Wonder why can't India do what US did?????

There are reports that Pakistan army's 111 Brigade has moved in to Islamabad without any information to the local civil authorities. In the normal course the local police is informed in advance about movement of army units in the capital city but this time round it is the local police who on noticing the troops in the local sports complex enquired about their plans but the army personnel remained tight lipped. The DC's office too wasn't aware of the purpose of the troops' presence. 'Generally the army is deployed in aid of the civil administration on the latter's request' said sources in the district administration, 'but we have not made any such request'.

The Andhra Pradesh government has approved the pre-mature repatriation of IPS officer C. Sita Rami Reddy, Director, S.C.R.B. CID, Hyderabad who was on inter-cadre deputation to AP to his parent cadre Punjab. Reddy is an IPS officer of the 1987 batch who hails from the Punjab cadre.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

System of multi-tier ACC appointment is fine

This is regarding your debate on the relevance of ACC appointments. The current system of multi-tier ACC appointment is fine, as long as a definite time frame is adhered to. If appointments are left to the discretion of the concerned ministers, then nothing but only anarchy will prevail. But unfortunately the ACC system, which was put in place with all the good-faith, itself has become an anarchy. This thanks to the style of DOPT functioning. The biggest axis of anarchy, is the DOPT. The DOPT has become a super Ministry. There is no accountability regarding the time frame for disposal of the files. The DOPT, is sitting over the files for many, many months, even after obtaining all clearances and clarifications. The concerned administrative ministry which has piloted the appointment proposals, also does not seem to bother. The government sermonises about corporate governance, but when it comes to appointment of Non-official directors(NODs), many files are gathering dust in DOPT for many months. That much for the governments interest in Corporate governance. The recent example of this anarchy of DOPT is the non-clearance of NODs for the Boards of Public sector Banks. The files are gathering dust for many months in DOPT. It is high time the PMO wakes up to this and fixes accountability on DOPT, for the in-ordinate delays in clearing appointment files, lest this delay becomes another source of corruption and another scam breaks out.

Place for committing white collar crime

This has reference to the discussions going on regarding the relevance of ACC. It has really became a place for committing white collar crime if it delays the process of approval beyond 3 weeks. After this the jockeys start playing and people get harassed. The entire governing gets bad name and neither Cabinet Secretary nor PMO is bothered. Why the file takes do long once the one member of the ACC( concerned Minister) has approved the proposal it should take three offices not constitutionally mandated to work on it before it goes to Home Minsiter and the PM. I hope PM will do some thing to set right the things otherwise some other Anna Hazare will be born to torment the Government. I appreciate WIC for raising this debate.

Mechanism of ACC appointments is more relevant today

This is regarding your snippet in the column `Debate`on 30/4/2011 about the relevance of ACC appointments. The mechanism of ACC appointments is more relevant today than ever before. Imagine what happens if the concerned administrative ministers are given the powers to appoint CMDs, EDs, and independent directors. Given the standard and integrity of the current breed of ministers(of-course not all of them), only agents, minions and go-between will be appointed to such positions( of course the murmur `it is no better now is very audible). The solution lies in fixing accountability, particularly on DOPT which behaves as a super ministry. It looks as if there is no body to question the DOPT. It sits over the files for months together much against the suggested guideline of 15 days for DOPT processing and another 30 days for ACC circulation. Particularly after the P.J. Thomas case, it looks as if the DOPT has ceased to function. The concerned administrative ministries and their secretaries also just do not bother about the fate of the proposals sent to DOPT. Of late, tens of dozens of Non-Official Directors positions, particularly of those relating to PSBs, are lying with DOPT for many months. Nobody in the government hierarchy is just bothered. That much for corporate governance in PSBs. The system of ACC appointment is fine. But serious time lines and accountability particularly on DOPT must be fixed.

Be flexible & end the strike

Already eight days have passed & there is no solution in sight for ending the Air India strike. The manner in which strike is being handled is very bad. Why the management does not let go of its bloated ego & talk to the pilots. Suppose the Pilots are at fault but if management shows maturity & shows flexibility then solution can be found. Why is the management feeing jittery at the demand of pilots that management is corrupt. Please come clean if you have no skeletons in your cupboard but please, please do make efforts to end this stalemate. The management will have to step forward & show magnanimity & large heartedness.

Relinquish all freebies by Management till Air India becomes profitable

I appeal through WIC to the Government to intervene in the Air India strike. Let the management give up its perks & privileges. Let orders be issued that all freebies are being voluntarily surrendered abolished by the management for themselves & they will travel by ?cattle class? only & not executive class including their family till time Air India gets profitable. Air India is running at loss not because of staff & workers salary but because of huge wasteful expenditure. Please go & have a look at the palatial office rooms of these officers, they also oblige the civil aviation ministry officials with free tickets & hotel stay. If all thus is curbed & austerity measures are applied to the higher management & Ministry officials and not the workers, staff & pilots alone who are the actual people who run the airline then I am sure Air India will become profitable.

Why cannot we be like them?

Americans a Nation. The operation Osama Bin Laden has been executed with so much efficiency that one is simply over-awed by the meticulousness, confidentiality and commitment of all players of this one goal and the final act of execution right inside the Pakistan's territory has been accomplished with such fineness. It took them 10 years to locate the perpetrator of 9/11 2001 but then they did not leave it. You may call it revenge or justice they have done it. In contrast we go on begging Pakistan to bring to justice the villains of Mumbai attacks. The one criminal we caught we are keeping him in jail as a guest while he plays about with our judicial system. The one who got death sentence for Parliament attack is being spared the punishment as his file for mercy petition is deliberately delayed. For us votes are more important than the nation. It is all a question of vote bank of a certain community. For us the nation does not exist. What did we do when Musharraff as army chief did the mischief in Kargil? Nothing. We had a legitimate ground to go and attack Skardu inside Pakistan territory to cut off the evil forces there. We did not do so as we did not want to Violate the enemy territory. Instead we let our young officers and Jawans die-hundreds of them. Only nations like America are 'relentless' in protecting the interests of their citizens. Nations are reflection of their leaders. President Obama has proved to be a strong leader and see the reaction. Even his opponents have praised him for the success of Operation Bin Laden. Yes there the credit is given wherever it is due. However what happens here. The opposition must decry and criticize even when some good job is done by the Government of the day. When can we stand like a nation united in purpose for some common causes and we do have plenty of them. Can we rise above our self interest of getting into power by wooing narrow interests of groups and communities? It is high time we do.

CBDT : Food for Thought

Can CBDT take the assessment of IT forward from the FM's budget speech. e-filing is being encouraged for faster assessment and refunds. There is some relief to Sr. citizens and small tax payers whose income is upto 10 lakhs from scrutiny. It will be good example and efficient way of working if the refund/assessment is finalised on line for Sr. citizens and small tax payers whose income is upto 10 lakhs. If both necessary and sufficient conditions are met then the cases can be processed on line to start with. Necessary condition is tax payers is more than 60 years and sufficient condition is income is up to 10 lakhs. This can be tried in the first instance. If it is successful then really we are moving on line system. Let it be from both sides tax payers as well as from IT side.

Don't abolish but fill up early

The comment that the post be abolished as BHEL(presumably Director IS&P not filled for one year) has performed well inspite of an incumbent not being there. The company's fundamentals are very strong , empowerment to functionaries is there. Anyone who is sincere and takes initiative can grow and that's how company has been performing and never looked back after making profits from 1971 onwards. But the post which is there is for giving policy guidelines, support in governance and share responsibility of decisions requiring sanctions from top management. The issue is to fill up the post early and not to abolish it.

IFS Promotions in Maharashtra

The inevitable has happened at last! Eight IFS officers have been promoted to APCCF scale ( HAG )including the five earlier superseded by the DPC held in December, 2010! And who looses? Of course the officers who got selected by the December, 2010 DPC on merit. Poetic justice? Quirk of fate? Call it what you may, but the principle of Merit cum seniority has been given a decent burial by the very man who benefitted from it - none other than the present Chief Secretary of Maharashtra!

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
