the order and does not challenge it in the High Court they will be creating an anamoly and mockery of themselves

On reading in Aaj ki awaaz that 'If Montek goes to IMF it'll be IMF's loss and India's gain', I remember a joke narrated by Dr. Subramaniam Swamy when he was teaching us Economics at IIT Delhi in the early 70s. The joke goes like this:

One visiting professor, Dr. King at IIT Delhi from UK was returning to his home country, Dr. Swamy jokingly told him that his return to UK would be wonderful since it would result in the enhancement in average intelligence of both India and UK.

Transfer policy not strictly followed

After servign in the Govt for a long period of 30 years, I can confidently say that there is no transfer policy strictly followed by any Service. There will always be major aberrations, major deviations, and major violations. The policy will only remain on paper. In practice, it will be twisted, modified and violated by the persons concerned with no questions asked by even senior officers responsibile to advise the man concerned. the policy will be honoured more by breach than by observance.It is 100 % true in many services like the Indian Defence Estates Service.For instance, if there is a change

in the top, the officers will be grouped as pro/anti.Naturally, the perceived pro officers will be rewarded and the others will be punished. Junior officers will be posted to senior positions and senior officers will be posted to even very small stations ie.,insignificant positions. We dont know how this trend could be changed.God alone can save the country. Let us pray.

Charge-sheet in Reliance Call Re-routing case

The reasons for non-inclusion of the names of Mr. Mukesh Ambani and Anil Ambani in the charge sheet filed by CBI in the Call Re-routing case were denied u/s 8(1)(h) claiming that disclosing the information would impede the process of prosecution. The PIO informed the CIC that the said reasons were available on record but disclosing such information would provide clues to others by which they would be able to argue why they should also not be charged. Holding that the PIO has failed to produce any cogent evidence to establish that disclosure of information would impede the prosecution of offenders, the CIC directed to disclose the information.

Comments

The Delhi HC in Bhagat Singh v. CIC W.P. (C) No. 3114/2007 has observed that the mere existence of an investigation process cannot be a ground for refusal of the information; the authority withholding information must show satisfactory reasons as to why the release of such information would hamper the investigation process. As pointed in this column earlier, such reasons should be germane, and the opinion of the process being hampered should be reasonable and based on some material.
