the PPP led government at the centre and growing distance between Nawaz Sharif

Army moves its 111 Brigade in to Islamabad There are reports that
Pakistan army's 111 Brigade has moved in to Islamabad without any information
to the local civil authorities. In the normal course the local police is informed
in advance about movement of army units in the capital city but this time round
it is the local police who on noticing the troops in the local sports complex
enquired about their plans but the army personnel remained tight lipped. The DC's
office too wasn't aware of the purpose of the troops' presence. 'Generally the
army is deployed in aid of the civil administration on the latter's request' said
sources in the district administration, 'but we have not made any such request'.

ACC system has
no relevance The ACC system certainly has no relevance for the Central
Public Sector Enterprises, where appointments of professionals are done as per
the recommendations of Public Enterprises Section Board. U C Sharma
ACC system is unpractical The present system of approval of all
post of J.S and above to be approved by ACC is very unpractical, lengthy, feudalistic,
in the scenario when number of posts in J.S & above cadre are very large in
nos. this system was started when number of post were not so large in numbers.
Now the powers may be delegated to concerned ministry up to J.S. level and Additional
Secretary & above may be with ACC. R Srivastava Only Secretary
level postings be made by ACC Only Secretary level postings should
have the present system. Posting of Joint Secretary/Additional Secretary can be
done without PMO and Home Minister. Home Minister may be consulted in case of
all strategic posts. Murthy ACC system-No Definitely
no. If PMO involves in all such trivial matters then rightly important issues
will get overlooked as is happening such as 2G, CWG etc. Suman

AM Osama the perpetrator or a victim? If he were a
perpetrator, then what would the likes of Gen Musharaf be called? Truly speaking,
it is the Pakistan army that is responsible for inflicting terror on the world
and Kurbani of faithful like Osama. The world has been fooled so successfully
by the Pak army in the past 63 years that the major world powers, including the
Muslim countries, have been milked by the Pakistan Army in furtherance of its
goals. What are these goals? 1) Pakistan was born as a conspiracy of dividing
a nation called India, in order to ensure that no mighty nation emerges in the
region, which can pose any kind of a challenge to the super powers. The attitude
of the developed world of the decade of the 1940s was archaic towards third world
countries, as compared to the change perceptible in this current century. Hence
Pakistan had no legitimate goal or policy to pursue, excepting bleeding India
continuously. The basic nature of the ruling establishment was and continues to
be feudal/Zamindari. Democracy was never the dream of Pakistani rulers. Hence,
theocracy was the easiest option to promote the cult of Zamindari. Pakistan chose
to remain feudal. Osama's mansion is only a small sample of the opulence displayed
by the feudal sections of the Pakistani establishment. 2) Zamindari thrives on
military and police might. The military in Pakistan has been ruling on this basis.
The Army becomes Zamindars and Zamindars support Army rule. This is mutual benefit
club. 3) India made lot of high decibel noise while launching the non-aligned
movement. Coupled with her socialist propensities, the capitalist world saw India
leaning towards communist countries. This was a red rag, a challenge, a cause
for suspicion and a threat to capitalist interests. The Pakistani diplomacy sensed
an opportunity here, as it needed something to counter India. It made friends
with America and other capitalist countries. Zamindari system is capitalism of
Asean kind. They gel well. Pakistan instantly became their darling. As Indian
policy pronouncements and criticism of the leading nations of the capitalist world
grew louder by the day, Pakistan came to be a reliable friend in the pursuit of
the policy of containment of communism in the region. Pakistan's success lied
in hiding its true intentions in the global arena uptil now. This spell has been
broken by the revelations about Osama living a luxurious life under the care of
the Pakistan military for more than 5 years. Why would Pakistan take such a risk,
unless it had higher stakes? The higher stakes are its delusions of becoming the
leader of the Muslim World - a delusion rather than a dream. 4)Pakistan has been
trying to pose as a champion of Islam. Devout muslims only know how faithful are
its rulers in matters religious. Were they genuinely devout, they would never
have played the Devil?s soldiers by becoming the factory for terrorists and killing
innocents worldwide in the name of jehad. It is here that Pakistan achieved great
success in sucking even the muslim countries in the name of Islam. Osama and thousands
like him, trusted Pakistan as a true champion of Islam. They shall now rue having
been tricked. For Pakistan, Islam like many other instruments, is just a tool
to accumulate wealth for pleasure & pelf, becoming the status of big Zamindars
of the pre-democratic world, when chunks of land for miles within their sight
were theirs. The support that Pakistan received from the Muslim countries in the
name of Islam, Jehad , Kashmir and Muslims in India specially was astonishing.
It was India's failure not to have exposed the true colours of Pakistan successfully
before the Muslim world. 5) In its pursuit of anti NAM, anti-India, Islamist policies,
Pakistan succeeded in getting huge financial aid from all sources: the capitalist
countries, the Islamic countries, the rich & devout Muslims like Osama and
other charities and philanthropies from around the world. It would have continued
to play this drama for many more years, but for clash of interest within the Pakistan
Army. Musharaf's statements arouse the suspicion that his followers were planning
some kind of a coup against Kayani in collusion with the political establishment.
It was, therefore, considered as the most appropriate time to expose the real
mentors, patrons and benefactors of Osama Bin Laden, who was being hotly pursued
for full 10 years by the American forces. Pakistan, which professed to be an American
partner in the war on terror, was keeping Osama as a state guest, looking after
his health care also. Gen Musharaf should be complimented for such a grand job
of showing the Americans their right place by hunting for Osama with them while
hiding him at the same time! Should he not be arrested and brought to justice
for being really responsible for the deaths of thousands of innocent people around
the world at the hands of terrorists nurtured, trained and armed by Musharaf and
his forces? Presidents of other countries had been arrested and sued in the International
Court of Justice. How about the same treatment to Musharaf and his complicit for
all the terrorist crimes of the past more than 10 years? It is necessary to destroy

At last Osama is caught and killed. Just imagine it happens in
India. Some brave outfit of our security forces locate the most wanted man
in his hide out near Connought Place. Director of the force contacts national
security adviser who in turn located cabinet secretary. PM as usual directs a
junior minister in PMO to handle and commissions Kapil Sibal and Chidambaram to
defend the slow response. Meanwhile the striking force without waiting for
the permission makes the final attempt and kill the dreaded man. PM apologises
to the Muslim community and order an enquiry. Teesta Setalwad files a petition
in the supreme court alleging an encounter killing calling for institution of
an SIT. She also alleges Modi's hand in the killing. Justices Markendeya Katju
and Sathasivam issues notice to the Director of the securuty force. The court
appoints an SIT and directly supervises the investigation. The brave soldiers
involved are suspended by the government. Sonia and Chidambaram expresses their
deep regrets to the Muslim community. Compensation of one crore each is announced
to the next of lin of those killed. Increased Reservation to Muslims announced
in all India recruitments to 'soothen' the feelings of minorities. Mera

meeting that he gets regular orders from Soniaji and Rahulji. Though many knew
about it earlier, this is the first time the PM is admitting it.I do not think

RTI Constitution
of bench by the SC The CIC observed that the information
whether the Registry of the Supreme Court (SC) has placed certain papers before
the Chief Justice of India for constitution of a Bench as directed in the SC Order
in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult
to imagine how the disclosure of such information could cause any abrogation of
the independence of the judiciary. The CIC directed to provide information on
action taken by the SC Registry and also provide copy of the order, if any, for
constituting a Bench of appropriate strength for further hearing on the SLP. The
CIC further directed to provide a copy of the document, if any, confirming the
news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice
Hon'ble Mr. Justice PD Dinakaran to go on leave. Comments While
the CIC deserves applause for the interpretation of the RTI Act, is it not surprising
that the CPIO of the mighty Supreme Court of India cannot decipher one of the
simplest Acts of the independent India? Even earlier, the CPIO of SC has received
