Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

I find your question on ACC system? I think more important question would be the current empanelment process which is old and anachronic.

Discrimination galores

The post of EO in the DoPT as secretary of the ACC was created to regularize and centralize the appointments but the EO has become the hand maiden of the powers that be. He gets the panel made on phone calls from 10 Janpath, Cab sectt. and PMO in that order. Unfortunate souls who are not part of the lobbies that control these three places do not get to see any of the "lucrative" ministries. Lucrative clearly implies where the Officers earning capacity is phenomenal. This is how the "Raj" is run. The only way to cut the corruption tie up is to appoint impartial and best officers at the key posts. They who are picked up for their knowledge and talent will not hesitate to say the truth to the Secretary or the Minister. So the remedy is to bring transparency and impartiality. Whoever controls and runs the EO is the boss of the game. Let the computer be the boss ! All panels that the EO makes and submits before the CSB should be put on the DoPT website. Once the officers are empaneled their names, education, professional, ACRs, vigilance background should be placed on the website for all to see. All ministries should list the requirements of the posts of DS/ Dir /JS with specifications and this should be on the website of the DoPT too. The EO office should do the match making only as the google results do. Out of 20 attributes needed for the post, who ever matches the most attributes should be appointed. There should be standard fields in the officers attributes and posts attributes. If any reputed consultancy organization is given this this task then they can do it in 6 months. But the question is who will cut the Gordian knot. There should be a PIL in the SC for getting this done? I appeal to the retired senior officers of the civil services to save the youngsters from the evil influence of power! Help them make the destiny of the country and not to encourage them to rape their motherland as they are being trained to do today by the political bosses! Is there any one listening?

Select eligible officers from all Group A services

Selection of personnel to man JS and above level posts should be made from eligible officers of all Group A services fulfilling the eligibility criterion on the recommendations of an independent institution. The Secretary/ Minister concerned may differ with these recommendations for good and sufficient reasons which should be brought on record for the sake of transparency and also placed on website after the selection and appointment has been approved by the competent authority.

All profit making PSU's being destroyed deliberately

All profit making PSU's are deliberately being destroyed slowly. In India Airlines too all profitable routes have been handed over to Private Operators, even BSNL has gone the same way, the launching of the mobile services was deliberately delayed to help the private operators. If this be the trend-selling of family heirlooms by turning them to loss making entities then a time will come where all employees will become OutLaws.

Retirement age should not be enhanced to 62. After 60yrs in the job, experienced people should contribute their services for society. Moreover there will be more opportunity for youngsters in the job.

CBDT staff expects changes in transfers

Even though the CBDT has passed its annual transfer and posting orders, officers are not joining in the unwanted stations. They are openly saying that the Chairman CBDT is retiring this month and hence they expect changes in the orders from the next chairman. Shortage charges like Chennai, Kolkata and the North East are reeling under shortages while these CIT and Adll CIT officers are busy courting the future chairpersons. It is an appeal to the present chairman Sudhir Chandra who has revolutionized the entire department to immediately direct that the compliance to all his orders be made immediately.

Looked like Dushehara celebrations

The spontaneous outflow of joyous raptures in America outside the White House and at ground zero, on hearing of the death of Osama Bin Laden, reminded me of the Dushehara celebrations in India every year, to celebrate the death of another name of terror called Ravan in the ancient times. The joy must have been many times more when the ten headed Ravan was killed by Ram in the ancient times. That Ravan had the unique characterstics that a new head used to grow if one of his heads were cut. So he emerged victorious in the battle. Besides he had the technological advantage of waging his war while remaining invisible to the enemy. Isn't it like the contemporary terror situation in the world? There lies the relief and expression of joy by mankind not only in America but the world over! The number of viewers of the coverage of the operation must have beaten the numbers of those who watched the Royal Wedding a few days earlier only. Humanity loves peace and love, not anarchy and hatred. The death of Osama may be the festival of Dushera, but humanity still waits to celebrate the festival of Diwali: the unique festival of light(knowledge from ignorance) and universal happiness(vasudhev kutumbakam= the globe is but one family). If Osama's death could usher in a sense of Diwali among peoples across the world, it would be a true celebration.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

Comments

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
