Imaginary first NAC (Political) Meeting...

All the selected Members troop into the living room in 10 Janpath. Sonia enters in and the first meeting for the NAC(Political) commences.

Sonia: Namaste....... I do not need to tell you what an honour this is for all of you. You have been selected over 'tried and trusted hands'........ and I must stress here that NAC (P) is the brainchild of Rahul and he has had the ultimate say in its constitution and will continue to have this authority! Now this meeting is to educate you on many important matters. For starters I had asked you to let me know of an Anthem for NAC (P).... this Anthem will be recited at the very start of the meeting. I've selected one........ Wafaadar humm se nahi is umbar ke neeche, aaghe hai High Command humaara aur humm peechche peechche (sung to the tune of Deewana mujh sa nahi from Teesri Manzil)! Now one of you has also mentioned that when the meeting comes to an end we all should stand up and recite ' Sonia Gandhi aaghe chalo humm aap ke peechche hai'.... accepted!! Okay now first please take the Oath of Membership of this Council! Please repeat after me: I 'so and so' do solemnly swear that I will bear true allegiance to Congress Party's High Command. That I will not reveal what transp`ires in the Council Meetings to anyone. In case directly or indirectly I benefit materially from my Membership of this Council I will deposit 15% of the benefit with the Party Treasurer. I 'so and so' have unquestionable loyalty to Congress's High Command and if need be I will not hesitate from being the fall guy to protect High Command!

The Members repeat the Oath after Sonia and then sign the Oath and hand it to Sonia. One of the Members has come wearing casual pant kameez and Sonia gives him a scornful look.

Sonia: Dress Code...... white kurta payjama and black/brown laced shoes worn with socks! Ensure that the attire is well ironed and please for God's sake change into it just prior to coming here! If you have to use a deodorant then please only use Rexona Active all day for men. No one will remove his shoes..... not while entering or during the meeting.......in fact would not be a bad idea if you spray your feet with Scholl's foot spray!!! Please do not carry with you any cancer sticks or paan masala packets! My Security has strict instructions to confiscate these and this means these will be taken away and not returned! Okay now one of you has queried as to what should Members carry with them for the meeting...... a non branded ballpoint pen, a couple of pencils, eraser and markers should be in your pencil box. And just a lined note book. You can bring documents but these have to be handed to my Staff and as and when required the Staff will produce these during the meeting!

The Members keep looking towards the door and Sonia gets the message.

Sonia: When you are seated my Staff will provide you with a bottle of mineral water. Mid way you will be served Coffee/Tea accompanied by cookies. In case the meeting is extended and it is lunch or dinner time you will be given Sagar Ratna take-away menus to order your meal. Please no eating with your hands and no slurping sounds...... no blowing into the coffee or tea before sipping and pouring the tea of coffee into the saucer is strictly banned! Post the meal if you have the urge to burp please excuse yourself and leave the room and go into the lawn to burp.... same mode should be followed in case you want to 'pass gas from the other end'!!! May I remind you it is not difficult to identify the offending source!!!!

One of the Member's mobile rings and Sonia gives him a look that makes him literally hide in the seat he's seated!

Sonia: Please leave your mobiles and all other electronic contraptions outside. A mobile ringing in this room will be considered as a grave Offence and you will be sent out for the rest of the meeting! I do not want any of you to get Amaritis...... this condition makes people record conversations clandestinely. Okay speaking of Amar..... what takes place in this room stays in this room. Not to be discussed outside this room.... why you cannot even discuss between yourselves what transpires in this room outside this room. Please do not fall prey to Pawar's 'third degree enticement' or Pranab's tantrums or PC's pressure tactics. Media should be kept away like the plague...... if they call you up your standard response should be no comments!!!! And they might play the oldest trick in the book and tell you that they just spoke to so and so Member and he told them 'this or that'!!! And as a precaution post the meetings you will go straight home and stay in for 2 hours..... cooling off period!!!

One Member talks to another Member in sign language and Sonia catches him doing this.

Sonia: Whatever you have to say you have to do so loudly..... no whispering and sign language. Just raise your hand and I will give you the cue when you can speak. No shouting .....my staff will educate you on the decibel level you need to maintain!! In case you repeatedly flout this rules you'll be subjected to one hour of listening to shouting in Parliament recordings via earphones in a secluded area in the house! (addressing the Member she caught conversing in sign language) And now tell me what were you saying to each other????

Anand Sharma: Madam as we are the select few and as we will be overseeing the rest I'm sure we will become very unpopular! What protection do we have outside this room??????

Sonia: As long as you are a Member of this elite group no one in Congress will have the guts to touch you!!!

Anand Sharma: That's the worry because these guys will keep their feelings bottled up and one day when either this Committee is disbanded or one of us is 'honourably' or 'dishonourably' transferred out of this Committee they'll target us.... what protection will we have????

Sonia: Let's wind up...... what was the closing anthem we had decided on......

All the Members: Sonia Gandhi aaghe chalo humm tumhaare peeche hai'!!!!

Wasnik: (under his breath) Yeah.... we are behind her and the entire Congrerss humaari peechche padhe gi haath doh ke!!

Sonia: Mukul what are you muttering!!! I warned you all....... as a warning now all of you will write 'I will not mutter' 1000 times and bring it with you when we meet next!!

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Air India needs a large scale surgery

Agreed that the Air India needs a large scale surgery right from the top to the bottom. But the people who have put the country to ransom, should not be allowed to go scot free. Ministry of Civil Aviation should call for the educational certificates of all the pilots and get it verified through the school level education boards and DGCA certificate for affirming their veracity. I am sure cloths will fall from the cupboard.

Highly illogical

It is highly illogical to speculate regarding reversion of RC Agarwal as the appointment to GM is done by ACC under with approval of PM. If the appointment of Agarwal was wrong why PM appointed him at first instance.

"India remains a land of contradictions, anomalies?"

Consider these statistics. India is a country where:-

(a) the bottom line and the top line of companies grows by more than 25%;

(b)the GDP grows by 8.98%;

(c)the stock market shoots up by 50% in a year;

(d)the Food inflation as per latest GOI statistics , is 8.76%;

(e)70% of our population still lives below the poverty line( BPL).The BPL category still remains undefined in the books of GOI.

(f)Despite this, we are more inclined to let food grains rot in the open due to shortage of silos;

(g) Our part- time Agriculture minister (he is ICC's President too) takes sadistic pleasure in not complying with the orders of Supreme court regarding distribution of food grains free of cost to those who need it. Worse, he was supported by the economist PM of India justifying the indefensible.

(h) While the wholesale prices of pulses declined by 7.39 per cent on a year-on-year basis, However, all other commodities witnessed a rise in prices.

(i)Cereals became dearer by 4.42 per cent year-on-year, with rice and wheat becoming more expensive by 2.08 per cent and 0.06 per cent, respectively.

(k)Vegetables prices were overall up by 3.44 per cent. Potatoes became dearer by 0.27 per cent on an annual basis and onions were up by 16.09 per cent.

(l) Fruits and protein-based items continued to become more costly.

Fruits became dearer by 32.69 per cent year-on-year, while milk was up by 5.16 per cent and eggs, meat and fish by 5.13 per cent.

What is the panacea for these anomalies and aberrations? First and foremost, the political will which is sadly missing. can route black money from the tax havens like the Swiss banks, Mauritius, Dubai and Cyprus in the guise of FDI/FII, why shouldn't we sip of some money in CWG, 2G Spectrum allotment and Adarsh Society? The NAC headed by Sonia Gandhi runs a parallel government to deflect public attention from the core issue of corruption in all departments of GOI by recommending "One-Dish-Menu" at wedding functions without assessing the ground realities. Not a word , has she uttered recommending the cost-cutting measures that are required to be taken by her Ministers by jettisoning government freebies, foreign travels,publication of government ads in newspapers costing crores worth of public money along with the ubiquitous and familiar photographs of Sonia Gandhi. Let her not forget that too much of familiarity breeds contempt.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

Comments

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
